About the Country/Multi-Country Office

The Isthmus and Caribbean Multi-Country Office (ICMCO), based in Panama, oversees UNOPS operations in Panama, Costa Rica, and the English/Dutch Caribbean States. In Panama, UNOPS has supported national partners since 2009 through technical advisory services and the implementation of complex infrastructure, procurement, and project management initiatives—strengthening public sector efficiency and enhancing quality of life. In Costa Rica, UNOPS has collaborated with four successive administrations on 17 projects, consistently aligning with national priorities and legal frameworks. Key achievements include major transport and water infrastructure such as the Binational Bridge over the Sixaola River, multiple underpasses and bridges, aqueducts in Liberia and Nicoya, and the Circunvalación Norte highway. Across both countries, UNOPS promotes sustainability, resilience, and national capacity-building while also providing operational support to other UN agencies in the region.

Job Specific Context

Este puesto tiene la finalidad de brindar apoyo en temas de RRHH y fortalecer la capacidad operativa de la oficina mediante la gestión técnica y normativa del talento humano y sus servicios en general. Actúa como recurso clave en el equipo de RRHH y temas administrativos, responsable de garantizar que los procesos de reclutamiento y el apoyo en esta area cumpla con los estándares globales de la organización. Su propósito es asegurar una prestación de servicios de RR.HH. ágil, precisa y alineada con los objetivos estratégicos y marcos legales institucionales.

Role Purpose

El Asistente de RR. HH. desempeña las tareas asignadas en la amplia gama de servicios de RR. HH. que se ofrecen al personal de oficina. Es responsable de la información con los clientes internos y garantiza la prestación constante de los servicios de RR. HH.

Functions / Key Results Expected

  1. Implementación de servicios de RR.HH.


  • Revisar las solicitudes de contratación de consultores internacionales, garantizando su integridad, precisión y cumplimiento de las políticas y procedimientos de contratación. 

  • Realizar un seguimiento proactivo del estado de las solicitudes para garantizar su tramitación oportuna.

  • Redactar y preparar ofertas de nombramiento/asignación y documentación de respaldo para la firma de los funcionarios designados.

  • Supervisar cada etapa del proceso de reclutamiento, identificando retrasos o problemas para escalarlos rápidamente al Líder de RRHH.

  • Orientar a clientes y socios/as en la interpretación y aplicación de las políticas y procedimientos de reclutamiento. 

  • Mantener y actualizar los sistemas de reclutamiento para facilitar la introducción precisa de datos y la elaboración de informes estadísticos.

  • Abordar consultas del personal relacionadas con RR.HH., incluidas consultas sobre estado de aplicaciones a vacantes y contratación.

  • Preparar y presentar solicitudes de visas y permisos en coordinación con las Naciones Unidas.

  • Ingresar y extraer datos de los sistemas de información de RRHH (HRIS) para apoyar los procesos de personal.

  • Verificar los reclamos y beneficios relacionados con RR.HH. para controlar su precisión y alineación con las normas y regulaciones de personal aplicables.

  • Apoyar al responsable de RR.HH. en el seguimiento del estado de los contratos y la preparación de renovaciones de contratos, cronogramas de incrementos dentro del grado y formularios de acción de personal (PAF) de manera oportuna.

  • Mantener registros de asistencia, registros de licencias, formularios de subsidio por lugar de destino (DSA) y otros informes relevantes.

  • Asegurar que todos los archivos del personal estén actualizados y contengan la documentación completa.

  • Buscar, recuperar y compilar datos estadísticos de RRHH para uso interno y elaboración de informes.

  • Recopilar y mantener información actualizada sobre oportunidades de capacitación, incluidos horarios, planes de estudio y costos asociados entre los proveedores.

  • Participar activamente en iniciativas de capacitación y desarrollo de capacidades relacionadas con RRHH para el personal.

Education Requirements

  • Estudios de escuela secundaria completos (o equivalente) con 4 años de experiencia relevante O

  • Licenciatura (o equivalente) de preferencia en disciplinas como Recursos Humanos, Relaciones Laborales, Psicología o afines con 0 años de experiencia relevante.

  • Se desea un certificado profesional reconocido mundial o nacionalmente en Gestión de Recursos Humanos (HRM).

  • Se requieren de 0 a 4 años de experiencia, según acreditaciones académicas, en el área de Recursos Humanos

  • Se requiere experiencia en el uso de herramientas de colaboración y productividad (por ejemplo, MS Office, G-Suite, etc.) y sistemas de gestión basados en web.

  • Se desea experiencia laboral en entornos multiculturales u organizaciones del sistema de las Naciones Unidas en un país en desarrollo.
