PROJECT BACKGROUND
Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and the private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon-intensive, and more resilient to climate change.
Ecuador became a Member of GGGI in 2019. GGGI has been supporting the Ministry of Environment and Energy (MAE acronym in Spanish) on climate and sustainable finance to help the country achieve its adaptation and mitigation priorities and the Sustainable Development Goals. To date, GGGI supports MAE in implementing its First National Adaptation Plan (NAP) and National Mitigation Plan (PLANMICC), develops a pipeline of adaptation and mitigation projects, strengthens the Ecuador Zero Carbon Program, and supports Ecuador’s readiness in implementing Article 6 of the Paris Agreement.
As part of GGGI´s Ecuador portfolio, the GCF-funded project “Implementing Ecuador’s National Climate Finance Vehicle and Carbon Zero Program” is being implemented. The project aims to boost the mobilization of climate finance in Ecuador and strengthen PECC’s potential to raise climate change mitigation ambitions.
Bolstering the PECC will be achieved through:

A PECC Multistakeholder Mechanism[1] that encompasses Micro, Small, and Medium Enterprises’ (MSMEs) acceleration and incubation, enhanced training, and robust communication.

A PECC strengthening strategy, including its product scope and financial consolidation, offsetting scheme, and sustainable production and consumption action.
To support the targets described above, the GGGI’s project in Ecuador is seeking a consultant to lead the development of a strategy to strengthen the PECC.
OBJECTIVES OF THE ASSIGNMENT

Lead the development of the PECC strengthening strategy that encompasses three components: product scope and financial consolidation, offsetting scheme, and sustainable production and consumption action.

Develop a PECC’s product scope and business model.
-
Lead the preparation of technical and financial pre-feasibility studies for the PECC and Offsetting scheme.
-
Contribute to developing training and micro-degrees of the PECC Multistakeholder Mechanism.
DELIVERABLES AND PAYMENT SCHEDULE
Scope of Work:
The consultant will work in close collaboration with the GGGI Team in Ecuador and delegates of the Directorate of Management and Promotion of Energy Efficiency and Sustainable Development Projects on a deliverable basis and will support the achievement of the project´s outcomes and outputs, leading the following activities:
Deliverable 1: Workplan
The consultant will review existing project materials and consult with relevant project parties (GGGI, MAE) as necessary to develop a detailed work plan outlining the schedule of significant activities, methodology, milestones, validation meetings, and draft and final deliverables. To achieve the duties assigned, the consultant will organize meetings with MAE to review and validate any necessary deliverables. Finally, the consultant will support the activities related to the project scope that will be required by the Undersecretariat on Climate Change and the Directorate of Management and Promotion of Energy Efficiency and Sustainable Development Projects.
The deliverable will, at a minimum, include a timeline, identification of key stakeholders, milestones, and proposed deliverables. (Expected delivery date: 16/February/2026)
Deliverable 2: Market assessment for PECC’s product scope report
The consultant will prepare a report focusing on stakeholders’ eagerness and readiness to participate in the program at the product scope. The stakeholders’ businesses include, but are not limited to, exporting products.
To comply with the deliverable, the consultant must carry out the following activities:

The consultant will review existing PECC materials (provided by MAE) relevant to the market assessment. (Expected delivery date: 16/March/2026).

The consultant will prepare a market assessment report on the product scope with at least the following information: SWOT analysis, barriers and requirements, regulatory and legal environment, market maturity, target customer segments, market trends and drivers, geographic scope, market size, market potential growth, customer needs, and risk assessment. (Expected delivery date: 11/May/2026).
Deliverable 3: Business model for PECC’s product scope report
The consultant will prepare a business model of the product scope to be part of the PECC. This will include policy and regulations required to consolidate the business model within the current norms that frame the PECC and its offsetting scheme.
To comply with the deliverable, the consultant must carry out the following activities:
- The consultant will prepare a business model report for PECC’s product scope based on the market assessment. The business model will include at least: customer segments, services, stakeholders, governance, enabling conditions (technical and financial capacities), and activities. (Expected delivery date: 06/July/2026).
Deliverable 4: Enabling conditions and final report for the pre-feasibility studies for two self-management fees for the PECC
Self-management fees for the PECC will aim at bringing sustainability and robustness to the program, including enabling conditions for PECC success and expansion. The objective is to explore alternatives for achieving program self-sufficiency.
To comply with the deliverable, the consultant must carry out the following activities:

The consultant will support MAE in coordinating and supervising a Firm that develops pre-feasibility studies for two self-management fees for the PECC. (Expected delivery date: 18/May/2026).

The consultant will take stock and identify the technical and financial criteria, as well as the stakeholders, to develop at least two self-management fees (PECC registry and project portfolio management). (Expected delivery date: 27/July/2026).

The consultant will lead the final report of the pre-feasibility studies for two self-management fees for the PECC based on the consultant’s oversight of the firm’s progress and final work. (Expected delivery date: 25/January/2027).
Deliverable 5: Enabling conditions and final report for the pre-feasibility studies for PECC and Offsetting scheme incentives or credit lines
Materializing new demand from PECC’s stakeholders focused on product scope and consolidating demand from already interested companies in the organization’s scope, it is crucial to prepare a technical and financial pre-feasibility study to identify incentives or credit lines. This activity aims to increase the project portfolio under the PECC and Offsetting scheme.
To comply with the deliverable, the consultant must carry out the following activities:

The consultant will support MAE in coordinating and supervising a Firm to develop pre-feasibility studies for incentives and credit lines for the PECC and Offsetting scheme (Expected delivery date: 18/May/2026).

The consultant will take stock and identify the technical and financial criteria, as well as the stakeholders, to develop incentives and credit lines for the PECC and the Offsetting scheme. (Expected delivery date: 17/August/2026).

The consultant will lead the final report of the pre-feasibility studies for incentives and credit line for the PECC and Offsetting scheme based on the consultant’s oversight of the firm’s progress and final work. (Expected delivery date: 01/March/2027).
Deliverable 6: Training and micro-degrees for PECC stakeholders
Academic institutions ready and eager to contribute to PECC implementation will enhance knowledge-data-methodologies to progress through PECC levels. The territorialization of the PECC is necessary to expand coverage which will be carried out through capacity-building sessions from identified universities with local presence aiming at scaling up capacities at the local level.
To comply with the deliverable, the consultant must carry out the following activities:

The consultant will contribute to the Carbon Footprint consultant’s work in developing 3 micro-degrees of the PECC together with 3 experienced academic institutions. (Expected delivery date: 29/March/2027).

The consultant will contribute to the Carbon Footprint consultant’s work in developing 1 training program of the PECC and facilitate adoption in prioritized academic institutions. (Expected delivery date: 12/April/2027).
Deliverable 7: PECC strengthening strategy report
The consultant will lead the development of the PECC strengthening strategy report encompassing three components: product scope and financial consolidation, offsetting scheme, and sustainable production and consumption action. The corresponding consultants will develop the offsetting scheme and sustainable consumption action components.
To comply with the deliverable, the consultant must carry out the following activities:

The consultant will prepare a PECC strengthening structure, coordinating with the corresponding consultants, and validate it with MAE. (Expected delivery date: 15/February/2027).

The consultant will prepare the product scope and financial consolidation component of the PECC strengthening strategy. (Expected delivery date: 22/March/2027).

The consultant will coordinate with the corresponding consultants on the development of the offsetting scheme and sustainable production and consumption action components. (Expected delivery date: 26/April/2027).

The consultant will present and validate the PECC strengthening strategy report with MAE. (Expected delivery date: 25/May/2027).

The consultant will support MAE to review MSMEs’ applications to the PECC, develop technical reports and provide technical assistance related to carbon footprint. This is a continuous and on-demand activity throughout the consultancy. The consultant will prepare a report with the list of MSMEs’ applications reviewed and reports developed. (Expected delivery date: 25/May/2027).

REPORTING ARRANGEMENTS
The consultant's work progress will be monitored by the GCF Project Coordinator, and the specialist delegated from the Directorate of Management and Promotion of Energy Efficiency and Sustainable Development Projects. Meetings will tackle subjects such as the overview of the contractual objectives, the development of activities, detailed information milestones, actual achievements made against the timeline initially set, and any other relevant progress details.
The Contract will be supervised by a GCF Project team member.

SUGGESTED METHODOLOGY AND COMPETENCE REQUIREMENTS
The consultant should follow the specific methods and follow MAE’s and GGGI’s instructions. The consultant will make the best use of both primary and secondary sources of information to develop activities defined under the contract objective.
The consultant should demonstrate the credentials described below.
For each deliverable, the consultant is required to deliver a draft version by a date agreed to GGGI, request and respond to comments, and deliver a final version (tracked and clean versions for MS Word deliverables) by the deadline.
EXPERTISE REQUIRED
Academic qualifications:

Bachelor’s degree in Environment, Industrial, Economist, Mechanical, or other related fields is required.

Master's degree in topics related to environmental management, climate change, economics or others associated with the object of this contract.
Professional qualifications:

A minimum of 5 years of relevant professional experience in carbon footprint projects, including focused on product scope.

2 years of experience related to life cycle assessment.

Knowledge of spoken and written English.

The consultant will report to and be supervised by a GCF Project team member based in Quito-Ecuador. The Director of Management and Promotion of Energy Efficiency and Sustainable Development Projects of MAE will approve the consultant products after the technical validation by the specialist of the Directorate.
The consultant selected must dedicate 100% of his/her time to this consultancy. Therefore, it is not expected to consider other consultancies during the contract period.
SOCIAL AND SUSTAINABILITY SAFEGUARDS
GGGI as an institution abides by its project-level Sustainability and Safeguards Rules (SSR) for all projects aligned with international standards for Environmental and Social Safeguards. The SSR is aligned with commonly recognized international standards for Environmental and Social Safeguards (ESS), i.e. the WB Performance Standard, that ensure project level safeguarding of communities and people impacted by GGGI activities. GGGI has integrated project level Environmental and Social Safeguards into its Project Cycle Management (PCM) with mandatory Preliminary Gender and Social Assessments and ESS Screening of all projects to identify and manage risks.
In addition, GGGI’s Gender Equality and Social Inclusion Strategy 2021-2025 provides a framework toward achieving the principle of “Leaving No One Behind” in the transformation towards green growth, guiding GGGI’s approaches to the mainstreaming of gender equality and poverty reduction in GGGI Colombia’s Program. This also includes the implementation of the GGGI Gender Equality and Poverty Reduction Policy Markers on all projects. GGGI’s Corporate Results Framework requires gender disaggregated indicators for participation in GGGI Capacity Building events.
GGGI’s Child Protection Rules and GGGI Rules on Sexual Exploitation ensure safeguarding of children impacted by GGGI activities or in contact with GGGI contracted personnel, with GGGI taking a zero-tolerance approach to child exploitation.
