Background of the project
The International Rescue Committee (IRC) seeks a qualified consultant to design and develop a centralized dashboard that consolidates data from all digital products under the Ahlan Simsim program.
The dashboard will gather and visualize performance metrics from:
Ziko Family
Ziko World
Kadr
Automated Messaging System (AMS)
Ahlan Simsim Chatbot
Social Media channels (Meta – Facebook and Instagram, and YouTube)
Apple App Store, Google Play Store, and CMS backend
The main objective is to provide one unified, reliable, and user-friendly space where the IRC digital and management team can monitor usage, engagement, and reach across all digital products. The dashboard will include:
Backend data spreadsheet to collect and organize information, and
Frontend visual dashboard for analysis, filtering, and reporting.
The platform for the dashboard development is PowerBI, to align with IRC’s Microsoft environment and data-management standards.
Objectives
1. Create a single, centralized view of all digital product metrics.
2. Enable filtering by product, platform, country, gender, age, and date-time period. It is important to note that each metric might have different parameters tacked. For example, for the Chatbot we track number of users asking a question, while on Facebook the number of shares or likes.
3. Establish a structured data-collection process combining manual inputs and automated integrations where available.
4. Provide a scalable and adaptable solution that can grow with future digital products or new indicators.
Scope of work
1.Backend Data System
The consultant will develop a consolidated master spreadsheet that serves as the foundation for the dashboard.
Consultant Responsibilities:
Use the already defined key performance indicators (KPIs) for each product (downloads, active users, engagement, session length, message volume, content updates, social reach etc.). This has to include the log frame indicators and other metrics to be agreed on with the team.
Create structured sheets or tabs for each product and data source.
Design the spreadsheet to accept both:
Manual data entry (for Meta analytics and other sources without API access).
Automated data connections (for App Store, Play Store, AMS, Chatbot, and CMS).
Apply validation rules and formulas to ensure data accuracy.
Prepare documentation describing data sources, entry processes, and refresh frequency.
2.Frontend Dashboard Development
The consultant will build an interactive Power BI dashboard connected to the backend spreadsheet.
Consultant Responsibilities:
Develop visual pages that summarize metrics by product and platform.
Provide filtering options by product (Ziko Family, Ziko World, Kadr, AMS, Chatbot, Meta), date range, country, gender, age, and indicator type.
Include visual components such as trend charts, key figures, and product comparisons.
Ensure the dashboard is intuitive, visually coherent, and accessible/user-friendly to non-technical users.
Configure secure user access through IRC’s Microsoft accounts.
Ensure that reports that be downloaded by users.
3.Integration and Handover
Consultant Responsibilities:
Integrate the dashboard with IRC’s existing Power BI workspace.
Provide comprehensive documentation covering the data structure, update procedures, and user guidelines.
Conduct one training session for IRC staff on updating and maintaining the system.
Deliver an orientation session to regional Ahlan Simsim staff to demonstrate how to navigate and use the Power BI dashboard effectively.
Deliverables:
Backend Spreadsheet Package: The consultant will deliver a complete backend data package that includes:
A fully structured Excel or Google Sheet file containing:
One consolidated master sheet linking all data sources.
Separate tabs for each product — Ziko Family, Ziko World, Kadr, AMS, Chatbot, and Meta.
Manual-entry sheets for Meta analytics and CMS figures, formatted with dropdowns and validation rules.
Automated data tabs pulling from App Store, Play Store, AMS, and Chatbot reports or exports.
Predefined formulas that automatically calculate totals, averages, and monthly growth trends.
A summary dashboard sheet within the file showing key metrics aggregated across all products, along with disaggregation by platform, country, gender and age.
A brief setup note (one page) explaining the sheet structure, how to update each tab, and file location.
This deliverable will be reviewed and approved once the file is functional, pre-populated with sample data, and tested by the IRC digital team.
Timeline: Within two weeks after signing the contract
Power BI Dashboard: The consultant will deliver a fully functional Power BI dashboard built on the backend spreadsheet, consisting of:
A home overview page displaying total reach, engagement, and user growth across all products.
Individual product pages for Ziko Family, Ziko World, Kadr, AMS, Chatbot, and Meta. Each with clear visuals (charts, cards, trend lines, and comparisons).
Filtering controls to view the data by product, platform (App Store, Play Store, AMS, Chatbot, CMS, Meta), country, gender, age, and date-time range.
Visual indicators (e.g., color-coded change arrows or icons) showing increases or decreases in performance.
Export options for PDF, Word or Excel reporting.
Access setup for the IRC team within the IRC Microsoft environment (Power BI workspace).
The dashboard will be considered delivered once it is fully connected to the backend spreadsheet, tested for refresh functionality, and accessible to the IRC digital team.
Timeline: Four weeks after the signing the contract.
Documentation and Training Package: The consultant will deliver a handover package consisting of:
A User Guide (PDF) explaining data entry, file refresh, and how to use dashboard filters and visuals.
A Technical Guide (PDF) detailing connection, structure, formulas, and how to add or adjust data sources.All access credentials (where applicable), stored securely and shared with the IRC focal point.
A recorded virtual training session (or summary deck) demonstrating:
How to update the backend spreadsheet.
How to refresh the Power BI dashboard.
How to export and share reports.
This deliverable will be approved once the documentation is complete, all materials are handed over, and the training session is successfully conducted.
Timeline: Six weeks after signing the contract
Experience Requirements:
At least three years of hands-on experience in data visualization and dashboard development for digital products or programs.
Proven experience designing and delivering dashboards or analytics solutions, ideally in non-profit, humanitarian, or international development contexts.
Strong proficiency in Power BI, including data modeling, core DAX calculations, and dashboard design.
Advanced working knowledge of Excel or Google Sheets for structured reporting and data prep-aration.
Experience integrating data from multiple sources, including app analytics, messaging platforms, CMS databases, and social media insights, using a mix of manual and automated inputs.
Working familiarity with data transformation and automation tools such as Power Query, Power Automate, or Python to support efficient reporting workflows.
Solid understanding of data structures and databases, with the ability to work alongside technical teams managing PostgreSQL or MongoDB environments.
Ability to design clear, user-friendly dashboards with attention to data quality, consistency, and documentation.
