The IRC began planning to reopen an oPt country program in mid-2022 and launched an emergency response in Gaza in October 2023. The organization is currently supporting a network of local partners in both Gaza and the West Bank to sustain critical nutrition, protection, education, and early childhood development interventions.

The IRC is working to scale its emergency response while building a longer-term oPt country program in parallel. This effort is being jointly managed by the Emergencies and Humanitarian Action Unit (EHAU) and the Middle East and North Africa (MENA) region, with a view to eventually transition the country program fully under the MENA region.  

POSITION OVERVIEW

The Monitoring, Evaluation, and Learning (MEAL) Assistant is responsible for ensuring the quality preparation and implementation of IRC’s directly implemented and partner programs across the oPt response in Gaza.

This is an all-round position that plays a key role in the implementation of monitoring and evaluation activities across various sectors. The MEAL Assistant supports the data collection activities to support the IRC direct implemented project and partners. The MEAL Assistant is responsible for planning and overseeing the collection of primary data and supervising enumerators during field data collection exercises. The MEAL Assistant reports to the MEAL Officer for the oPt response and works in close coordination with the Project Officers, Partnership team, and the Accountability team.

This position will be expected to work in the IRC Offices in Deir el Balah or Gaza City, as well as planned visits to IRC sites in other locations inside the Gaza strip. It is expected that this position will spend around 40% of their time in the field sites.

RESPONSIBILITIES

Monitoring, Evaluation, Accountability, and Learning (MEAL) Support – IRC Direct Implementation

  • Support the systematic collection, compilation, cleaning, and validation of project data in line with IRC and donor data quality standards.
  • Assist in the development, review, and updating of MEAL plans, data collection tools, databases, and logistical arrangements required for effective data collection.
  • Support the design, testing, deployment, and routine use of mobile data collection tools using platforms such as CommCare and KoBo, under the guidance of the MEAL officer.
  • Participate in routine field and onsite monitoring visits to verify data accuracy, track progress against indicators, and assess implementation quality.
  • Support the preparation of monitoring reports, highlighting performance trends, data quality issues, gaps, and recommendations for improvement.
  • Share monitoring findings with project teams, support follow-up on agreed action points, and document lessons learned to inform adaptive project management.

Partner MEAL Support

  • Support partner organizations to ensure timely, complete, and accurate data collection and reporting in line with agreed MEAL frameworks.
  • Assist in compiling partner data and analysis for inclusion in IRC donor and internal reports.

Accountability and Learning

  • Support the implementation and monitoring of accountability mechanisms, including feedback and complaints response mechanisms, ensuring community feedback is documented, analyzed, and shared with relevant teams.
  • Assist in the organization of learning and reflection activities, such as after-action reviews and review meetings, to promote evidence-based learning and program improvement.
  • Ensure confidentiality, data protection, and ethical handling of client information, especially related to feedback and complain

Capacity Sharing and Support

  • Support the delivery of MEAL trainings, coaching, and on-the-job mentoring for IRC staff and partners on data collection, data quality, accountability, and use of MEAL systems.
  • Provide day-to-day technical support to field teams on MEAL tools, indicators, and reporting requirements.
  • participate in on the job coaching and mentoring under supervision

Other Duties

  • Carry out any other MEAL-related tasks relevant to the role as assigned by the MEAL Officer.

Qualifications

Education & Experience:

  • Bachelor’s degree in a relevant field (e.g., Statistics, Data Management, Social Sciences, Public Health, Economic Development). A Master’s degree is an asset.
  • Minimum of 2 years of professional experience, including at least 1 year in MEAL roles with demonstrated responsibility for successful data collection.
  • Prior experience working with NGOs is required.
  • Experience supporting multi-sectoral programs, ideally in one or more of IRC’s core areas in Gaza (Education, Protection, WASH, Nutrition).

Technical Skills:

  • Strong command of both quantitative and qualitative data collection methodologies.
  • Experience with mobile data collection platforms such as KoboToolbox and CommCare is desirable, along with familiarity with Microsoft Excel, and a willingness to learn additional MEAL tools as needed
  • Excellent data interpretation and reporting skills, with the ability to clearly communicate complex findings to diverse audiences, both verbally and in writing.
  • Strong planning and organizational skills, with the ability to manage multiple tasks, prioritize effectively, and meet tight deadlines.
  • Strong facilitation, communication, and interpersonal skills with the ability to engage a variety of stakeholders, including local partners and community members.

Languages:

  • Professional fluency in spoken and written Arabic is required.
  • English for reporting and written communication is an asset
