BACKGROUND
The Global Green Growth Institute (GGGI) is currently co-executing the Fiji Capacity Building Initiative for Transparency (CBIT) Project with the Department of Climate Change (DoCC) of the Ministry of Environment and Climate Change (MECC), with a project duration of February 2022 – June 2026. The project is supported by the United Nations Environment Programme (UNEP) as the Global Environment Facility (GEF) implementing agency.
The key aim of the project is to strengthen Fiji's capabilities to effectively report under the United Nations Framework Convention on Climate Change (UNFCCC) and its Paris Agreement, specifically under Article 13 -Enhanced Transparency Framework (ETF).
The main outcomes of the Fiji CBIT project are:
- to strengthen and formalize Fiji’s institutional arrangements and processes for regular reporting;
- to establish an IT-based tool for the national Greenhouse Gas (GHG) inventory preparation; and
- to enhance national Measurement, Reporting, and Verification (MRV) systems to enable Fiji to track and transparently report on its Nationally Determined Contributions (NDCs) implementation and climate finance.
The Fiji CBIT project is governed by a results framework that defines specific indicators for project objectives and outcomes, alongside established means of verification. This framework tracks progress through objective-level indicators - such as improvements in reporting quality and outcome-level indicators - such as improvements in the quality of institutional capacity for transparency.
As of the end of 2025, the project has reached the following milestones:
- Institutional arrangements for the preparation of Biennial Transparency Report/ National Communications: Institutional arrangements as well as the Standard Practice and Procedures for the reporting have been completed.
- Fiji Digital Climate Transparency Tool Component: Development of the IT-based GHG inventory and Climate action/support tracking tool is 90% complete.
- Capacity-building Trainings: A series of training workshops for GHG inventory compilation, NDC tracking and climate support reporting have been organized.
- Curricular Development: The content development of the Micro-qualification (MQ) curricula on GHG inventory development and NDC tracking, to be delivered by the University of the South Pacific, is complete.
The remaining deliverables are expected to be completed within the project closure period (by June 2026).

OBJECTIVES
The overall objective of the assignment is to perform a results and learning assessment of the CBIT Project interventions across all components, based on the project results framework and other project documents. This assessment is designed to inform the DoCC and GGGI on the project's performance and identify lessons learned, gaps, and recommendations for strengthening Fiji’s future transparency-related efforts.
Specific objectives are to:
- Evaluate the extent to which the project has strengthened institutional arrangements, capacities, systems, and tools required for BTR/NC preparation and ETF compliance.
- Assess the extent to which stakeholders have gained the necessary knowledge, technical proficiency, and ownership to effectively implement and maintain the deliverables produced under each project component.
- Document the specific outcomes of trainings, systems development, curricula, protocols, and procedures developed under the CBIT Project.
- Identify bottlenecks, risks, and opportunities for sustaining and scaling transparency-related capacities in Fiji.
- Provide clear recommendations for future CBIT-like initiatives and broader transparency activities.
The results of this assignment are expected to inform the Terminal Evaluation to be commissioned by UNEP’s Evaluation Office at the end of the project, providing an independent assessment of project performance and an indication of the likelihood of impact and sustainability.
SCOPE OF THE ASSIGNMENT
The Consultant will assess all CBIT components, project objectives, outcomes, and outputs. The Consultant will focus primarily on assessing output- and deliverables-level results, while also reviewing the readiness of key outcomes and evaluating outcome-level results where applicable.
Reporting directly to the CBIT Project Manager of GGGI, the Consultant will work closely with the DoCC and key stakeholders through the interview and validation phases. The scope of the assignment by project Component includes, but is not limited to, the following:
Component 1: Strengthening institutional arrangements for the Enhanced Transparency Framework
- Assess the effectiveness of the institutional arrangements and SOPP documents developed to support ongoing and future climate reporting
- Assess stakeholder uptake and operationalization of the project deliverables for BTR/NC preparation
- Evaluate the extent of inclusive participation and the integration of gender considerations across project deliverables, including workshops and trainings
- Assess the effectiveness and quality of MRV curriculum developed
Component 2: Establishing Fiji’s GHG inventory systems
- Conduct a qualitative rating of the GHG inventory system in its ability to report emissions for all key category sectors
- Assess the effectiveness and relevance of templates, scoping analysis, and procedural guidelines developed for GHG inventory compilation, including QA/QC processes
- Assess the effectiveness and relevance of the Fiji Digital Climate Transparency Tool in meeting user requirements and operational needs as per ETF guidelines
- Evaluate the extent of inclusive participation and the integration of gender considerations across project deliverables, including workshops and trainings
Component 3: Establishing MRV framework for climate actions and support
- Assess improvement in the quality of MRV of NDC Implementations based on GEF CBIT programming directions
- Assess the effectiveness and relevance of NDC indicators and related deliverables for tracking NDC, including sex-disaggregated data collection protocols
- Assess the effectiveness and relevance of the tool, templates and guidelines for tracking and reporting on climate finance
- Evaluate the extent of inclusive participation and the integration of gender considerations across project deliverables, including workshops and trainings
Based on these assessments, the consultant should prepare a Summary report on the project’s performance, effectiveness, and early outcomes. All findings should be supported by documentary evidence, stakeholder consultations, and analysis of available baseline and monitoring data. The Consultant should propose a robust methodology that includes:
- Desk review of all CBIT project documents, including post-training survey results
- Key informant interviews (DoCC, line ministries, USP and other relevant stakeholders)
- Assessment against ETF/MPGs requirements and GEF programming directions on climate transparency
- Surveys or structured questionnaires for training beneficiaries, if applicable
- System and tool functionality assessments
- Gender and inclusivity analysis
- Assess the extent to which CBIT activities have contributed to observed capacity-building outcomes, based on available evidence and stakeholder feedback
- Validation workshop with stakeholders

The consultant will undertake the following activities and the listed deliverables:

*Payments against each Output/Deliverable will be processed upon formal acceptance of the output/deliverable. Acceptance is defined as the point where GGGI has completed its review and confirmed that the submission meets the agreed-upon technical requirements and usability standards.
EXPERTISE REQUIRED
The consultant is expected to have the following qualifications:
- Minimum of Masters degree in environment policy, public policy, environment science, international development, or any other climate change-related fields.
- Minimum 8 years’ experience in monitoring and evaluation (M&E) and impact evaluation, preferably in climate change, transparency, or related projects within an international development organization.
- Demonstrated experience evaluating climate or capacity-building projects.
- Knowledge of ETF/MPGs and UNFCCC reporting requirements.
- Experience working in the Pacific or small island developing states (SIDS) is desirable.
- Proven ability to design, plan, and facilitate effective stakeholder engagement meetings and workshops.
- Strong understanding of Fiji's environmental and climate-related acts, policies, and regulations.
- Excellent written and verbal communication skills, with a proven ability to produce clear, effective reports and other publications.
- Strong interpersonal and motivational skills, with sensitivity to the local environment and the ability to work with minimal supervision.
- Ability to effectively lead and collaborate with people from diverse professional, cultural, and technical backgrounds.

- Proposed workplan with a maximum of four pages, indicating the applicant’s understanding of the scope of work and approach for the completion of the assignment.
