Mission and objectives
Le UNDSS est le département de l’ONU chargé d’assurer la sûreté et la sécurité du personnel, des opérations et des locaux onusiens à travers le monde. Sa mission est de permettre aux agences et programmes de l’ONU d’opérer efficacement grâce à un leadership de sécurité fiable et des solutions adaptées. Il évalue les risques et menaces auxquels l’ONU est exposée afin de développer des mesures de sécurité appropriées. Il définit des normes harmonisées de sécurité pour l’ensemble du système onusien et veille à leur mise en œuvre. Le UNDSS assure la coordination entre les différentes entités de l’ONU ainsi qu’avec les autorités des pays hôtes pour garantir un dispositif unifié. Il contrôle la pertinence et l’application des mesures de sécurité adoptées sur le terrain.
Context
The Field Security Officer (FSO) supports the UNDSS SA, and UN personnel by monitoring the security situation, implementing security risk management measures, ensuring compliance with UNSMS policies, and enabling UN programme delivery.
The International UNV FSO will contribute to strengthening the security risk management (SRM) system, supporting field missions, and providing technical assistance to UN agencies, funds, and programmes operating in the duty station.

Task description
The UNV Field Security Officer will work under the overall supervision of the Security Adviser (SA), and support UNDSS operations as follows:
A. Security Risk Management
· Assist in conducting Security Risk Assessments , Security Reports, and area-specific risk analyses;
· Participate in developing and reviewing Security Risk Management Measures (SRMM) and Residential Security Measures (RSM);
· Monitor and assess changes in the security environment and provide timely analytical reports;
· Support the implementation of UNSMS policies, guidelines, and directives at field level.
B. Operations, Planning & Coordination
· Contribute to security planning, including contingency plans;
· Facilitate inter-agency security coordination, including support to the Security Cell and Area Security Management Team (ASMT);
· Conduct security field missions, area assessments, and programme criticality support;
· Monitor UN movement and support mission planning for high-risk operations.
C. Information Analysis & Reporting
· Produce daily/weekly security updates, incident reports, analytical notes, and advisories;
· Maintain accurate security databases, contact lists, warden systems, and mission tracking tools;
· Provide inputs for UNDSS reporting mechanisms and crisis management platforms.
D. Training & Capacity Building
· Support security training for UN personnel, including:
o Fire safety, communications,
o Warden briefings;
· Support induction of new staff regarding security procedures.
E. Support to UN Programme Delivery
· Conduct security assessments for new and existing programme locations;
· Provide advice enabling safe programme operations and humanitarian access;
· Ensure application of Programme Criticality Framework at field level.
F. Administrative & Logistical Support
· Assist in managing security assets, radios, vehicles, and communication systems;
· Maintain regular coordination with host government security counterparts.
Results/Expected Outputs
• Improved situational awareness and timely security information flow.
• Enhanced SRM compliance across all UN Agencies, Funds, and Programmes (AFPs).
• Strengthened contingency planning and emergency preparedness.
• Increased staff knowledge of security procedures and best practices.
• Effective field mission support and programme implementation.
