Contract Duration: For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period).

A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).

Organizational Context:

Under the direct supervision of the Director of the Division of Judicial Services, the Information Management Services Section ensures that the Registry puts in place adequate information management services, for the benefit of all organs and activities of the Court. The Information Management Services Section will also provide services to other Registry clients, including external parties relying on the policies and technology of the Court.

 Information services consist of:

  • Information management activities which include: developing policies and best practices for the management of (digital) documents, records and archives; library services and knowledge management, whether technology based or not.
  • Information systems support including systems development, administration and integration.
  • Technology services operations support, including end-user services, communications and networking technology, audio-visual technology.
  • Information security activities, including developing policies and best practices, implementing information security standards and managing risk related to information, whether technology based or not.

The Information Management Services Section provides:

  • Advice on best practices addressing the needs of its clients and the Court’s and Registry’s strategic objectives.
  • Integrated solutions (i.e. systems, policies and processes) relying on industry best-practices on all aspects of information services related to capturing, storing, preserving, delivering, securing and managing information and communication.
  • Leadership and dialogue with clients in relation to the innovation, awareness and adoption of new information practices, tools and technology-enabled processes and practices that will improve productivity, effectiveness, information sharing and availability.
  • Strategic input and support for the implementation of a continuous change management process harnessing the use of information and technologies.

Duties and Responsibilities

Under the general guidance of the Chief, Information Management Services Section and under the direct supervision of the Head, Systems Development and Administration Unit, the incumbent will perform the following duties:

    1. Provide leadership to technical teams responsible for Enterprise systems management, DB & ERP management and server/storage infrastructure management.
    2. Plans and coordinates systems and data administration services including
        1.  Technical and back-end administration of systems and applications (JWP, SAP, SharePoint, Transcript Solution and Nuix etc.),
        2. Data management, (services related to file and print servers, encryption, back-up etc.),
        3. Database management services focusing on the organization of back-end databases which affects the speed of systems and applications.
    3. Provides input to and executes agreed strategies for database, storage optimization and ensures required capacity of databases and storage for development, test and production are available.
    4. Prepares technical documentation/technical procedures to support new, existing and customized applications.
    5. Makes proposals/recommendation to improve efficiency/functionality of business processes and databases.
    6. Prepares input and execute agreed strategies for server farm and virtualization environments, ensures required computing capacity of servers for application processing.
    7. Trains and develops technical support staff to better utilize online processing, database, server deployments and storage for the enterprise computing.
    8. Provides guidance at data management level during development and enhancement of the court's infrastructure environment.
    9. Researches system and data management solutions with external suppliers/contractors.
    10. Responsible for:
        1. Database Administration
        2. ERP Technical Administration
        3. Global System management services
        4. Judicial Workflow Platform Administration.
        5. Backup managements
        6. Storage managements
        7. Server managements
    11. Perform other duties as assigned by the supervisor.

Essential Qualifications

Education

An advance university degree in System Engineering, Information Systems, Computer Science or related is required. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of an advanced university degree.

Experience

A minimum of seven years (five years with an advanced university degree) of progressive experience in preparing technical scope of works for infrastructure or technology related services, evaluating proposals and managing contracts and vendors and professional responsibility in information technology management.

Experience and certification in applying formal IT management framework (ITIL or COBIT) is required.

Certification and experience in implementing systems and services according to a formal architecture design framework (TOGAF, MODAF or similar) is desired.

Experience and certification on formal Project Management framework (PRINCE2 or PMI) will be required.

Experience in architecting infrastructure  solutions and drafting high-level design documents.

Demonstrated experience in design, implementation and management of information technology solutions.

Experience with traditional and cloud infrastructure architecting (e.g in Microsoft Azure) is desirable

Knowledge of Languages

Proficiency in one of the working languages of the Court (French or English) is required. Working knowledge of the other is an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.

General Information
 

Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 - ICC-ASP-23-Res.2-ENG) to implement a tenure policy at the Court as of 1 January 2025.
