Job Description

  1. Be responsible for the management the day-to-day business of the Good Governance and Legal unit inclusive all related administrative tasks, cost projections for activities HR related administration, planning of resource mobilization for the unit.

  2. Lead the coordination with national Government on the revision of the national legislation on communal property management and related legal issues on ministerial level. Harmonies changes in the legislation with EU good practices on communal property management.

  3.  Supervise the development of Environmental and Social Management plans in close coordination and with contribution of the engineering unit and relevant regional coordinators. Ensure compliance with common standards of international finance institutions.

  4. Implement all legal and administrative tasks related to communal land transfer, re-purposing of buildings, infrastructure connection including the management of connected municipal partnership agreements.

  5. Provide active assistance to the CoM and the Programme coordinator to manage and mitigate risks related to buildings and land plots in temporary ownership of IOM. Lead in the development of risk transfer measures in close cooperation with the private insurance sector

  6. Manage all good governance interventions within the housing unit. Oversee regular data collection and develop good governance monitoring and evaluation indicators with the MEAL Unit. Oversee the regular updating of municipal good governance performance indicators in relation to housing interventions.

  7. Be responsible for assuring housing, land and property rights related issues are addressed and managed in accordance with Ukrainian legislation and international standards.

  8. Contribute actively to regular unit reporting to donors and mission/IOM internal reporting. Assure coordination with other programme units. Maintain regular updated for monthly donor and partner updates.

  9. Produce and update regular legal guidelines to programme and unit staff.

10. Perform such other duties as may be assigned.

Qualifications

         EDUCATION

  • Bachelor’s Degree or equivalent in International and/or Ukrainian Law or a related field from an accredited academic institution with at least four years of professional experience

    OR

  • Master’s degree or equivalent in International and/or Ukrainian Law or a related field from an accredited academic institution with at least two years of professional experience

  • EXPERIENCE

  • Experience in legal support to housing project implementation 

  • Experience working with a non-governmental organization and/or international organization is an advantage.

         SKILLS

  • Proficiency in computer applications (MS Word, Excel, Outlook etc). 

  • Ability to work quickly and accurately and pay attention to detail. 

  • Ability to meet deadlines and work under pressure.

  • Ability to present clear and concise information and good communication skills.

  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds
