Job Description
L’Organisation Internationale pour les Migrations (OIM) est une agence des Nations Unies pour les migrations, recrute un(e) consultant(e) national(e) pour l’élaboration d’une Procédure Opérationnelle Standardisée (POS) au bénéfice des acteurs intervenants en première ligne sur la gestion des frontières aux Comores.
Cette POS visera à guider les acteurs frontaliers dans la coordination inter-agences, le traitement des cas spécifiques (trafic illicite de migrants, traite des personnes, mineurs non accompagnés, retour aux frontières etc.), tout en assurant le respect du droit international et des droits humains des migrants.
Développer une SOP claire, contextualisée et opérationnelle sur la gestion des frontières qui :
Formalise les mécanismes de coordination interinstitutionnelle.
Précise les procédures à suivre pour les cas complexes (VoTs, SIM, MNA etc…).
Intègre les principes du droit international de la migration et des droits humains.
Soit adaptée aux réalités nationales et aux capacités des autorités.
Responsibilities
Réaliser un état des lieux des pratiques actuelles aux frontières.
Organiser des consultations avec les parties prenantes (police, gendarmerie, douane, immigration, ministères concernés, etc.).
Proposer un cadre de coordination inter-agences.
Développer les SOP par type de situation et d’acteur impliqué.
Présenter et valider la SOP à travers un atelier national.
Soumettre une version finale validée.
Qualifications
- Formation universitaire en droit, sécurité, gestion des frontières, relations internationales ou domaine connexe.
Expérience avérée dans l’élaboration de procédures, politiques ou cadres juridiques liés à la migration ou la gestion des frontières.
Bonne connaissance du droit international des migrations, de la traite et du trafic illicite de migrants.
Expérience de travail avec des agences gouvernementales, forces de l’ordre ou organisations internationales.
- Excellentes capacités rédactionnelles et de facilitation
- Maîtrise du français (la connaissance de l’anglais est un atout)
