A roster of suitable candidates will be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).
Organisational Context
The Office of the Prosecutor (OTP) has two Pillars under the leadership of the Deputy Prosecutors, comprising multiple Unified Teams (UTs) dedicated to the investigation or prosecution of situations and cases. The UTs gather investigators, analysts, lawyers, an international cooperation adviser, a country expert, an information management assistant, a case manager, trial support assistants, and other staff as required. Under the leadership of the Head of the Unified Team (HUT), these staff conduct together the Office’s investigations and prosecutions.
The Team Leader acts under the overall supervision and legal guidance of the HUT, and supports the UT’s strategic planning and decision-making. Team Leader is entrusted to choose the appropriate investigative strategies and operational solutions and tools to meet the team’s investigative requirements, while ensuring compliance with approved standards. The Team Leader is the direct supervisor of the investigators, who have the main responsibility to collect the evidence, particularly concerning the interview and management of witnesses, and field missions.
The OTP collects multiple types of evidence in addition to witness statements, including open sources, electronic data, analogue documentation, imagery, forensics, financial records, etc., from human, confidential and open sources, further to the cooperation between investigators, analysts, Forensic Sciences Section (FSS), Gender and Children Unit (GCU), and other specialised sections and external partners. The OTP aims at enhanced field presence to optimise cooperation with local communities and partners.
Team Leaders coordinate all requirements for evidence collection, including different types of evidence, field operations, and supervision of investigators. Team Leaders interact regularly with the Senior Coordinators for Investigations and Analysis on operational and support issues, including approval of mission plans, resource planning, standards and training.
Duties and Responsibilities
Under the supervision of the HUT and the Deputy Prosecutor, the incumbent is expected to:
- Leadership – Support the HUT and OTP management in strategic decision-making for investigations and the management of the UT, including the definition of an investigative strategy, the production of the required plans and expert advice on investigation techniques and management; in cooperation with the Lead Analyst and the International Cooperation Advisor;
- Compliance - Ensure that investigative activities are consistent and compliant with the ICC legal framework, OTP Regulations, policies and established operational standards, as well as the relevant codes of conduct.
- Evidence collection & registration – Develop, implement and update evidentiary leads and evidence collection plans, including all types of relevant evidence and required operations, in consultation with the relevant staff and specialised support units (investigators, analysts, forensic experts, cooperation advisers, country experts, security, financial officers, etc.); Monitor and ensure compliance with information management and case-file record keeping protocols, chain of custody, and timely registration of collected evidence, in coordination with the Evidence and Data Management Unit (EDMU);
- Supervision – Lead and supervise investigators, including tasking, mentoring, quality control and performance evaluation, in compliance with existing operating procedures;
- Witness interviewing and management – Support and supervise witness interviews, and witness management (contacts, logistics, security, wellbeing etc.) conducted by investigators, and conduct directly such interviews when required; Lead sensitive and complex interviews, including particularly vulnerable and insider witnesses as well as suspects;
- Field deployment – Plan, implement and support field deployment operations, whether for missions or longer-term and permanent deployments, as required and in coordination with specialised units in OTP and Registry, as well as local partners; participate and lead regularly missions and field operations for evidence collection and other related purposes;
- Security – Plan and coordinate security requirements for witnesses, staff, operations and information, in consultation with specialised units in OTP, Registry and external partners;
- Other management duties – Support OTP management with other duties as required, including development of SOPs, training and recruitment, in cooperation with Senior Coordinators and others;
- Testimony – Testify before the Chambers, when required;
Essential Qualifications
Education:
Advanced university degree (Master's degree or equivalent) preferably in Law, Criminology or other relevant fields is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
A minimum of 7 years (9 years with a first level university degree) of progressively responsible professional experience with investigations in a national or international investigative authority, including police, judicial investigations, human rights investigations, and international tribunals or other investigative bodies is required; competence and experience investigating Sexual and Gender-Based Crimes (SGBC) is a relevant asset;
Experience in leading investigative teams and defining investigative strategies is required;
International experience is desirable;
Experience with witness protection is desirable.
Knowledge, Skills and Abilities:
- Advanced knowledge of investigative procedures and techniques for national or international criminal investigations;
- Knowledge of the requirements of the ICC Statute concerning the elements of crimes and modes of responsibility;
- Experience investigating large or complex organisational structures or networks;
- Ability to manage complex investigations, including planning and supervisory skills;
- Ability to prepare and present reports in a comprehensive, clear and user-friendly format;
- Excellent negotiations and communication skills and ability to network and build effective work relationships with internal and external partners;
- Ability to deal with uncertain situations and apply sound judgment in decision making;
- Ability to effectively lead people and manage a group of staff members and to work effectively and constructively as part of a team from different professional and cultural backgrounds, in a non-discriminatory manner with respect for diversity;
- Ability to work with dedication, integrity and respect for others.
Knowledge of languages:
Fluency in either of the working languages of the Court, English or French, is essential. Working knowledge of the other is desirable. Knowledge of another official language of the Court would be considered an asset (Arabic, Chinese, Russian, Spanish).

Particular attention will be given to female applicants and nationals of underrepresented State Parties and regions.
The Duty Station of a successful applicant may be The Hague (ICC HQ) or another identified location. Team Leaders may be required to spend extensive time periods working at the Duty Stations, or to undertake repeated and lengthy deployments to conflict or post-conflict environments, all dependent on the nature and phase of the investigation.

General Information
- Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2) to implement a tenure policy at the Court as of 1 January 2025.
- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
