Organizational Setting and Reporting Relationship
The position of Project Analyst is assigned to the Philippines Country Office (PHCO) within the Southeast Asia Department (SERD). You will be based at our Headquarters in Manila, Philippines.
You will report to the designated International Staff and senior officer.
Your Role
As a Project Analyst, you will provide support to country operations and strategic initiatives initiated by PHCO including knowledge management, capacity development initiatives, ADB's engagement the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and ADB's support to the Philippines Chairship of the Association of Southeast Nations (ASEAN).
You will:
- Contribute to PHCO's data repository related to knowledge management by compiling, validating, and synthesizing Technical Assistance (TA) information for monthly portfolio updates, strategic discussions, and internal reporting.
- Generate analytical summaries that highlight synergies, trends, emerging risks and constraints for TA implementation and proactively propose measures to improve complementarity, efficiency and effectiveness of ADB supported TA activities in the Philippines.
- Provide operations support, including drafting routine correspondence, facilitation of effective procurement and contracting processes, preparation, implementation and reporting on missions and assisting teams in preparing project performance reports and monitoring updates.
- Serve as PHCO's analyst for engagement with BARMM institutions and development partners related to ADB's activities in BARMM such as project status, portfolio information, and operational updates. Coordinate internal inputs and support management of consultants to ensure effective, accurate, and consistent responses to stakeholders.
- Support the planning, marketing, design, organization, and delivery of capacity development activities for oversight agencies, executing and implementing agencies to strengthen project readiness and implementation in the Philippines.
- Support the development and implementation of a structured approach to keeping PHI Country Management Team members and other ADB colleagues working in the PHI up to date on relevant initiatives and activities.
- Provide administrative and logistical input to ADB's overall support to the Philippines Chairship of ASEAN, including drafting briefing notes, supporting meeting and event organization, and coordinating and monitoring internal inputs.
- Carry out additional tasks aligned with the role's operational, analytical, and knowledge management functions as reflected in the approved workplan or assigned by supervisors.
Qualifications
You will need:
- Bachelor's degree in a relevant discipline e.g., Accounting, Engineering, Mathematics, Computer Science, Data Science, etc.
- At least 5 years of relevant professional experience; related experience in international agencies is desirable
- Demonstrated knowledge and understanding of operational processes and procedures of a multilateral development bank.
- Ability to undertake background research and analysis on difficult but well-defined tasks; Collect, organize and analyze data, apply appropriate computer skills in analyzing and developing the data; and prepare notes, papers, and sections of reports
- Skills identifying simple causal links, pro-and-cons lists, and conduct basic analyses to reach a decision and set priorities for tasks in order of importance.
- Experience in working proactively and collaboratively with teams, individuals, and other stakeholders from diverse backgrounds, within and outside the organization.
- Proficiency in using commonly used computer-based applications, including database and presentation tools and applications, and other required information technologies. Advanced skills in using Excel spreadsheets are desirable
- Excellent proficiency in written and verbal communication skills in English

This appointment is open to internal and external applicants.
This opening is a local staff position. It is open only to nationals and permanent residents of the Philippines
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
