Context
Panama is implementing a broad national agenda to strengthen its information systems for health, supported by key strategic frameworks, including:
• National Strategy for Digital Transformation of the Health Sector and 2025–2030 Roadmap
• ICD-11 national transition plan
• National governance structure for digital health (Comisión Nacional de Transformación Digital en Salud)
• Interoperability advances under SEIS and unique patient identifiers
• Modernization of vital statistics registries and national variable standardization
• Telehealth scale-up and digital literacy initiatives
PAHO/WHO is supporting MINSA and national stakeholders to consolidate these advances and accelerate progress toward integrated, interoperable, equitable, and strengthened digital health ecosystems.
To support this efforts, PAHO requires an Analyst in Information Systems for Health and Digital Health who will provide technical, analytical, and operational support to national initiatives, working closely with MINSA, CSS, AIG, INEC, Patronatos, and regional health teams.
The UN Volunteer will provide technical and analytical support for the implementation, monitoring, and consolidation of Panama’s digital health and information systems agenda, including the national strategy, interoperability efforts, ICD-11 transition, telehealth expansion, digital governance strengthening, and modernization of statistical health records.
The UN Volunteer will ensure continuity of workstreams, provide technical backstopping to national teams, and support PAHO’s cooperation with MINSA and partners.

Task description
Under the direct supervision of the PAHO Advisor and in coordination with national institutions, the UN Volunteer will undertake the following tasks:
Strengthen the implementation of Panama’s Digital Health Transformation Strategy (2025–2030)
• Support MINSA in monitoring progress of the Digital Health Roadmap and its lines of action.
• Prepare technical briefs, monitoring tools, and progress reports.
• Assist in coordination of the Comisión Nacional de Transformación Digital en Salud and its working groups.
Assist with the modernization of health statistical records (RCE)
• Support the migration of RCE processes to digital formats.
• Assist in finalizing and validating standardized national variable dictionaries.
• Collaborate with sub-national health teams and Patronatos to strengthen data completeness, quality, and reporting flows.
• Support the development of dashboards and analytical tools.
Support the national transition to ICD-11
• Provide coordination and technical support for training sessions, stakeholder engagement, and implementation plans.
• Assist in testing digital tools integrating ICD-11 in coding workflows.
• Track progress and prepare consolidated reports for PAHO and MINSA.
Strengthen telehealth and digital service delivery initiatives
• Support the expansion of telehealth use cases in regions and comarcas.
• Assist in defining workflows, quality standards, and data collection requirements.
• Contribute to the assessment of technological readiness and digital literacy.
Support digital governance activities
• Assist in developing policies, SOPs, and governance frameworks related to data protection, cybersecurity, AI in health, and ethical use of digital tools.
• Contribute to the revision and implementation of national digital health standards.
Provide analytical and coordination support
• Prepare technical reports, monitoring matrices, and documentation of lessons learned.
• Coordinate stakeholders, including MINSA, CSS, AIG, INEC, WB, IDB, AECID, and academic institutions.
• Support resource mobilization efforts, including drafting proposals and technical justifications.
