Background:
According to a recent report by UNFPA and the Cancer Council NSW (2020), cervical cancer is the sixth most common cancer in women in Viet Nam, with 4,177 new cases (7.1 per 100,000 women) and 2,420 deaths in 2018. The burden of cervical cancer varies among regions in Viet Nam with higher rates in southern regions. It has been predicted that without any intervention, a total of 218,907 women in Viet Nam will die from cervical cancer by 2070 and 449,656 by 2120.
In 2020, WHO launched its global strategy towards the elimination of cervical cancer as a public health problem with three targets to be achieved by 2030: (i) 90% of girls fully vaccinated with the human papilloma virus vaccine by 15 years of age; (ii) 70% of women screened with a high-precision test at 35 and 45 years of age; and (iii) 90% of women identified with precancerous lesions and cervical disease receiving treatment and care. However, in Vietnam only 28.2% of women were screened for cervical cancer and 12.0% vaccinated with HPV vaccines (15.6% in urban and 9.2% in rural areas).
To respond to the country’s priorities in cervical cancer prevention, Vietnam Country Office successfully mobilized the financial contributions from Gavi and MSD which aim to support the national introduction and roll out of HPV vaccination for adolescent girls for the period 2026-2027 as part of the national action plan on cervical cancer prevention 2026-2030 with vision to 2035.
The Position:
The Programme Analyst (SRHR) is stationed at the UNFPA Country Office at the Green One UN House in Ha Noi, Viet Nam. He or she works under the direct supervision of and reports directly to the Sexual Reproductive Health Team Leader. This Analyst leads the coordination, implementation, and monitoring of all activities on HPV vaccination supported by GAVI and MSD.

Job Purpose:
Working within a large and complex Country Office (CO) environment, you will support effective management of UNFPA activities in the areas of cervical cancer prevention. Through substantive data analysis, evidence-based advocacy and coordination efforts on HPV vaccination, you will contribute to the successful introduction and roll out of this important vaccination in the country.
You would be responsible for:
- Responsible for the day-to-day management and implementation of the HPV vaccination project and related activities funded by Gavi and MSD.
- Ensure timely coordination and management of cervical cancer prevention including HPV vaccination in accordance with the rules and regulations of the government and of UNFPA.
- Analyze and interpretthe political, social and economic environment relevant to UNFPA activities, and identify opportunities for UNFPA assistance and interventions on cervical cancer prevention including HPV vaccination as well as broader sexual and reproductive health and rights (SRHR) agenda.
- Analyze policy papers, strategy documents and national development plans in cervical cancer prevention including HPV vaccination; prepare briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.
- Provide technical support to ensure the delivery of project activities and undertake monitoring and evaluation and preparation of quarterly and annual progress reports, both narrative and financial; ensure the timely and quality submission of reports to the donors.
- Support communications and media by drafting key messages and preparations for media interviews, including for managers.
- Analyse the wider funding and financing environment to mobilise additional funds, where necessary, to ensure both project delivery and sustainability beyond the project time-frame, including through national ownership.
- Provide timely feedback to Supervisor and Senior Management Team on the implementation, monitoring and evaluation of the project activities and recommendations for sustainable financing of this agenda.
- Provide effective support and collaboration with other partners, including UN Agencies, as well as stakeholders, and ensure a timely decision-making process related to the funded projects in close consultation with the direct supervisor and/or the Country Office Management.
- Support the advocacy and resource mobilization strategy of the Country Office on sexual and reproductive health including cervical cancer prevention.
- Actively contribute to the One UN Initiative advancing the ICPD agenda and mainstream gender, human rights, and culture into policy advocacy, programming, and monitoring and evaluation as appropriate.
- And other tasks are required by the Country Office Management and the sexual and reproductive health team to support the wider Country Office mandate and well-being.
Qualifications and Experience:
Education:
Advanced university degree in medicine, public health or other fields directly related to sexual and reproductive health and rights.
Knowledge and Experience:
- At least two years intensive professional experience in the field of cervical cancer prevention including development and management of programmes on HPV vaccination and early cervical cancer screening.
- Good understanding on the global and national policies and guidelines on elimination and/or prevention of cervical cancer including HPV vaccination and early cervical cancer screening.
- Good understanding and/or experience in advocacy and development of national and sub-national policies and guidelines on sexual and reproductive health, particularly on cervical cancer prevention.
- Demonstrated experience in design, monitoring and evaluation of development projects on sexual and reproductive health and rights.
- Demonstrated experience in development and delivery of training courses on relevant sexual and reproductive health topics for health providers and managers.
- Demonstrated experiences in design and delivery of behavior change communication training courses on sexual and reproductive health for vulnerable populations.

Experiences in working with government health departments and institutions, civil society, private sector and development partners which are involved in HPV vaccination.
- Medical degree or clinical background is an asset.
- Experience working with UN agencies is an asset.
- Experience using office software packages and web-based management systems.
