Context
Under the direct supervision of the  National Program Coordinator for Human Mobility and Migration Governance  and under the overall supervision of the  Chief of Mission for IOM Serbia, and in close coordination with all relevant Units of the Country Office  with Coordination Function (COCF) in Sarajevo, the successful candidate will be responsible for supporting the coordination of national activities under the regional programme“ “Regional Migration Governance Programme (RMGP)” ”, funded by the   Ministry of Foreign Affairs of Denmark , in line with IOM policies and procedures and donor requirements.

Responsibilities

  1. Assist in coordinating the implementation of the Programme activities on the national level, in a timely manner, including its administrative and technical matters in line with IOM policies and practices as well as donor requirements. 

  2. Liaise regularly with the beneficiaries, donor, partner organizations, government partners, and relevant IOM units to coordinate implementation activities.

  3. When and if needed, liaise and provide thematic support on labour mobility to a team of National Focal Points of the implementing COs (Albania, Bosnia and Herzegovina, Montenegro, North Macedonia, Serbia and Kosovo*).

  4. Track developments of labour migration procedures and mobility agreements in Serbia; compile and present information on priorities, significant events, decisions, problems or risks for the attention of the National Program Coordinator HMMG CoMs and the donor.

  5. Monitor project progress against approved workplans and indicators; document results, identify implementation issues and bring them to the attention of the supervisor.  

  6. Identify constraints and obstacles to the implementation of project, propose solutions in consultation with Supervisor in a timely manner. 

  7. Participate in monitoring of project expenditures and financial reports with the aim of contributing to effective management and adequate burn rate.

  8. Participate in relevant meetings, and other events to support the visibility of project activities and disseminate approved information and results. 

  9. Prepare donor and other reports and support proper information exchange on all operational aspects of the project between IOM, the donor, and other stakeholders.

  10. Maintain the internal reporting system, compile monthly updates, and regular progress reports and monitor daily the availability of resources, progress toward project indicators, project quality and challenges. 

  11. Undertake duty travel relating to project implementation, liaison with counterparts, problem solving, and workshops/trainings, as required. 

  12. Perform such other duties as may be assigned.

Qualifications

Education
  • University degree in International Law, Political Science,  Migration Studies, Humanitarian Affairs, Development Studies or a related field from an accredited academic institution with four years of relevant professional experience; or

  • High school degree with at least 6 years of relevant professional experience in the above fields

Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
  • Knowledge, experience, and skills related to the (labour) migration and border  management;
  • Experience in field work and migrant protection; 
  • Experience in project management; 
  • Experience in liaising with governmental authorities and local communities, as well as national and international institutions; 
Skills
  • Analytical skills, including ability to draft clearly and concisely; 
  • Good level of computer literacy; 
  • Excellent communication and negotiation skills; and
  • Personal commitment, efficiency, flexibility, drive for results, respect for diversity, creative thinking
Languages
  • Full professional proficiency in English and Serbian.
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
