BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Procurement Associate will serve as the focal point for all procurement activities in the WFP Nepal Country Office. Under the supervision of the Head of Supply Chain, the incumbent will manage and coordinate the end-to-end procurement process for goods and services, ensuring compliance with WFP policies, donor requirements, and local regulations. This role is critical to maintaining timely, cost-effective, and transparent sourcing solutions that support WFP’s operational objectives and program delivery. By providing strategic guidance, market analysis, and oversight of procurement planning and execution, the position will strengthen the office’s supply chain efficiency and contribute to WFP’s mission of achieving Zero Hunger in Nepal.
JOB PURPOUSE:
The main purpose of assignment is to provide coordination, administrative services and research to support the efficient and effective procurement services for the WFP Nepal country office. The primary purpose of the Procurement Associate role is to support procurement processes within the organization's Supply Chain unit. This includes, but is not limited to, sourcing, negotiating, and procuring goods, services, and works in accordance with established organizational policies, procedures, and guidelines.
The incumbent will be tasked with ensuring the timely and cost-effective acquisition of goods and services, while also upholding standards of quality, integrity, and transparency throughout the procurement process. Furthermore, the Procurement Associate will be responsible for fostering collaborative relationships with suppliers, contractors, and internal stakeholders to optimize procurement outcomes and contribute to the overall efficiency and effectiveness of the organization's supply chain operations. Additionally, the support role involves the assessment of procurement needs, the development of procurement plans, and the implementation of strategies to mitigate procurement risks and maximize value for the organization.

ACCOUNTABILITIES/RESPONSIBILITIES:
Under the overall guidance of the Head of Supply Chain, the incumbent shall carry out the following tasks:
Establish and maintain vendor lists, conduct periodic performance reviews, and provide orientation and support during bidding processes.
Support to develop procurement plans and processes ensuring compliance with procurement policies and WFP standards, and the achievement of project specified timeframes.
Guide requesting units in procurement planning and determine appropriate solicitation methods (Request for Quotation/RFQ, Invitation for Bid/ITB, Request for Proposal/RFP) in compliance with WFP rules and timelines.
Issue transport tenders, terms and conditions and conclude Agency Agreements for Overland Transportation. Support the logistics officer in monitoring all the shipments via Kolkata corridor (both food commodities and non-food items).
Manage tendering processes, prepare and finalize contracts, Long Term Agreement (LTAs), and purchase orders, ensuring timely approvals and compliance.
Support Cash-Based Transfer implementation, including establishing and managing FSP contracts and assessing service quality in conjunction with other units. Participate in month Cash Working Group meeting.
Ensure timely payments to suppliers and provide orientation to partners and service providers on WFP procurement systems and policies.
Provide feedback to the Head of the Supply Chain in preparing the Letter of Understanding (LOU), Memorandum of Understanding (MOUs), Operational Agreement with the Line Ministries, Cooperating Partners (CPs) and Implementing Partners (IPs) as required.
Ensure timely procurement of food commodities. Support reallocation and diversion as per programme/pipeline requirement. Liaise monitor and follow up with suppliers, for timely delivery of food to the WFP projects in close coordination with field logistics staff.
Supervise and guide junior procurement staff and advise requesting units on procurement policies and best practices.
In coordination with the FSQ (Food Safety and Quality) Officer, coordinate procurement activities to enable food quality assurance processes, including sampling, inspections, and compliance with WFP food safety standards.
In coordination with logistics staff assist in the coordination of customs clearance, VAT reimbursement, tax duties exemption and completion of import documentation for food and non-food items procured locally, regionally or imported via Kolkata Port in India
Contribute to ensure full compliance with WFP procurement audit requirements by maintaining accurate documentation and organized filing systems.
Coordinate with HQ/Global HQ, and SMART sourcing category managers to facilitate international and regional procurement of food and non-food items and related services as needed, ensuring timely delivery to WFP-designated warehouses/Extended Delivery Points (EDPs) and proper execution of contracted services.
Carry out other related tasks as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Education: Completion of secondary school education. with a post-secondary certificate in the related functional area. Preferably a first university (bachelor) degree in the related field.
Experience:
At least six years of experience in public procurement of Food, Transport, Goods and Other Services.
Knowledge of custom clearance process desirable
Demonstrated familiarity with locally purchased commodities/goods/services.
Additional experience in finance/budget management, audit, logistics is desirable.
Knowledge & Skills:
Demonstrated experience with local procurement of food commodities, engineering, transport, finance and other services.
Demonstrated knowledge of procurement processes and linkages with other operations (e.g. food/nutrition programme, engineering, logistics)
Experience conducting supplier market research and coordinating with retailers, wholesalers and traders.
Experience with UN or public procurement processes is desired.
Proficient in MS Office (Word, Excel, PowerPoint).
Languages: Excellent communication skills in both written and spoken English and Nepali languages.
