Organizational Setting and Reporting Relationship

The position of Senior Communications Specialist is assigned to the Office of the Principal Director (DCOD) President Support Team within the Department of Communications and Knowledge Management (DOCK).You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

You will report to the Principal Director, DOCK and may oversee junior Staff.

Your Role

As Senior Communications Specialist, you will be a key member of the President Support Team (PST), responsible for executing the President's communications strategy. This includes creating high-quality content and managing engagement across media, social platforms, publications, and events. You will liaise with the Office of the President (OPR) and partners to ensure all messaging aligns with the President's leadership vision and is consistently delivered across internal and external channels.


You will:

  • Implement the President's communication and engagement (C&E) strategy and plan under the guidance of the Principal Communications Specialist.
  • Serve as a focal for cross-departmental collaboration regarding the President's C&E plan.
  • Draft, edit, and produce content for the President's C&E activities, including speeches, talking points, briefing notes, and video scripts, ensuring they align with C&E priorities.
  • Prepare news releases, media kits, and background materials to support the President's media engagements.
  • Facilitate media relations for the Office of the President (OPR) by coordinating interviews, press conferences, and other engagements with media outlets.
  • Prepare content for the President's social media accounts, including acquiring assets and drafting copy.
  • Ensure rigorous quality control of all external-facing materials prior to final approval by the Principal Communications Specialist.
  • Monitor and analyze the effectiveness of C&E efforts; compile data to prepare comprehensive reports, briefings, and presentations on performance for the Principal Communications Specialist.
  • Support engagement with OPR on issues and crisis communications to ensure ADB's brand and reputation are protected.
  • Perform other related tasks that may be assigned by the Principal Director.

Qualifications

You will need:

  • Master's degree or equivalent in Communications, Journalism, Public Policy, International Development or relevant fields or University degree and at least 5 years specialized experience relevant to the position can be considered.
  • At least 10 years of relevant professional experience, providing strategic communication support to senior leadership including at the international level.
  • Demonstrated understanding of development issues, particularly in the Asia and Pacific region.
  • Written and verbal proficiency in English.
  • International experience working in several countries.
  • Experience in preparing and implementing strategic communications plans in a large organization is preferred.
  • Experience mentoring more junior team members.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
