Background: 

According to a recent report by UNFPA and the Cancer Council NSW (2020), cervical cancer is the sixth most common cancer in women in Viet Nam, with 4,177 new cases (7.1 per 100,000 women) and 2,420 deaths in 2018. The burden of cervical cancer varies among regions in Viet Nam with higher rates in southern regions. It has been predicted that without any intervention, a total of 218,907 women in Viet Nam will die from cervical cancer by 2070 and 449,656 by 2120. 

In 2020, WHO launched its global strategy towards the elimination of cervical cancer as a public health problem with three targets to be achieved by 2030: (i) 90% of girls fully vaccinated with the human papilloma virus vaccine by 15 years of age; (ii) 70% of women screened with a high-precision test at 35 and 45 years of age; and (iii) 90% of women identified with precancerous lesions and cervical disease receiving treatment and care. However, in Vietnam only 28.2% of women were screened for cervical cancer and 12.0% vaccinated with HPV vaccines (15.6% in urban and 9.2% in rural areas).

To respond to the country’s priorities in cervical cancer prevention, Vietnam Country Office successfully mobilized the financial contribution from Gavi and MSD to support the introduction and national roll out of HPV vaccination in the country for the period 2026-2027 as part of the national action plan on cervical cancer prevention 2026-2030 with vision to 2035. 

The Position:

The Project Assistant is stationed at the UNFPA Country Office at the Green One UN House in Ha Noi, Viet Nam. He or she works under the direct supervision of and reports directly to the Sexual Reproductive Health Team Leader. He or she supports the planning and management of all activities on HPV vaccination supported by Gavi and MSD.

Job Purpose:

You will play an instrumental role in facilitating UNFPA’s country programme and project implementation, supporting design, planning and management, in the areas of population and development, reproductive health and gender. 

You will apply established systems and procedures and assist in the creation of knowledge by compiling, synthesizing and analyzing relevant information, developing appropriate mechanisms and systems and ensuring compliance with procedures.

You would be responsible for: 

  • Providing inputs to the formulation of the annual and quarterly workplans by relevant partners to ensure compliance with UNFPA regulations and rules.
  • Compiling and analyzing cervical cancer related information and data to be used for planning and reporting purposes and for evidence-based decision-making.
  • Guiding routine implementation of assigned projects, in coordination with national counterparts and project personnel, coordinating delivery of project inputs; and ensuring participation of national counterparts in training activities.
  • Providing administrative support for monitoring and evaluation of HPV-related activities.
  • Providing administrative support for field visits, meetings, workshops and events and evaluation missions and preparing regular input to status and progress reports.
  • Providing support on pro-active and reactive communications and media through key messages, preparations for media interviews by managers, and print and social media.
  • Guiding concerned partners on UNFPA regulation and rules on programme policies and procedures as well as the government/UN procedure on national execution.
  • Providing administrative support in advocacy and resource mobilization efforts of the CO, by establishing and maintaining a network of donor and public information contacts. Assist with organizing and conducting donor meetings and public information events, including preparing relevant background material for these events.
  • Assisting in implementing knowledge management strategies to capture lessons learned and best practices, sharing these with management for future planning. 

Qualifications and Experience: 

Education: 

Completed Secondary Level Education required. A first level university degree is desirable.

Knowledge and Experience: 

  • At least five years of relevant experience in supporting programme/ project management.
  • Proficiency in current office software applications and corporate IT systems.

Languages: 

Fluency in English and Vietnamese
