Organizational Setting and Reporting Relationship
The position of Senior Operations Assistant is assigned to the Papua New Guinea Resident Mission (PNRM) within the Pacific Department (PARD). You will be based at our Resident Mission Office in Papua New Guinea.
You will report to a designated International Staff and Officer (as applicable).
Your Role
As a Senior Operations Assistant, you will provide necessary operational and analytical support for several activities of the division such as, project processing and implementation, monitoring of projects, portfolio and consolidating information. You will also provide administrative support to a designated international staff and senior national staff.
You will:
- Help arrange and administer travel of Board of Directors and ADB staff, including processing through Concur travel system.
- Assist designated international staff and senior national staff in efficient scheduling and handling of daily routine functions, and support the office's finance, human resource and administrative operations.
- Lead the arrangement of visas, work permits and other logistical requirements for staff and consultants.
- Help facilitate and record mission clearance requests for staff and consultants and inform relevant stakeholders.
- Review and edit project and technical assistance (TA) processing documents. Ensure that you reflect milestones of programmed firm and standby loans and TA projects in e-Operations (eOps) and Sovereign Operations (SovOps).
- Help administer projects and TA, including TA consultant recruitment, claims processing, and documents preparation.
- Help review draft report and recommendation of the President (RRPs) and TA papers (and associated linked documents), back-to-office reports, and project/TA completion reports to ensure compliance with ADB standards.
- Prepare initial projects records of loans, grants, and TA projects in eOps, SovOps, and other systems. These records include project scope and description, design and monitoring framework, and initial baseline projects for contract awards and disbursements, among others.
- Provide back up support to project analysts in updating eOps and SovOps project records for the division's programmed loans, grants, and TA projects.
- Assist the international staff in preparing annual project administration plans, including mission plans, identification of issues to be addressed, and quarterly projections of contract awards and disbursements.
- Provide support to the application of work area procedures and guidelines to operations assistants, help with the logistics of project/programming missions, and maintain project files.
- Help develop and maintain documentation system, databases, and computer requirements for the division. Provide backup support to other (Senior) Operations Assistants in the latter's absence or relieve other operations assistants.
- Perform other tasks assigned by your supervisors and as outlined in your workplan.
Qualifications
You will need:
- Bachelor's degree in finance, social sciences, business studies, or other related fields.
- At least 5 years work experience, with some experience in international multilateral and bilateral agencies.
- Ability to work proactively on assigned tasks, and areas of analysis and research which have well-defined scope and steps.
- Excellent proficiency in written and verbal communications in English.
- Proficiency in ADB standard software programs (Word, Excel, and PowerPoint) and information technologies.
- Ability to work collaboratively with individuals from different cultural and technical backgrounds.
- Familiarity with local languages and government and/or state institutions.

Additional Information
This appointment is open to internal and external applicants.
This opening is a local staff position. It is open only to nationals and permanent residents of Papua New Guinea.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
