A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).
Organisational Context
The Deputy Prosecutors, under the delegated authority of the Prosecutor, manage each one of the two Prosecution Pillars. The Prosecution Pillars are responsible for the management of situations and cases based on a Unified Team concept. Deputy Prosecutors oversee preliminary examinations, investigations, prosecutions, and appeals proceedings; and advise the Prosecutor on situations, cases and other matters under their responsibility.
The Special Assistants to the Deputy Prosecutors work directly with the Deputy Prosecutor and assist them on a daily basis for multiple issues of their responsibility regarding the corresponding pillars and Unified Teams and other managerial and external engagements.
The two Deputy Prosecutors manage one Prosecution Pillar each, comprising multiple situations and the corresponding Unified Teams (UT). Each Deputy Prosecutor is directly supported by Senior Coordinators (for legal, investigative and gender issues), a Special Assistant, a Personal Assistant and administrative support staff, facilitating interactions with the UTs, Immediate Office of the Prosecutor and external actors.
Duties and Responsibilities
Reporting directly to the Deputy Prosecutor the Special Assistant will serve in the Immediate Office of the Deputy Prosecutor and is responsible for the following:
- Provide advice on strategic, policy, cooperation, legal and other substantive matters and assist in the implementation of related decisions in the relevant Pillar of the Office of the Prosecutor;
- Provide input and support the Deputy Prosecutor on governance and management issues;
- Provide assistance and advice to the Deputy Prosecutor on organisational strategies and effective diplomacy;
- Conduct independent research and analysis on a wide range of issues, and draft or review briefings, speeches and presentations for the Deputy Prosecutor, as well as other documents, as requested;
- Assist in identifying and developing new proposals for policies, projects and processes for implementation within the relevant Pillar of the Office of the Prosecutor, in particular in the area of strategic planning, managerial oversight as well as contributing to developing policies which cultivate a culture of trust, respect, equality and transparency across the Office;
- Actively participate in the implementation of said initiatives across the Office;
- Coordinate, facilitate and join missions with the Deputy Prosecutors and assist them with the relevant interactions and other operational requirements, including missions to situation-countries and international organisations;
- Supervise the work of the Personal Assistant of the Deputy Prosecutor and contribute to ensure delivery of high quality services
- Perform any other duties in direct support of the Deputy Prosecutor as required.
Essential Qualifications
Education:
- An advanced university degree in law, public administration, international relations, or any other related field is required. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.
Experience:
- A minimum of five years (seven years with a first-level university degree) of progressively responsible professional experience in areas relevant to the duties and responsibilities, preferably with an international angle, either in an international organization, in national service or non-governmental organization, is required.
Knowledge, skills and abilities:
- Understanding of the mandate of the OTP, including substantive and procedural provisions of the Rome Statute
- Understanding of complex management issues under the responsibility of the Deputy Prosecutor.
- Demonstrated ability to recognize gender perspectives in the substantive work, and application of gender mainstreaming in the implementation of all OTP policies and working culture;

Knowledge of languages:
Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is considered as a strong asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.

General Information
- Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregatelength of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP ResolutionICC-ASP/23/Res.2 -ICC-ASP-23-Res.2-ENG) to implement a tenure policy at the Court as of 1 January 2025.
- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICCpolicy. The PSC process will include but will not be limited to, verification of the information provided in the personalhistory form and a criminal record check.
