Organizational Setting and Reporting Relationship

The Senior Communications Specialist will be assigned to the Unit for Internal Communications (DCID-UIC) within the Department of Communications and Knowledge Management (DOCK). You will be based at our Headquarters in Manila, Philippines For TI and M) and relocation is required. All reasonable relocation expenses will be covered.

You will report to the Director, DCID and may oversee junior team members.


Your Role

As a Senior Communications Specialist, you will lead the production of content for the UIC to help ensure that all ADB internal stakeholders are well-informed, connected, and aligned with the bank's vision, goals, and activities.


You will:

  • Contribute to the production, editing, management, and dissemination of internal communications materials.
  • Develop internal messaging and campaigns.
  • Contribute to the development of internal communications governance and policies, including for internal knowledge sharing.
  • Coordinate with departments to align and amplify internal messages.
  • Contribute to the planning and execution of HQ-based events involving ADB Management, including the development of strategic internal communications and knowledge sharing.
  • Contribute to staff engagement through the development of feedback mechanisms.
  • Contribute to the development, maintenance, and management of corporate digital communication and knowledge management platforms, specifically the ADB Intranet, OneADB Today newsletter, support for SharePoint Sites and internal digital signage, and develop, maintain, and manage related digital tools.
  • Contribute to ongoing improvements in the integration of AI-powered tools across the ADB Intranet.
  • Support crisis and incident internal communications.
  • Contribute to the recruitment, onboarding, and performance reviews of internal communications consultants/contractors and service providers and provide their day-to-day management.
  • Perform other related tasks that may be assigned by the Director, DCID.

Qualifications

You will need:

  • Master's Degree or equivalent, in Communications, Journalism, Public Policy, International Development, or related fields. University degree and at least 5 years specialized experience relevant to the position can be considered
  • At least 10 years work experience in developing internal communication strategies and implementing these in large development organizations.
  • Ability to analyze engagement metrics and experience using insights to optimize internal campaigns.
  • Strong skills in using SharePoint and other CMS platforms for internal content development and management.
  • Understanding and application of behavioral science to build message effectiveness and staff engagement.
  • Familiarity with marketing automation tools for target outreach including AI-driven marketing tools for predictive analytics and personalization.
  • Experience working in a fast-paced internal news environment.
  • Proven skill in crafting messages that reflect diverse audience needs and resonate with a multicultural workforce.
  • Strong knowledge and understanding of development and communication issues in the Asia-Pacific region.
  • Knowledge of international development is desired. Experience working with ADB or other multinational organizations is preferred.
  • Written and verbal proficiency in English.
  • Excellent stakeholder management skills with a wide range of internal and external stakeholders at all levels.
  • In-depth understanding of internal communications and change communications.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
