Organizational Setting and Reporting Relationship
The position of IT Specialist (Platform Engineering) is assigned to the Office of the Director General (ITOD) within the Information Technology Department (ITD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.
You will report to Advisor, ITD and will oversee Junior team members.
Your Role
As an IT Specialist (Platform Engineering), you are one of the senior technical experts who will design, automate, and evolve the platforms that product teams will use daily. By transforming well-architected patterns into self-service capabilities, you will reduce lead times, increase reliability, and enable staff to focus on delivering features.
Your goal is to make secure, scalable, and automated platforms the easiest way to build at ADB.
You will:
- Evolve platform foundations - turn reference architectures into opinionated, production-ready deployments that are secure, observable, and scalable.
- Automate everything - build infrastructure as code, Continuous Improvement/ Continuous Delivery (CI/CD) pipelines, and self-service tooling so product teams can spin up resources in minutes.
- Engineer for resilience - design for reliability, disaster recovery, and business continuity.
- Secure by default - embed least-privilege Identity and Access Management (IAM), policy-as-code, and supply-chain security throughout the stack.
- Multiply impact - mentor junior engineers, collaborate with peers, and champion platform best practices across teams.
- Measure and improve - contribute to tracking platform Key Performance Indicators (KPIs), running Root Cause Analysis (RCAs), and iterating on platforms to drive continuous improvement.
- Collaborate widely - partner with architects, product teams, and stakeholders to streamline workflows and integrate solutions.
- Stay ahead - track emerging automation and cloud-native trends and bring the best ideas into ADB's engineering playbook.
Qualifications
You will need:
- A university degree in Computer Science, Information Technology, Software Engineering, or related fields, preferably at post-graduate level or equivalent.
- Advanced cloud certifications (Amazon Web Services AWS, Azure, Google Cloud Platform GCP) preferred.
- At least 6 years work experience in DevOps, SRE, or Platform roles operating large-scale SaaS or microservice systems, including international experience working in several countries.
- Deep mastery of Infrastructure as Code (Terraform, Pulumi, Bicep, CloudFormation) and configuration management (Ansible, Chef, Puppet).
- Hands-on expertise with container orchestration (Kubernetes, Nomad) and service orchestration stacks.
- Solid coding ability in Go, Python, or TypeScript — enough to build operators, custom tooling, and automation at scale.
- Experience with CI/CD at enterprise scale (Azure DevOps, GitHub Actions, Argo CD) and policy-as-code frameworks (OPA, Sentinel).
- Experience with observability tools (Datadog, Prometheus, OpenTelemetry), service mesh technologies (Istio, Linkerd, Consul), and FinOps/cloud cost optimization in cloud-native environments is optional.
- Strong grasp of container runtime security, image signing, registry management, and vulnerability scanning.
- Strong strategic thinking and problem-solving skills, with the ability to align automation initiatives with organizational goals.
- Written and verbal proficiency in English.

This appointment is open to internal and external applicants.
This position is funded by a temporary funding source (e.g., a trust fund, financing facility, or capital expenditure budget) and therefore, the renewal of the appointment and its duration are subject to the availability of the funding source.
This is a fixed term appointment with option to renew, initially for a period of up to 2 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 2 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
