POSITION SUMMARY 

Responsible for overseeing in-country relationships and overall delivery results, the Directorate of Green Growth Implementation (DGGI) is a key interface with partner governments. The Deputy Executive Director and Head of DGGI reports to the Executive Director and is responsible for effective management-for-results of the organization's green growth implementation work in line with the Strategy 2030, Strategic Directions and the Corporate Results  Framework.As a senior member of the Management Team, s/he helps shape vision and strategy together with stakeholders and provides strategic leadership to GGGI's overall business.

PURPOSE

  • Plans, develops, and oversees all aspects of the DGGI operations
  • Provides executive leadership for GGGI’s green growth implementation mandate, translating Strategy 2030 and Strategic Directions into prioritized, high-impact country and regional portfolios.
  • Strengthens and steers institutional systems, policies and procedures for program and portfolio management, quality assurance, risk management, and learning to ensure quality of delivery and impact
  • Oversees performance, quality, and impact of GGGI’s implementation work, ensuring delivery excellence, institutional scalability, and alignment with the Corporate Results Framework
  • Formulate, recommend, and lead proactive strategies and approaches for business development and help position GGGI as an accountable, trusted and indispensable partner to stakeholders

ENGAGEMENT

  • Provides senior-level leadership in engaging GGGI’s member governments, strategic partners, and donors, positioning GGGI as a trusted, strategic, and long-term partner.
  • Representing GGGI in external settings to promote green growth and GGGI's work and to provide leadership and input into global debates around green growth, ensuring that GGGI is at the fore of international thinking; and
  • Leads high-level dialogue with partners and donors to shape joint priorities, influence agendas, and align country demand, donor interests, and GGGI’s Strategic Directions.
  • Models engagement with counterparts, building awareness/engagement of program challenges, stimulate discourse on priorities and approaches to achieve organizational mandate and demonstrate effectiveness as a partner in development
  • Builds, manages, and motivates GGGI talent in particular DGGI leadership cadre to implement GGGI's projects and programs effectively and promotes the advancement of merit based and inclusive workplace.
  • Works with the Management Team to create and maintain an organizational culture of innovation and continuous learning which understands and recognizes the intrinsic value in the diversity of GGGI staff

DELIVERY

The role provides executive leadership over the strategic planning, implementation, and delivery of GGGI’s green growth projects and programs across member and partner countries. It ensures that country and regional portfolios are fully aligned with GGGI’s Strategic Framework, Strategic Directions, regional strategies, and Country Planning Frameworks. The position drives senior-level engagement with country partners and donors, in close coordination with the Executive Director’s Office and the Center for Thought Leadership, to maximize program performance, results, and impact. Acting as a strategic bridge between country delivery, institutional strategy, and external partnerships, the role places particular emphasis on originating, fundraising and scaling high-impact, initiatives that advance GGGI’s value proposition and deliver impact for our members and partners.

As a senior member of the Management Team responsible for:

  • Actively steers and rationalizes GGGI’s country and regional implementation portfolio, including prioritization, sequencing, and exit decisions, to ensure alignment with Strategic Directions, comparative advantage, and corporate results targets.
  • Translating GGGI’s strategic objectives in green growth implementation into coherent, high-impact, and implementable country and regional programs, through effective integration and allocation of human and financial resources across business lines
  • Providing institutional leadership in framing and communicating the organization's strategy, programs and projects, as well as relevant intellectual and research agendas, both internally and externally
  • Driving strategic resource mobilization and membership engagement, proactively identifying, shaping and securing funding and membership opportunities
  • Balancing directorate and organizational needs to establish and then accomplish the expected results
  • Advising on and shaping strategic business development objectives and plans, in support of the Executive Director’s vision and GGGI’s growth and consolidation opportunities
  • Models and promotes GGGI values, GGGI identity and GGGI’s diversity aims through inclusive leadership, active engagement with staff and  effective communication
  • Collaborating with the Partnership Unit to identify donors and expand donor relationships to include private and philanthropic sectors
  • Collaborating with the Impact and Evaluation Unit on monitoring and evaluating results and impact, ensuring that lessons learned are integrated into DGGI plans and processes.
  • Engaging strategically with donors and partners, enhancing GGGI's resource mobilization effort in coordination with relevant units across the organization
  • Leading and implementing any other key organizational initiatives and work as deemed necessary by the Executive Director

REQUIREMENTS

KEY SELECTION CRITERIA

  • Substantial experience in successfully managing a decentralized and matrixed organization with multiple field offices in developing countries is a critical selection criterion. 
  • Proven experience developing and managing a complex project portfolio for a wide variety of climate and development donor agencies is critical, with hands on experience with both resource mobilization and project implementation and timely delivery as a requirement.
  • Substantial international experience living and working in professional capacities in  multiple countries is a requirement and professional experience across different continents is highly desirable.

QUALIFICATIONS

  • Master's degree required, PhD desirable, in relevant fields in international development, public policy, environmental studies, economics, or other relevant green growth-related field
  • Minimum of 15 years of relevant professional experience that combines intellectual and managerial leadership, at least 5 years of which would be as the head of an organization, or of a major department/directorate of a large-scale public or private entity of an international and multicultural nature.
  • Excellent communications skills in English, both orally and in writing; and agility for various traditional and modern communication modalities. Working knowledge of languages such as Arabic, French and Spanish is highly desirable.

FUNCTIONAL

  • A proven track record of effectively building, managing, and nurturing a diverse team of professionals in an international setting, and providing strategic and practical guidance to country leadership on exploring and designing the delivery-oriented green growth project and programs
  • Proven project, program, and portfolio management skills and ability to apply economics into green growth policy options and mainstream green growth into policy formulation and implementation in developing countries
  • Extensive track record of effectively engaging stakeholders and mobilizing resources from the public and/or private sector, in areas such as energy, water, agriculture, urban development, waste management, etc.

WORKING CONDITIONS

The Deputy Executive Director and Head of the Directorate of Green Growth Implementation is an Executive-grade role within GGGI’s salary scale. For the DED scale, the base salary starts at USD 213,612. In addition, GGGI provides 15% of base salary towards retirement plan/long-term savings, for eligible candidates, an expatriate allowance of 20% of base salary, 27 days of annual leave, and private health insurance that covers dental and vision.
