About this position

We are seeking a proactive, detail-oriented, and analytical consultant to support the Development Effectiveness agenda and improve the quality and evaluability of the Education portfolio. As a Development Effectiveness Education Consultant, you will work providing technical assistance to the Education Operations team and will work under the direct supervision of the Education Specialist, in close collaboration with the entire project team, covering all operations in the EDU sector.

You will work in Education (EDU) part of Social (SCL) department. This team is responsible of supporting the Development Effectiveness Plan of the Education Division through the development of standardized tools and methodologies for project design and evaluation, enhancement of monitoring and evaluation framework, strengthening of the Supervision Model Based on Results, and strategic and selective decision-making regarding the Education portfolio and intervention instruments. Additionally, EDU supports and strengthens new models and methodologies that reinforce the Development Effectiveness Plan for 2026.

What you’ll do

  • ​​​Drive results-based revision under the Development Effectiveness framework, supporting the production of portfolio reports with status analysis and results’ simulations.
  • Review financial planning instruments, Progress Monitoring Reports, results matrices, and each project’s theory of change, flagging gaps and inconsistencies.
  • Analyze the education portfolio, quantitative and qualitative, across the project cycle (start-up, execution, closing), tracking milestones and risks.
  • Support the analysis, review, and continuous improvement of Education projects’ theories of change across the design, start-up, execution, and closure stages.
  • Provide technical analysis and evidence-based recommendations to strengthen the effectiveness of the education portfolio.
  • Maintain and enhance the project dashboard improving data quality.
  • Contribute to the development of impact evaluation strategies for educational projects.
  • Support the Progress Monitoring Report (PMR) cycles by conducting analysis and scenario simulations.
  • Enhance the development and validation of economic analyses and cost-benefit assessments to justify investments in educational interventions.
  • Strenghten the collection and synthesis of evidence on effective interventions in education sector.

What you'll need

  • Education: Master's degree (or equivalent advanced degree) in Economics, Public Policy, Education, International Law, a related Social Science or other fields relevant to the responsibilities of the role.
  • Experience: At least 5 years of progressive experience in results-based project monitoring and impact/policy evaluation.
  • Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Type of contract and duration

International consultant Full-Time, 12 months (up to 48 months).
