Myanmar Delegation is one of the Country Delegation in the Asia Pacific Region (APR). The Country Delegation is led by Head of Delegation (HOD). The Senior Admin Officer is reporting to Senior Management Services Manager and line manages the Admin Officer and Admin Assistant to ensures that these positions are more coordinated in supporting the IFRC Myanmar Country Office as well as Myanmar Red Cross Society (MRCS) in delivering its core services to the people.
Job Purpose
Senior Admin Officer will be line managed by Senior Management Services Manager and will line manage the Admin Officer and Admin Welcome Officer.
The Senior Admin Officer is to ensure managing the office administration services and functions are timely provided. The position is to organize regular reports (e.g. expenses and office budgets), managing the MRCS’s events supported by IFRC. Senior Administration Officer is also aimed to have legal (knowledge) background, logistics (fleet) and security to deputize the Senior Management Services Manager in legal aspects.
Job Duties and Responsibilities
Administration
- Managing whole Admin functions and fleet function (from May 2026) to ensure effective services are accountable for delegation.
- Ensure to update and implement administration procedures in line with organizational requirement.
- Correspond as required to the Asia Pacific Regional office (Admin).
- Manage admin staff on all administration tasks.
- To deputize the Senior Management Services Manager liaising with Government Ministries for updating the policies and procedure for visa and travel authorizations in coordination with Senior Protocol and Liaison Officer.
- Ensure draft, negotiate and control the issuing of contracts on behalf of the Country Office, with the advice of Senior Management Services Manager and Legal Advisor from APRO.
- Supporting and providing advisory to the admin team in coordination and negotiation of residence lease for the delegates – ensuring the admin officer is well functioning in negotiation the lease.
- Supervising Admin Officer for housing affairs which have been rented by Delegation such as all maintenance related purpose, payments and dealing with all related service providers. All payments and services for rented apartment shall be timely communicated with delegation fleet team to mobilize fleet capacity.
- Ensuring that admin team keeping documentation to full audit trail standards and provide advice/ negotiate contracts required by the IFRC for office supplies and services.
- Arrange management/executive meetings and follow up on the decisions made at the meeting related to admin and finance and follow up report on progress.
- Manage Admin staff record and register for incoming and outgoing correspondence and ensuring that all information is retrievable when requested, notes mail and faxes on behalf of the Country Office, including drafting correspondence if required.
- Monitoring and supervising the admin staff is managing the Delegates visa application/ extension and travel permit request in time.
- Ensure to supervise the admin team to accurate and register the assets and inventories data are updated every quarter by Admin Officer in coordination with IT and Fleet.
- Providing technical advisory to the admin team for the procurement of office supplies/ equipment/ furniture and services following IFRC standard practises in coordination with Procurement Officer.
- Commencing from April 2026, providing technical advisory for the fleet team for strategic fleet management.
- Security – Coordinating with Security team for the security assessment for the delegates’ accommodation.

Logistics (Fleet)
- Ensure Managing fleet services for Federation delegation in the Country are well managed by Admin Welcome Officer.
- Logistics/fleet capacity – ensuring to support and provide the technical coordination with procurement officer for the delegation’s procurement.
- To ensure the procurement plan (for vehicle spare parts, framework agreement for vehicle maintenance and fuel purchase) are well implement by Admin Welcome Officer.
Coordination
- Coordinate the schedule of appointments, meetings and other business duties for the Country Office and others as required.
- Liaise and close coordination with Myanmar Red Cross on administrative relevant issues where required.
- Monitor deadlines and ensure timely submission of deliverables for all admin functions
Education
University degree or equivalent professional experience in Business Administration is required.
Qualification in development studies, business administration or a related area is preferred.
Experience
Minimum of 5 years of experience in a similar role, preferably in an international organization or governmental setup is required.
Minimum 3 years experiences in Logistics/Fleet Management is required.
Experience of managing and supporting staff is required.
Relevant professional experience in administration & secretarial work is required.
Familiarity with Myanmar's political, cultural, and economic landscape is advantageous is required.
Experience of working with partner is preferred.
Ideally be familiar with the Red Cross Red Crescent Movement is preferred.
Knowledge, Skills and Languages
Practical knowledge of computers (Word processing, spreadsheets, e-mail) is required.
Knowledge in office management principles and procedures is required.
Skill in filing and archiving is required.
Able to conduct research, consolidate reports, analyse and conceptualize information is required.
Good communications and presentational skills is required.
Strong interpersonal skills, ability to establish effective working relation in a multi-cultural and cross-functional environment is required.
Ability to prioritize, work to tight deadlines and handle multiple tasks is required.
Experience in budgeting is preferred.
Fluent spoken and written English is required.
Fluent spoken and written Burmese is required.
Good command of another IFRC official language (French, Spanish or Arabic) is preferred.
