TERMS OF REFERENCE FOR INDIVIDUAL CONSULTANT - Young and Emerging Evaluator, 

UNFPA Mongolia 7th Country Programme Evaluation

Purpose of consultancy:

To provide an independent assessment of the UNFPA Mongolia 7th Country Programme (2023-2027) while contributing to national evaluation capacity building.

The young and emerging evaluator (YEE) will contribute to all phases of the CPE. S/he will support the evaluation team leader and members in developing the evaluation methodology, reviewing and refining the theory of change, finalizing the evaluation questions, and developing the evaluation matrix, data collection methods and tools, as well as indicators. The young and emerging evaluator will participate in data collection (site visits, interviews, group discussions and document review) and support data analysis, as agreed with the evaluation team leader and the CPE manager. 

Crucially, the YEE will provide translation and interpretation support for the international Team Leader during data collection, meetings, and field visits to ensure effective communication with national stakeholders.

The YEE will also support the dissemination and facilitation of use of the evaluation results. Finally, S/he will provide administrative support throughout the evaluation process and participate in meetings with the CPE manager, UNFPA Mongolia CO staff and the ERG.

Scope of work:

(Description of services, activities, or outputs)

The consultant will support the evaluation team throughout the process. Specific duties include:

1. Technical Support: Support the development of methodology, theory of change review, and the evaluation matrix.

2. Data Collection: Participate in site visits, interviews, and focus group discussions.

3. Translation: Provide high-quality translation (written) and interpretation (spoken) for the International Team Leader during meetings and field visits from English to Mongolian and vice versa.

4. Admin Support: Assist in dissemination activities and general administrative tasks.

Duration and working schedule:

60 non-consecutive working days distributed between March 2026 and September 2026.

Place where services are to be delivered:

Ulaanbaatar, Mongolia, with travel to sub-national project sites.

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

All deliverables must be submitted electronically in English.

  • Inputs to Design Report: by 22 April 2026
  • Completion of Fieldwork: by 29 May 2026
  • Inputs to Final Report: by 20 August 2026

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

The consultant reports to the CPE Manager and Team Leader. Payments are based on approval of deliverables:

• 20% upon approval of Design Report.

• 40% upon submission of satisfactory Draft Final Report.

• 40% upon approval of Final Report.

Supervisory arrangements: 

The consultant works under the direct supervision of the CPE Manager and the technical guidance of the International Team Leader.

Expected travel:

Approximately 3 to 4 weeks of data collection in the field (tentatively May 2026) accompanying the Team Leader.

Required expertise, qualifications and competencies, including language requirements:

  • Must be under 35 years of age.
  • Bachelor’s degree in development studies, population studies, economics, monitoring and evaluation, social sciences, public health, or any other relatevant discipline .
  • Less than 5 years of work experience in M&E, research or social studies in the field of international development.
  • Demonstrated ability to provide high-quality translation (written) and interpretation between English and Mongolian, particularly in technical areas related to the evaluation.
  • Excellent analytical and problem-solving skills;
  • Demonstrated ability to work in a team;
  • Strong organizational skills, communication skills and writing skills;
  • Good command of information and communication technology and data visualization tools;
  • Good knowledge of the mandate and activities of UNFPA or other United Nations organizations will be an advantage;
  • Keen interest to progress professionally and become a competent evaluator;
  • Strong organizational and communication skills.

Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:

The CO will provide background documents, facilitate stakeholder meetings, and manage logistics for field travel.

Other relevant information or special conditions, if any:

Daily Subsistence Allowance (DSA) and travel costs for the mission will be settled separately from the consultancy fees in accordance with UNFPA Duty Travel Policy.
