Job Description
Established in 1951, IOM is part of the United Nations system, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
IOM established its presence in Japan in 1981 in the context of Indochinese refugee crisis, where IOM facilitated onward movement of refugees on temporary protection status in Japan en route to third country resettlement. Today, IOM Tokyo has two functions: strengthen cooperation and partnership with Japan in support of displaced persons, vulnerable migrants and refugees worldwide; and support Japan in meeting its own migration challenges.
Under the overall supervision of the Chief of Mission (COM) and direct supervision of the Programme and Government Partnership Officer, the successful candidate will be based in Tokyo, Japan and will provide technical support internally and externally on labour mobility and social inclusion (LMI) related issues including the Migration, Business and Human Rights (MBHR) programme. The incumbent will contribute to develop and implement the LMI projects in Japan, as well as supporting the strategic development of the portfolio, and assist in engaging with stakeholders from government, intergovernmental organizations, the private sector and civil society, as outlined below:
Responsibilities
1. Contribute to the development of LMI advocacy materials, presentations, policy briefs, and reports to raise awareness among stakeholders, government counterparts, private sector, and the public.
2. Participate in conferences, workshops, meetings and webinars related to LMI and other relevant issues to provide expertise and share best practices.
3. Collect, review and summarize IOM and other stakeholders’ policy and operational guidance on LMI related issues to assist IOM’s engagement to LMI in Japan.
4. Contribute to capacity building of government and civil society partners by designing training materials and delivering training.
5. Contribute to the preparation of LMI including MBHR project proposals and reports for the donors including the government and private sectors.
6. Provide inputs on LMI issues in Japan to support other missions and ROAP as needed.
7. Manage office’s LMI internal information network, filing system and contribute to expanding the knowledge base on LMI by facilitating the use of data management system and keeping a record of on-going projects and activities.
8. Undertake any assigned duty travels, to enhance the LMI portfolio.
9. Actively contribute to office-wide activities and initiatives, as part of the IOM COPA Japan
10. Perform such other duties as may be assigned.
Qualifications
EDUCATION
University degree in Political or Social Sciences, Law, Business Administration, Public Administration, Communications, International Development, or a related field from an accredited academic institution with two years of experience.
EXPERIENCE
Experience preferably in an international or non-governmental organization, in the field of migration;
Experience in policy advocacy and partnership building
Experience in development cooperation with an international or non-governmental organization, preferably in the field of migration including operational and field experience;
Experience writing papers, briefings, articles and with own work published an advantage;
Experience working in the region is an advantage;
Academic and/or publishing record on migration-related issues an advantage.
SKILLS
Knowledge of procedures for project development, management and reporting.
Knowledge of labour migration trends Japan
Knowledge of multilateral processes related to labour migration
Ability to deal with tight deadlines from multiple clients/teams
Excellent organizational skills
Excellent English and Japanese writing and editing skills
