Mission and objectives
Who we are (Mission)
UNDP has been working in South Sudan for over 30 years. With the formation of the independent Republic of South Sudan in July 2011, UNDP established a Country Office and has staff working all over the country to help build government institutions. UNDP has maintained its presence in South Sudan despite significant challenges in the operating environment by adopting a flexible approach to its work with the Government of South Sudan.
Since the conclusion of the Agreement on the Resolution of Conflict in August 2015, UNDP aims to work in partnership with the Transitional Government of National Unity, non-governmental organizations, civil society organizations, community-based organizations, multilateral aid agencies, bilateral donors, academia, media and the private sector.
The overarching aim of UNDP is to support the progress towards peace and reconciliation, early recovery and governance, and towards the new Sustainable Development Goals (SDGs).

Office/Unit Description
The Programme Management Support Unit (PMSU) was established within the UNDP South Su-dan country office (CO) to provide effective and efficient management advisory support services to senior management and to programme and operations units. PMSU provides quality assur-ance and corporate compliance advice to senior management, programme and operations units in; programme oversight and quality control, partnerships and resource mobilisation, deepening of results-based management and enterprise risk management and knowledge management.
UNDP South Sudan has constituted a Country Office M&E Working Group composed of M&E Of-ficers and Specialists and PMSU Team Members to enhance the CO’s accountability and over-sight. Specifically, the M&E Officer will focus on enhancing programme effectiveness and effi-ciency through the implementation of monitoring and evaluation systems, policies and strategies across programmes and projects; quality assurance of project management processes and facili-tating knowledge building and management.
The M&E Officer will work under the overall guidance of the Deputy Resident Representative-Programme, reporting directly to the PMSU Team Leader and work in close collaboration with other PMSU staff, programme and project teams, strategic advisory and operations units. She/he will also work with programme/project partners on evaluations and other relevant programme assurance activities.

Task description
Within the delegated authority and under the supervision of PMSU Team Leader or his/her designated mandated representative(s), the Monitoring &Evaluation Officer will perform the following tasks:
1. Implementation of M&E systems, policies and strategies:
• Promote effective application of results-based management tools in programme and pro-ject cycle management.
• Support the development and approval of project documents and annual workplans for assigned projects, ensuring adoption of plausible theories of change and logical frame-works.
• Lead in the design and implementation of project M&E frameworks and plans with de-fined indicators to facilitate monitoring and evaluation.
• Based on the project M&E frameworks and plans, develop methodologies and tools to collect data on project indicators to assess; a) whether the projects are on track to achieve intended results; b) projects’ contribution towards country programme out-comes; c) lessons learned, best practices to inform the country programme.
• Lead implementation of the programme evaluation plan - develop evaluation terms of reference in line with UNDP policies and guidelines, constitute evaluation reference group and serve as evaluation task manager, review and quality assure evaluation tasks deliverables, develop management responses and follow up on implementation of eval-uation recommendations.
• Provide technical inputs to progress reports (quarterly, annual and donor), results ori-ented annual reports (ROAR), integrated work plan updates, and other accountability re-ports on results achieved, ensuring adherence to and compliance with pro-gramme/project design documents and templates.
• Support the conduct of conflict sensitivity and gender assessments to strengthen the pro-jects’ conflict and gender sensitive programming.
2. Support quality assurance
• Regularly monitor the Business Intelligence Dashboard and Quantum+, identify gaps if any and follow up with remedial action.
• Provide quality assurance support on partner agreements, project reports and office publications.
• Advise project staff and implementing partners on control systems and ensure general operational compliance with UNDP rules, regulations and policies.
3. Facilitate knowledge-building and management.
• Ensure that project lessons learned, and best practices are captured, documented and periodically shared to inform wider policies and programmes.
• Initiate innovative ways of project data management in line with CPD and Project indica-tors and track the changes in order to support evidence-based planning, implementation, reporting and learning.
• Maintain regular communication and coordination with relevant partners, including CSOs and UN agencies, to ensure M&E activities are conducted in a timely manner.
• Capacity building of UNDP and partners’ staff in RBM
• Participate in UNCT M&E working group, HACT taskforce meeting and other relevant events and networks related to the specific scope of work to build/share knowledge re-lated to peacebuilding.
• Carry out other related duties as required by the PMSU Team Leader.
4. Institutional Arrangement
• As an active UNDP team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNDP and its beneficiaries in the accomplishment of her/his functions, including:
• Ensuring implementation of M&E systems, policies and strategies.
• Supporting quality assurance processes
• Facilitating knowledge-building and management.
• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activi-ties participated in and capacities developed
