Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.
*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is K 242,249 (Zambian Kwacha) yearly.

Introduction
The ILO has received funding from the Government of Japan to support the Central Province in improving the management of electronic waste and in the process creating Jobs for youths. This project will train Trainers from the Province’s Technical Education, Vocational and Entrepreneurship Training Authority (TEVETA) Colleges as well as youths, women and persons with disabilities (PWDs) in e-waste reuse, recycling and sustainable disposal. The participants will also be trained in financial and business management and assisted to set up their own businesses. The project shall also arrange workplace learning for some youth beneficiaries.
The project’s development objective is to contribute towards establishing a sustainable e-waste management model that generates green employment for vulnerable youth (with a focus on women and Persons with Disabilities (PwDs) in Central Province. Over a 12-month period (from mid-March 2026 to mid-March 2027), the project will generate short-term decent green jobs opportunities, train unemployed youth in e-waste recycling and business skills, support them to form micro-enterprises, facilitate short-term decent work opportunities for youth and strengthen the policy framework for safe e-waste management. By project end, at least 100 young people (50% women, including PwDs) will gain technical and entrepreneurial skills through project-supported training and structured work-based learning opportunities (including some of the youth completing WBL/apprenticeships), and will access decent green jobs opportunities, while local institutions adopt improved e-waste regulations and practices.
These outcomes contribute directly to SDGs 8 (Decent Work and Economic Growth), 12 (Responsible Consumption & Production), 5 (Gender Equality), and 13 (Climate Action) by fostering inclusive green employment, sustainable waste management, and reduced pollution. The project Key Outcomes include (1) enhanced local capacity to safely manage e-waste; (2) creating short-term green jobs for youth (especially women and PwDs) through e-waste collection, recycling activities and structured work-based learning (WBL); (3) strengthening an entrepreneurship ecosystem that enables youth-led green businesses to grow and create future decent work; and (4) establishing a circular economy model aligned with national and global sustainability goals.
Reporting lines:
Under the overall responsibility of the ILO Country Office Director for Zambia and Malawi, the Driver will directly report and work under the supervision of the Technical Officer-E-Waste for Youth Employment in Zambia.
Description of Duties
1. Provide reliable and secure driving services for official purposes to facilitate movement of project staff and/or goods.
2. Drive project personnel to project sites and other planned activity locations for delivery of project programmes.
3. Meet official personnel at the airport and facilitate basic immigration and customs formalities.
4. Collect and deliver mail, pouch, documents, and other items to project partners, government ministries and etc.
5. Ensure proper day-to-day maintenance of assigned vehicles through timely minor repairs and arrange for timely major repairs and checking of oil, tyres, brakes and water levels, car washing, etc. so that the vehicle is always kept clean and in good running condition. Provide inputs to the preparation of the vehicle maintenance plans and reports.
6. Ensure availability of all the required documents/supplies including vehicle insurance, vehicle registration, vehicle logs, office directory, map of the city/country, first aid kit and other MOSS-compliant equipment, and necessary spare parts in the assigned vehicle; keeps track of insurance and other tax formalities.
7. Responsible for accurately maintaining vehicle logbooks, recording daily trips, to ensure efficient vehicle use and fuel consumption.
8. Ensure that the steps required by ILO rules and regulations and Road Safety and Security are taken in case of involvement in accident.
9. Outside driving duties, perform basic office related tasks such as photocopying, filing, data entry, maintaining stores, and delivery/collection of various items.
10. Provide logistical support with project workshops, seminars or training as and when required.
11. Perform other related duties as requested by the Supervisor.
Required qualifications
Education
Primary education, valid driver's license, knowledge of driving rules and regulations, and skills in minor vehicle repairs. A safe driving course will be an added advantage.
Experience
Two years' work experience as a driver with a safe driving record. Experience working for donor funded project in an International NGOs or the UN system is an advantage.
Languages
Excellent command of English and working knowledge of a local language of the duty station.

• Ability to work in a polite, courteous and cooperative manner.
• Ability to handle, track and keep project records.
• Ability to present a professional image at all times.
• Ability to deal calmly with unexpected circumstances or delays
• Ability to lift and carry heavy mail bags and boxes.
• Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviours and attitudes.

Candidates assessed by the Panel and considered to be eligible for appointment but who are not selected for this vacant post may be offered an assignment to another position at the same or lower grade provided that they meet the minimum qualifications required.
