Organizational Setting

This position is located in FAO Pakistan, based in Quetta. The main aim of the FAO country offices, which are headed by FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, help to develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

The following position is at SB4 SC8 level.

Pakistan has been experiencing frequent natural disasters and non-coherent economic policies which has affected the overall economy specifically the agriculture sector and livelihood of the people. Outbreak of pandemic and locust attack has damaged agriculture crops and affected the food supply chain in Pakistan. The Food and Agriculture Organization (FAO) of the United Nations is supporting the Government of Pakistan at national and provincial levels through different analytical policy reports on food supply chain, food forecast livestock, forestry, fisheries and climate change. Similarly, a web-based data management system is under development for agriculture, food security and nutrition statistics in Pakistan. Through this system, support Government of Pakistan in monitoring food prices and supply chain through live dashboards will enable better planning and policy making.

There is currently a team working on different components to strengthen the food supply chain and enhance the food security in Pakistan. FAO Pakistan seeks a qualified professional with a strong analytical and quantitative capacity to contribute in the “Revival of Balochistan Water Resources Program (RBWRP)” funded by EU. This experience will provide wide scope of work as outlined below.


Reporting Lines

Under the overall supervision of the FAO Representative, direct supervision of the Senior Project Officer and in close coordination with concerned FAO colleagues, the Community Outreach Coordinator will perform the following tasks, by providing technical guidance to Community Outreach Facilitators in close coordination with the River Basin Team Leaders (RBTLs).

RBWRP field staff are based in 4 River Basin (RB) Offices of RBWRP, namely\: the Hamun-e-Mashkhel (based in Kharan District), Hingol (based in Khuzdar District), Nari (based in Loralai District) and Pishin-Lora (based in Quetta District).


Technical Focus

Ensure timely delivery of all community outreach/mobilization activities in the project titled “Revival of Balochistan Water Resources Programs (RBWRP)”.


Tasks and responsibilities

• Responsible for the implementation of the community outreach activities under RBWRP.
• Develop and maintain one consolidated monthly, quarterly and yearly community outreach work plan.
• Oversee the community outreach/mobilization interventions/activities under RBWRP by providing technical guidance to Community Outreach Facilitators, FFS facilitators and NGOs, who will work closely with TWG and communities.
• Provide technical assistance on community outreach/mobilization to the project team and supervisor.
• Ensure to keep up-to-date data and provide timely inputs for community outreach activities on a regular basis when requested by supervisor, Programme Unit or the M&E Unit.
• Develop a work plan template for Community Outreach Facilitators, to ensure the effective implementation and tracking of the community outreach tasks including but not limited to\:
o Organize consultative community meetings on project interventions by NGOs and TWG.
o Ensure the proper Project Rapid Assessment (PRA) exercise is conducted at the field level.
o Form new Farmer Groups such as WUA, FFS, SME, CO, CBO, etc.
o Ensure the NGO coordination with TWG in documentation of the project activities.
• Maintain the record of the work plans of Community Outreach Facilitators and monitor/track the progresses. Identify the bottlenecks and challenges, and support the facilitators to ensure the effective implementation/delivery.
• Support the NGO, TWG, farmers and agri-businesses to apply, validate and implement the small and large grants.
• Provide support and guidance to ensure smooth implementation of the awareness raising and knowledge management activities when academia partners (BUITEMS and BUETK) start the capacity building of FAO field staff, NGOs and TWG.
• Any other tasks assigned by the supervisor.

Minimum Requirements

• Advanced university degree in relevant field including agriculture, rural development, development studies, social science
• At least eight (8) years of relevant work experience in similar positions or with livestock focused projects
• Working knowledge of English and Urdu
• National of Pakistan

• Knowledge of Balochi, Pashtu and other local languages used in province would be an asset;
