About the position
Based in any of the regional hubs where the Alliance has legal presence, as part of the PISA4Impact (Performance Innovations, Strategic Analysis for Impact) unit, and under the supervision of the Program Leader, PISA4Impact unit, the Project Leader, Strategic Performance Results Management will provide coordination and support for the Alliance’s programmatic results framework and performance management, including monitoring, evaluation, and learning (MEL). The incumbent will coordinate with project teams throughout the program and project lifecycle—from design to closure. This person will contribute to strengthening internal research planning and reporting processes, enhancing MEL capacities among staff and partners, and promoting institutional learning linked to impact assessment and foresight.
Responsibilities
Team Leadership and Cross-Unit Collaboration
- Coordinate a global Strategic and Performance Management (SPRM) team across regional hubs (Latin America, Asia, Africa, Europe).
- Supervise and mentor Monitoring, Evaluation, and Learning (MEL) Officers to ensure consistent delivery and alignment.
- Strengthen collaboration with internal support units, including the Program Delivery Office and Partnerships Unit.
- Maintain active collaboration with hosted programs and large projects to share lessons and best practices in MEL.
- Engage with TI and System Management Office teams for data integration and system improvement.
- Foster collaboration with Data/Information Management, Open Access, Impact Assessment, and Foresight teams for integrated learning.
- Work closely with Lever Directors and lead scientists to ensure relevant, evidence-based planning, reporting, and accountability.
- Represent the Alliance in OneCGIAR initiatives and task teams related to performance management, scaling readiness, and results frameworks.
- Support the preparation of institutional performance and results reports, including inputs to Board of Trustees reporting.
- Contribute to strengthening internal research planning, reporting processes, and institutional learning linked to impact assessment and foresight.
Program and Project Lifecycle Support
- Provide MEL inputs during project design (e.g., theories of change, indicators, MEL plans).
- Support teams in using MEL tools and methodologies.
- Facilitate reflection and learning processes to promote adaptive management within projects.
Capacity Building and Learning
- Build staff and partner capacities in MEL, impact pathways, and theories of change.
- Promote evidence-based learning and decision-making within research programs.
- Promote learning within project teams through regular reflection sessions and sharing good practices.
Information Systems and Reporting
- Support the development of a reporting data collection and visualization platform and Foresight teams for integrated learning.
- Support the development of a comprehensive results-based performance management framework (MELIAF) that links monitoring, evaluation, learning, impact assessment, and foresight.
- Ensure production of accurate, insightful quantitative and qualitative reports.
- Align reporting systems between Alliance and OneCGIAR to ensure integration and avoid duplication.
- Provide transparent results data for funders, partners, and stakeholders.
Requirements
- PhD or Master’s degree in social sciences, development, economics, communications, or related fields.
- Preferably at least 8 years of relevant work experience in the field of development research, including experience with managing and monitoring research projects, data analysis, and potentially working in international organizations or academic institutions.
- Experience in interdisciplinary, multicultural team leadership.
- Deep knowledge of monitoring and evaluation methodologies.
- Experience in project management and organizational transformation.
- Expertise in communications and learning systems.
- Strong facilitation and leadership in participatory processes.
- Understanding of results-based management and MEL tools.
- In-depth applied knowledge of a wide range of monitoring, evaluative methodologies, results-based performance mechanisms, and quality assurance.
- Substantial field experience in project management, program design and organizational transformation for influencing a wide range of organizations including IFAD, FAO, GIZ, CGIAR Centers and Research Programs and across different sectors, including private, agriculture, water, finance, health and education.
- Experience in learning and conceptualization of learning systems.
- Ability to lead in a participatory, inclusive and integrating manner, focused on continuous improvement in a cooperative atmosphere of constructive (self-)evaluation and self-learning.
- Competency in leading and facilitating high level discussions that lead to design and implementation of processes.
- In depth understanding and knowledge of results-based management, using its strengths for the Alliance’s research for development.

Terms of employment
This is a nationally recruited position, based in any of the regional hubs where the Alliance has legal presence, open only to internal candidates. The salary is level 10, on a scale of 14 levels, with level 14 being the highest. The salary range will be established in accordance with the regional/country standards. The remuneration package includes a competitive salary, leave provisions, medical and life insurance, and non-contributory retirement plan. The contract will be for a period of 2 years, subject to a probationary period of 6 months, and is renewable subject to performance, project needs and availability of funds.
