PROJECT BACKGROUND

Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and the private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon-intensive, and more resilient to climate change.  

Ecuador became a Member of GGGI in 2019. GGGI has been supporting the Ministry of Environment and Energy (MAE acronym in Spanish) on climate and sustainable finance to help the country achieve its adaptation and mitigation priorities and the Sustainable Development Goals. To date, GGGI supports MAE in implementing its First National Adaptation Plan (NAP) and National Mitigation Plan (PLANMICC), develops a pipeline of adaptation and mitigation projects, strengthens the Ecuador Zero Carbon Program, and supports Ecuador’s readiness in implementing Article 6 of the Paris Agreement.

As part of GGGI´s Ecuador portfolio, the GCF-funded project “Implementing Ecuador’s National Climate Finance Vehicle and Carbon Zero Program” is being implemented. The project aims to boost the mobilization of climate finance in Ecuador and strengthen PECC’s potential to raise climate change mitigation ambitions.

Bolstering the PECC will be achieved through:

  1. A PECC Multistakeholder Mechanism[1] that encompasses Micro, Small, and Medium Enterprises’ (MSMEs) acceleration and incubation, enhanced training, and robust communication.

  2. A PECC strengthening strategy, including its product scope, financial consolidation offsetting scheme, and sustainable production and consumption action.

To support the targets described above, the GGGI’s project in Ecuador is seeking a consultant to boost MSMEs’ training and participation in the PECC.

OBJECTIVES OF THE ASSIGNMENT
  • Develop, establish, and implement a Multistakeholder Mechanism to broaden PECC scope activities to MSMEs, including a pre- and post-establishment evaluation.

  • Facilitate engagement between mapped priority MSME stakeholders, incubators, accelerators, and the financial sector to accelerate the private sector’s quantification, reduction, and offsetting of greenhouse gas emissions, considering their gaps and barriers, while strengthening MAE’s leadership in PECC implementation.

  • Generate sectoral data, information, and guidance tailored to MSMEs’ needs, aiming at their further progress in the PECC.

  • Outreach through webinar sessions for MSMEs and countries’ offices of commercial affairs for PECC expansion.

  • Engage with academic institutions for PECC training, emphasizing the program’s territorialization.

  • Provide support for carbon footprint calculations.

DELIVERABLES AND PAYMENT SCHEDULE

Scope of Work:

The consultant will work in close collaboration with the GGGI Team in Ecuador and delegates of the Directorate of Management and Promotion of Energy Efficiency and Sustainable Development Projects on a deliverable basis and will support the achievement of the project´s outcomes and outputs, leading the following activities:

Deliverable 1: Workplan

The consultant will review existing project materials and consult with relevant project parties (GGGI, MAE) as necessary to develop a detailed work plan outlining the schedule of significant activities, methodology, milestones, validation meetings, and draft and final deliverables. To achieve the duties assigned, the consultant will organize meetings with MAE to review and validate any necessary deliverables. Finally, the consultant will support the activities related to the project scope that will be required by the Undersecretariat on Climate Change and the Directorate of Management and Promotion of Energy Efficiency and Sustainable Development Projects.

The deliverable will, at a minimum, include a timeline, identification of key stakeholders, milestones, and proposed deliverables. (Expected delivery date: 16/February/2026)

Deliverable 2: Report of the pre-establishment evaluation of the PECC Multistakeholder Mechanism

The consultant will develop a pre-establishment evaluation of the PECC Multistakeholder Mechanism. The evaluation includes the gaps and barriers that MSMEs experience when participating in the PECC. The evaluation will assess criteria defined with MAE, including enabling conditions such as technical and financial capacities, data and information availability, among others.

To comply with the deliverable, the consultant must carry out the following activities:

  • The consultant will review existing PECC materials (provided by MAE) relevant to the criteria agreed upon with MAE. (Expected delivery date: 23/March/2026).

  • The consultant will prepare a pre-establishment evaluation report of the PECC Multistakeholder Mechanism based on the criteria agreed with MAE. (Expected delivery date: 13/April/2026).

Deliverable 3: Mapping reports of 1) PECC’s prioritized MSMEs stakeholders and 2) incubators and accelerators

A mapping report of PECC’s prioritized MSMEs stakeholders, their gaps and barriers will be developed to assess a potential new level with differentiated requirements under the program for further linking to mapped incubators and accelerators.

To comply with the deliverable, the consultant must carry out the following activities:

  • The consultant will map MSMEs, incubators, accelerators, and financial institutions at the national level which potentially could participate and expand PECC implementation. The consultant will engage with relevant information providers such as Ministries or international cooperation to develop a comprehensive list. (Expected delivery date: 04/May/2026).

  • The consultant will prioritize MSMEs, incubators, accelerators and financial institutions, considering their readiness and eagerness to join and implement the PECC. (Expected delivery date: 18/May/2026).

  • The consultant together with MAE’s guidance will define relevant categories to map gaps and barriers of key stakeholders mapped. (Expected delivery date: 01/June/2026).

  • The consultant will engage with prioritized MSMEs, incubators, accelerators and financial institutions to map gaps and barriers for their participation in the PECC. (Expected date of the activity: 13/July/2026).

  • The consultant will prepare a report describing the PECC’s prioritized MSMEs stakeholders and the gaps and barriers identified. (Expected delivery date: 27/July/2026).

  • The consultant will prepare a report describing the identified and prioritized incubators and accelerators for MSMEs PECC’s participation. (Expected delivery date: 03/August/2026).

Deliverable 4: Report of prioritized academic institutions for PECC training

Academic institutions will contribute to PECC stakeholders’ ecosystem (SAE, OECs, proponents, and implementers) training, including in the form of micro-degrees.

To comply with the deliverable, the consultant must carry out the following activities:

  • The consultant will take stock and prepare a report of interinstitutional agreements between MAE and academic institutions. (Expected delivery date: 17/August/2026).

  • The consultant will identify and prepare a report of at least three Universities with relevant experience and track-record on PECC-related topics, considering their territorialization potential. The prioritized universities will be defined considering criteria such as their readiness on PECC related topic, eagerness to develop micro-degrees, and territorialization capacity. (Expected delivery date: 31/August/2026).

Deliverable 5: PECC Multistakeholder Mechanism report

A PECC Multistakeholder Mechanism will be developed to bolster program strengthening and facilitate access to climate finance. The mechanism will consist of regular meetings and interviews that engage PECC stakeholders for implementation (focusing on MSMEs broader participation) and possible funding from various sources, including the GCF. In addition, the mechanism will facilitate training from academic institutions and update and implement PECC’s communication strategy.

To comply with the deliverable, the consultant must carry out the following activities:

  • Prepare a report that guides the engagement and expected outcomes of the PECC Multistakeholder Mechanism with at least the following details: stakeholder roles, expected meetings and interviews, expected results, and recommendations for implementation. The report will consider, among other information, recommendations and activities to address MSMEs’ gaps and barriers through acceleration, incubation and training. (Expected delivery date: 05/October/2026).

Deliverable 6: Tailored MSMEs’ guidance materials

Data and information generation will be systematized as sectoral fact sheets (one per mitigation sector) and a policy brief tailored to MSMEs needs, together with well-delivered webinar sessions, outreach to countries’ offices of commercial affairs, and engagement facilitation between MSMEs-incubators-accelerators-financial institutions, will increase the integration of MSMEs to the PECC.

To comply with the deliverable, the consultant must carry out the following activities:

  • The consultant will develop 1 fact-sheet per mitigation sector (identifying MSMEs’ distribution per sector) aiming at improving PECC exposure within companies in each sector and easier understanding of their potential participation. (Expected delivery date: 02/November/2026).

  • The consultant will develop 1 policy brief focusing on PECC’s benefits and potential, among other topics agreed with MAE. (Expected delivery date: 23/November/2026).

  • The consultant will deliver at least 2 webinars sessions per mitigation sector (based on MSME’s distribution per sector) focusing on MSMEs. Materials will be prepared under the guidance of MAE. (Expected delivery date: 14/December/2026).

  • The consultant will engage with at least 3 countries’ offices of commercial affairs leading PECCs positioning for further expansion. (Expected delivery date: 04/January/2027).

  • The consultant will facilitate the engagement between MSMEs-incubators-accelerators-financial institutions looking for opportunities that MSMEs participate in the PECC and progress in the program. (Expected delivery date: 15/February/2027).

  • The consultant will facilitate the subscription of 5 letters of interest between MAE and MSMEs. (Expected delivery date: 08/March/2027).

Deliverable 7: Academic training and micro-degrees

Academic institutions ready and eager to contribute to PECC implementation will enhance knowledge-data-methodologies to progress through PECC levels. The territorialization of the PECC is necessary to expand coverage which will be carried out through capacity-building sessions from identified universities with local presence aiming at scaling up capacities at the local level.

To comply with the deliverable, the consultant must carry out the following activities:

  • The consultant will develop 3 micro-degrees of the PECC together with 3 experienced academic institutions. (Expected delivery date: 29/March/2027).

  • The consultant will develop 1 training program of the PECC and facilitate adoption in prioritized academic institutions. (Expected delivery date: 26/April/2027).

Deliverable 8: Report of the post-establishment evaluation of the PECC Multistakeholder Mechanism

The consultant will develop a post-establishment evaluation of the PECC Multistakeholder Mechanism. The evaluation includes activities, regular meetings, interviews, outputs and other relevant information resulted from the PECC Multistakeholder Mechanism. The evaluation will assess criteria defined with MAE in the pre-establishment evaluation.

To comply with the deliverable, the consultant must carry out the following activities:

  • The consultant will review and prepare the evaluation report based on relevant information to demonstrate progress in PECC implementation, including, but not limited to, MSMEs participation, PECC strengthening strategy, and PECC territorialization-outreach-communication. (Expected delivery date: 25/May/2027).

  • The consultant will support MAE to review MSMEs’ applications to the PECC, develop technical reports and provide technical assistance related to carbon footprint. This is a continuous and on-demand activity throughout the consultancy. The consultant will prepare a report with the list of MSMEs’ applications reviewed and reports developed. (Expected delivery date: 25/May/2027).

REPORTING ARRANGEMENTS

The consultant's work progress will be monitored by the GCF Project Coordinator, and the specialist delegated from the Directorate of Management and Promotion of Energy Efficiency and Sustainable Development Projects. Meetings will tackle subjects such as the overview of the contractual objectives, the development of activities, detailed information milestones, actual achievements made against the timeline initially set, and any other relevant progress details.

The Contract will be supervised by a GCF Project team member.

SUGGESTED METHODOLOGY AND COMPETENCE REQUIREMENTS

The consultant should follow the specific methods and follow MAE’s and GGGI’s instructions. The consultant will make the best use of both primary and secondary sources of information to develop activities defined under the contract objective.

The consultant should demonstrate the credentials described below.

For each deliverable, the consultant is required to deliver a draft version by a date agreed to GGGI, request and respond to comments, and deliver a final version (tracked and clean versions for MS Word deliverables) by the deadline.

EXPERTISE REQUIRED

Academic qualifications:

  • Bachelor’s degree in Environment, Industrial, Mechanical, or other related fields is required.

  • Master's degree in topics related to environmental management, climate change, economics or others associated with the object of this contract.

Professional qualifications:

  • A minimum of 5 years of relevant professional experience in carbon footprint projects.

  • Knowledge of spoken and written English.

The consultant will report to and be supervised by a GCF Project team member based in Quito-Ecuador. The Director of Management and Promotion of Energy Efficiency and Development Projects MAE will approve the consultant products after the technical validation by the specialist of the Directorate.

The consultant selected must dedicate 100% of his/her time to this consultancy. Therefore, it is not expected to consider other consultancies during the contract period.

GGGI as an institution abides by its project-level Sustainability and Safeguards Rules (SSR) for all projects aligned with international standards for Environmental and Social Safeguards. The SSR is aligned with commonly recognized international standards for Environmental and Social Safeguards (ESS), i.e. the WB Performance Standard, that ensure project level safeguarding of communities and people impacted by GGGI activities. GGGI has integrated project level Environmental and Social Safeguards into its Project Cycle Management (PCM) with mandatory Preliminary Gender and Social Assessments and ESS Screening of all projects to identify and manage risks.

In addition, GGGI’s Gender Equality and Social Inclusion Strategy 2021-2025 provides a framework toward achieving the principle of “Leaving No One Behind” in the transformation towards green growth, guiding GGGI’s approaches to the mainstreaming of gender equality and poverty reduction in GGGI Colombia’s Program. This also includes the implementation of the GGGI Gender Equality and Poverty Reduction Policy Markers on all projects. GGGI’s Corporate Results Framework requires gender disaggregated indicators for participation in GGGI Capacity Building events.

GGGI’s Child Protection Rules and GGGI Rules on Sexual Exploitation ensure safeguarding of children impacted by GGGI activities or in contact with GGGI contracted personnel, with GGGI taking a zero-tolerance approach to child exploitation.
