Humanity & Inclusion is an independent and impartial aid organisation working in situations of poverty and exclusion, conflict and disaster. JOB CONTEXT:

HI has missions in about 60 countries, 7 of them in Latin America. On the continent, HI is present in Cuba, Colombia, Ecuador, Haiti, Honduras, Peru and Venezuela and implementing projects at national and regional level.  

HI has been in Cuba since 1998 and always working in close partnership with the four local organizations of people with disabilities (ANCI, ACLIFIM, ANSOC and ACPDI), as well as with main Cuban civil society organizations (ACTAF, CFV, CIERIC…). HI initially supported the production of prostheses and orthoses and community-based rehabilitation (CBR). Over time, the focus shifted to support economic inclusion, care work and resilience in the context of exacerbated crisis, as well as inclusive disaster preparedness and emergency response to disasters.  

HI has an operating office in Havana, and currently maintains actions in Pinar del Río, Artemisa and La Habana provinces, implemented in coordination with national counterparts and local authorities.  

As NGOs in Cuba have no legal status, only the Country Manager is recognized as a natural person, representative of the NGO and at the service of international cooperation projects. His presence in Cuba must be validated by the Ministry of Foreign Trade (MINCEX) and all administrative processes must be done under his/her responsibility.  Cuba has also a quite specific context, due to its geopolitical situation and current political crisis, with administrative and logistical constraints that affect working and personal daily life and that require permanent adjustments and flexibility

YOUR MISSION:  

Reporting to the Regional Director (Latin America and the Caribbean), the Cuba country manager contributes to the implementation of Humanity & Inclusion’s mandate and 2026-30 strategy within his/her geographical scope. S/he ensures optimal quality and the impact of the projects implemented in the country by means of a delegation system with appropriate oversight mechanisms. With all the other HI managers, s/he shares responsibility for the sound management and effective functioning of the global organisation through paradigm changes. The country manager manages a team of project managers and technical operational officers in the country.

Responsability 1 : Management

  • Manager as a role model: embody HI's values on a daily basis, and be a role model
  • Manager as a coach for meaning: understand the strategy, make it explicit, translate it into operational objectives for his or her team, lead the necessary changes. Give meaning to each management action. Encourage inter and intra departmental exchanges of practice. Encourage innovation and risk-taking
  • Operational manager: organise the operational management of his or her team, structure the work around identified processes, steer performance and facilitate the resolution of problems
  • First HR & Coach: contribute to the development of his or her staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensure compliance with the code of conduct and institutional policies, the mindset and expected individual and collective behaviour

Responsibility 2: Strategy and steering

  • Contribute to the development of the regional operational strategy, and to its implementation and annual monitoring in the country
  • Implement the project part of the Programme’s Operational Strategy
  • Contribute to organisational transformation, particularly through changes to managerial practices, continuous improvement, and contribute to the improvement of working processes

Responsibility 3: Standards and expertise

  • Ensure deployment and compliance with HI global frameworks, institutional policies and standards

Responsibility 4: Operational implementation

  • Ensure the sound management and monitoring of projects under his/her responsibility
  • Keeping both potential opportunities and risks in mind, contribute to the monitoring and analysis done by the line manager, and propose mitigation measures where relevant
  • Act as the legal representative for the whole of HI internally and externally and foster an excellent reputation and positive image of HI in the country
  • Communication/Representation with the local, national, traditional, political, military and diplomatic authorities and bodies
  • Negociate, sign and monitor partnerships and contracts, in conjunction with the Regional Director
  • Develop HI’s external influence (forums, operational and strategic alliances, etc) and the externak representation of the organisation (events, media) in the country
  • Coordinate the teams in the country
  • Support the Regional Director in monitoring security in the country znd ensure adequate resources according to the context

Responsibility 5: Emergency Preparedness and Response

  • Lead the emergency preparedness actions in his/her department and, in the event of an emergency, reorganize the priorities of his/herteam according to the humanitarian priority, in order to ensure a quick and efficient response by HI

Requirements

  • You are a professional or its international equivalent in areas associated with the role: social sciences, politics, international relations, economics, engineering. 
  • You have 10 years of experience in positions of relevant operational responsibility
  • Proven experience in methodological support to project design and management
  • You have a good knowledge of humanitarian principles, the fundamentals of disability and institutional frameworks
  • You are able of management, leadership and anticipation in multi-cultural and multi-sector teams, on-site and remotely
  • You have good diplomatic capability and ethical positioning; you are able to negotiate for and represent HI (internally and externally)
  • You have fluent written and oral communication in Spanish and French or English

  • Salary from 2986€ gross/month upon experience;
  • Perdiem: 811€ net/month - paid in the field
  • Paid leaves: 25 days per year;
  • R&R: according to the level of the mission 1 day per month
  • Position:
  • Unaccompanied:
    • Payment for travel costs (air ticket & visa) and transport of your personal effects;
    • Mission of more than 12 months: a child allowance of 100€ per month, per child (from the second child) paid in the field
  • open to couples:
    • Support travel costs (air ticket & visa) for accompanying dependent and health/ repatriation insurance if the dependent has no income;
    • Payment of one yearly additional return flight; 
  • open to families: Family package:
    • a child allowance of 100€ per month, per child (from the second child) paid in the field;
    • Contribution to school registration fees for children over 3 years;
    • Family-wide health coverage;
    • Payment for travel costs (air ticket & visa) and transport of your personal effects;
  • Housing: Individual taken in charge by HI;
