About the Project Office

The Beirut Municipality is aiming at developing an integrated solid waste management (SWM) plan for Beirut city as a basis for a long-term and sustainable SWM system. Recently, the rehabilitation of the Karantina Sorting Facility (KSF), which was funded by a grant from the Lebanon Financing Facility (LFF), was completed in October 2025, however the Facility is non-operational. The Beirut Municipality will also ensure that needed measures to prevent any risks (security, technical, and environmental) that could compromise the integrity of the infrastructure and equipment of the Karantina Sorting Facility are implemented awaiting the operation of the facility.  Under the Project for the “Reduction of Unintentional POPs through Waste Management in a Circular Economy”, which is funded by the Global Environmental Facility through the World Bank and implemented by the Ministry of Environment,  a short-term Engineer will be contracted to provide the Beirut Municipality with needed technical support. The Engineer will be contracted by UNOPS, under the Agreement between UNOPS and the Ministry of Environment within the framework of the Project. 

Job Specific Context

The Beirut Municipality is developing an integrated solid waste management (SWM) plan for Beirut city as a basis for a long-term and sustainable SWM system. This position will provide technical support to the Beirut Municipality under the Project for the “Reduction of Unintentional POPs through Waste Management in a Circular Economy”, ensuring the Karantina Sorting Facility (KSF) is safeguarded and ready for operation, and assisting in the preparation of the broader SWM plan for Beirut city.

Role Purpose

The Solid Waste Management Engineer will provide technical expertise and support to the Beirut Municipality in implementing a Risk Prevention Plan for the Karantina Sorting Facility (KSF), preparing tender documents for the recruitment of an operator for KSF, ensuring quality control of maintenance tasks, and assisting in the preparation of the broader solid waste management (SWM) plan for Beirut city.

Functions / Key Results Expected

1. Supervision and Oversight of the Implementation of the Risk Prevention Plan

  • Oversee the Municipality’s teams implementing the Risk Prevention Plan and ensure compliance with technical, environmental, and safety standards.
  • Monitor maintenance, inspections, generator operation, and environmental control activities.
  • Verify that preventive maintenance tasks (rotation, lubrication, energization of equipment) are performed according to the plan.
  • Identify deficiencies, hazards, and deviations; propose corrective actions.
  • Maintain supervision logs and prepare monthly reports.


2. Coordination and Capacity Support

  • Coordinate with the Municipality’s Engineering, Sanitation, and Guard Departments.
  • Learn the operational and maintenance requirements of sorting equipment, conveyors, fans, magnetic separators, electrical panels, SCADA components, and supporting systems from the contractor/installer.
  • Transfer knowledge to municipal personnel and support them in performing equipment preservation during the idle period.
  • Support the Municipality in organizing documentation and reporting systems linked to safeguarding and maintenance.


3. Support for Facility Operation and Preparation of the SWM Plan for Beirut city

  • Assist the Municipality in assessing readiness for operation and identifying remaining gaps.
  • Revising and finalizing tender documents for recruiting the KSF operator.
  • Assist in launching the tender, providing clarifications, evaluating bids, and supporting contract award.
  • Oversee the operator’s mobilization phase and ensure technical continuity from the interim maintenance period.
  • Support the identification and assessment of technical and financial feasibility of solid waste management (SWM) options for Beirut city including collection, sorting (including sorting at source), treatment, transfer and disposal.
  • Prepare an integrated SWM Plan for Beirut city and provide needed communication and information related to the identified SWM options

Education Requirements
