Organizational Setting

This is a Temporary Professional Officer (TPO) position, which is a short-term contract. The appointment of a short-term staff member carries no expectation of continuous employment or conversion to any other type of appointment with IFAD. The initial duration of the assignment is 11 months.

The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation. The Department for Country Operations (DCO) oversees the origination, design and management of IFAD investments, including sovereign and non-sovereign operations, as well as the design and implementation of non-lending activities within country programmes, including policy engagement and SSTC. DCO is the department that primarily interfaces with governments, the private sector and other stakeholders to deliver IFAD's programme of work and to provide oversight to ensure quality of the portfolio.

DCO is led by an Associate Vice-President and is composed of five (5) regional divisions: Asia and the Pacific Division ( APR ), East and Southern Africa Division ( ESA ), Latin America and Caribbean Division ( LAC ) , Near East, North Africa and Europe Division ( NEN ) and West and Central Africa Division ( WCA ), the Private Sector Operations Division (PSD), and two (2) units: the South-South and Triangular Cooperation Unit (SSTC) and the fragility unit (FRU). The Regional Division APR is led by a Divisional Director, based in the IFAD Regional Office in Bangkok, Thailand.

Job Role

Under the overall supervision of the Regional Director (RD) for Asia and the Pacific Region (APR), and in close collaboration with the Front Office (FO) and relevant Country Programme Management Teams, the Temporary Professional Officer (TPO) will provide direct support to the RD and APR/FO, contributing to the effective management of IFAD's regional portfolio, the delivery of corporate and strategic priorities, and the enhanced performance of IFAD-financed projects.

The TPO will support the management of the APR portfolio, with emphasis on project design, economic and financial analysis, portfolio performance monitoring, data analytics, monitoring and evaluation (M&E), and knowledge management. The incumbent will also assist with partnership engagement and the preparation of briefing materials, technical inputs, and analytical products for regional and corporate use.

Key Functions and Results

Specific duties and responsibilities, include: Project design enhancement:

Under the guidance of the APR Lead Regional Economist, assist the Regional Director in enhancing the quality of IFAD designs. Review the economic and financial analyses of project designs and validate the key assumptions of the project design.

Portfolio Management Support

  • Assist in monitoring and coordinating the Asia-Pacific portfolio, including portfolio reviews, data consolidation, and preparation of analytical reports.
  • Support the implementation of regional work plans and results frameworks. Ensure in-depth analyses feed into the design of upcoming projects.
  • Undertake analyses of models being tested across the sovereign (financing to governments or state-owned entities) and non-sovereign (financing to private sector entities) portfolios.

Data Analysis and Monitoring and Evaluation

Under the guidance of the Lead Portfolio Advisor (LPA) and the Regional Analyst (RA),

  • Conduct quantitative and statistical analysis to analyse regional trends, support regional performance monitoring and decision-making.
  • Manage and interpret project and regional data using Stata or similar statistical software.
  • Conduct quantitative or mixed-method analyses of regional or country trends, especially those related to the -rural sector, demographic changes, sectoral developments or innovations.
  • Support M&E processes at both regional and project levels, ensuring consistency and data quality.
  • Provide technical backstopping to Project Management Teams on M&E design and reporting. In particular, assess the TORs and reports for outcome surveys conducted across IFAD-financed projects.
  • Contribute to capturing and disseminating lessons learned and best practices across the region.

Partnership and Coordination Support

  • Contribute to the preparation of briefing notes, presentations, and talking points for senior management.
  • Support coordination with governments, development partners, and UN agencies operating in the region.

Expected Deliverables:

  • Contribution to project designs through reviews of economic and financial analyses, and key assumptions underpinning IFAD financing.
  • Production of analytical reports and knowledge documents on regional trends, portfolio performance, M&E findings, and thematic priorities.
  • Preparation of briefing materials, presentations, and data summaries for corporate and regional engagements.

Education:

  • Level - Advanced university degree.
  • Areas - Development-related field with strong quantitative and analytical skills (e.g., economics, rural development, public policy, statistics, or social sciences).
  • Degree must be from an accredited institution listed on https://www.whed.net/home.php .

Experience:

  • Minimum 2 years of relevant professional experience in development cooperation, portfolio management, or quantitative analysis
  • Experience in rural transformation, climate resilience, and inclusive agricultural development would be an asset.

Languages:

  • English (4 - Excellent)
  • Desirable: Arabic, French, or Spanish (3 - Good)

Other Information

This call is advertised as a short-term assignment with a duration of initially 11 months and expected to start shortly after selection. Should an external candidate (including consultants and staff members not meeting IFAD HR Implementing Procedures' definition of 'internal') be selected, the contract type would be that of a short-term professional (TPO). In the event an IFAD staff member, holding a Fixed Term contract be selected, the movement would be implemented as a Temporary Assignment through the applicable provisions.
