 Organisational context

The Evidence Discovery Management Unit (EDMU) provides specialised technical and data analytic support to the unified investigation and prosecution teams through the use of dedicated tools and by developing techniques, specialised scripts, and programs or algorithms which exploit large, structured and unstructured data sets within the framework of the OTP’s systematic application of an organ-wide Electronic Discovery Reference Model (EDRM). 

Duties and Responsibilities

Under the direct supervision of the eDiscovery Officer or eDiscovery Coordinator the incumbent will be responsible for the following tasks:

  • Supervise technicians and processes associated with securing electronic evidence at the seat of the Court;
  • Write technical scripts and programs that transform the structure of data to become useful in the Office’s evidence management systems;
  • Translate the objectives of investigations into technical activities to assist teams in their examination of electronic content;
  • Interact with teams to assist in the assessment of the significance of an electronic device and the identification of relevant information;
  • Analyse and understand the structures and purposes of collected data and advise teams on appropriate measures to extract relevant information while maintaining forensic integrity of the evidence;
  • Populate evidence selection systems to allow teams to select potentially relevant items for registration as evidence;
  • Assist in the preparation, ingestion, and processing of digital materials including structured and unstructured data, namely:
    • Enrich A/V material, including format conversion, fingerprinting, transcript alignment, voice isolation, and other forms of audio-video enhancement.
    • Apply OCR, face detection, and/or translation enrichment, ensuring multilingual data is tagged/searchable and facilitate integration of human or machine-generated translations (including post-processing), maintaining traceability and ensuring translated materials align with the source data.
  • Assist with the preparation and processing for disclosure by applying and validating redactions, tagging material for disclosure categories, and ensuring proper formatting and packaging in line with Registry and Court standards. Participate in quality control and final validation checks;
  • Other duties as required.

Essential Qualifications

Education:

  • An advanced university degree in data science, computer science, information science, computer programming, business management, law, social science, or other relevant field, is required.
  • A first level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.

Work Experience:

  • A minimum of two years of relevant professional experience (four years with a first-level university degree) in in eDiscovery, digital evidence, or legal technology setting is required. Familiarity with the EDRM framework and chain of custody protocols is required.
  • RelativityOne Skilled certification (such as any of the following: Relativity Analytics Specialist, Relativity Data Management Specialist, Relativity Infrastructure Specialist, Relativity Processing Specialist, Relativity Project Management Specialist, or Relativity Review Management Specialist) is required;
  • Experience supporting RelativityOne or similar platforms (e.g., Nuix, iPro) in a technical or user-support capacity is required;
  • Experience in a legal, investigative, and/or law enforcement environment, of which at least one is at the international level, is preferred;
  • Experience in gathering, documenting, and assessing case-related user requirements is required;
  • Experience in electronic evidence acquisition, handling, analysis, and exploitation, including chain of custody, provenance, verification, and authenticity, is required;
  • Experience in data transformation, indexing, or analytics tools is preferred;
  • Experience in handling sensitive or confidential information is required;
  • Experience in supervision of staff is desirable.

Knowledge, Skills and Abilities:

  • Excellent communication, presentation, and drafting skills;
  • Strong analytical, planning, and organisational skills, with flexibility and ability to adjust in a highly dynamic environment is required;
  • Excellent working knowledge of query languages such as SQL and dtSearch, and/or programming languages such as Python or JAVA is required;
  • Ability to work effectively under strict deadlines and time pressures;
  • Demonstrated ability to work in a multicultural, multi-ethnic environment and to maintain effective working relationships with people of different national and cultural backgrounds;
  • Ability to keep strict standards of confidentiality; and
  • Professional integrity.

Knowledge of Languages:

  • Proficiency in one of the working languages of the Court, French or English, is required. Working language of the other language is highly desirable.
  • Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.

General Information

- Candidates appointed to posts at a P-5 grade or in the Director category are subject to  a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2) to implement a tenure policy at the Court as of 1 January 2025.

- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
