Organizational Setting and Reporting Relationship
The position of Associate Administration and Communications Officer is assigned to the Japanese Representative Office (JRO) within the Strategy, Policy, and Partnerships Department (SPD). You will be based at our Representative Office in Tokyo, Japan.
You will report to the Representative, JRO.
Your Role
As Associate Administration and Communications Officer, you will manage JRO's finances, office operations, travel coordination, and support external communications compliant with ADB guidelines. You will oversee temporary staff and contractors to maintain smooth administrative and operational responsibilities.
You will:
- Prepare and monitor annual budgets, financial reports, and the imprest account with policy-compliant liquidation and replenishment.
- Process payments, staff salaries, benefits, and supplier contracts.
- Manage office facilities, procurement of goods and contractual services, assets, and inventories.
- Be the focal point for HR, IT, security, and administrative matters, as needed.
- Provide logistical support for staff, visiting missions, and the ADB President.
- Handle public queries, communications, and knowledge-sharing activities.
- Oversee temporary staff and contractors; perform other tasks as assigned.
Qualifications
You will need:
- Bachelor's degree, preferably, in Accounting, Economics, Public Administration/Policy, International Development or International Affairs/Relations or relevant fields, preferably with advanced training
- At least 5 years of relevant professional experience in office management, and accounting or financial tasks.
- Experience in budget preparation and monitoring.
- Experience working with staff within own work location and remotely.
- Experience collaborating with teams as a constructive team member.
- Written and verbal proficiency in English and Japanese.

Additional Information
This appointment is open to internal and external applicants.
This opening is a local staff position. It is open only to qualified nationals and permanent residents of Japan.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
