JOB TITLE: Logistics Associate -Cash Based Transfer/Commodity Accounting (CBT/CA)
TYPE OF CONTRACT: FT G6

DUTY STATION (City, Country): Bujumbura, Burundi
DURATION: 12 months
THE ROLE: To provide specialized support functions and/or supervise staff performing standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Under the direct supervision of the Head of Supply Chain, the Commodity Accounting & CBT Associate is responsible for ensuring the accuracy, integrity, and effective use of data related to food commodity accounting and Cash-Based Transfers (CBT) operations. The position supports evidence-based decision-making by maintaining reliable records in corporate systems (LESS, COMET and CBT tools), providing analytical reporting, and delivering technical support to sub-offices and partners in line with WFP policies and IPSAS requirements.
KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
1) Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
2) Coordinate requisitioning and ensure timely delivery of commodities and supplies to authorised partners and destinations.
3) Manage logistics vendors’ contracting activities including performance monitoring and measurement.
4) Support gathering market intelligence, vendor assessments (e.g. transporters, retailers) to support vendor selection process.
5) Identify, resolve and/or provide recommendations on specialized queries/requests for support, using initiative and following standard processes, to ensure timely and accurate resolution of enquiries with excellent client service mind-set.
6) Prepare, monitor and revise budget for all delivery modalities, ensuring adherence to relevant procedures and in compliance with corporate standards.
7) Monitor inventory management processes to track trends and account for the inventory status from source to beneficiary.
8) Support oversight for commodity accounting data quality and integrity.
9) Analyse operational pipeline and contribute to assessments and operational planning for all delivery modalities, to ensure that supply chain requirements are taken into consideration.
10) Manage documentation processing for execution of logistics operations (e.g. customs clearance, invoice verification), take appropriate actions to resolve operational issues escalating complex issues to the supervisor.
11) Perform research, collect data and conduct analysis, produce reports (e.g. CCTI, SPRs, financial closure, physical inventory, transport performance) and ensure information accuracy in corporate systems to enable informed decision-making.
12) Liaise with internal and external stakeholders to support logistics operations management and contribute to effective service delivery.
13) Supervise the work of support staff, providing practical advice and guidance, to ensure individual and team objectives are delivered to agreed standards and deadlines for all assistance modalities.
14) Support logistics emergency preparedness and response activities including Logistics Capacity Assessment and Contingency Plan update, to support WFP’s response in emergencies.
OTHER POST REQUIREMENTS (details to be determined by Post Managers):
1) Monitor the quality and integrity of commodity accounting and CBT data, identify systemic discrepancies, and propose and implement corrective actions.
2) Ensure real-time and IPSAS-compliant recording of all commodity movements, losses, and adjustments in LESS to minimize delays and operational risks.
3) Conduct regular reconciliations between LESS and COMET, including deliveries to partners, distributions, and financial closures.
4) Contribute to the Annual Country Report (ACR) and other corporate reporting through accurate, reconciled commodity and CBT data.
5) Monitor the effective use of LESS Last Mile, ensuring alignment between delivery data in LESS and distribution reports submitted by cooperating partners in COMET.
6) Support CBT operations, including field data collection, market and MFI assessments, and operational risk analysis in coordination with relevant units.
7) Perform CBT reconciliations, and support the preparation, verification, and validation of CBT settlements prior to approval.
8) Contribute to market development and improvement initiatives, including analysis of service providers’ performance and operational feasibility.
9) Identify process bottlenecks and training needs and organize refresher or capacity-building sessions for LESS and CBT users.
10) Perform any other related duties as required by the supervisor in support of supply chain, commodity accounting, and CBT operations.
QUALIFICATIONS AND EXPERIENCE:
Education: Completion of secondary school education. A post-secondary certificate or diploma in Logistics, Supply Chain Management, Economics, Management, Statistics, Information Technology, or a related field is an asset.
Experience: At least six (6) years of progressively responsible experience in logistics, commodity accounting, cash-based transfers, data management, or supply chain operations, preferably within humanitarian or development contexts.
Languages: Fluency in both oral and written communication in French and an acceptable level of English.
