The consultancy position involves conducting a baseline assessment for Sierra Leone and supporting the development of the National Strategic Plan (NSP). The consultant will review past achievements, assess risks, and analyze stakeholder needs related to meteorological services. Candidate Requirements:

position requires for the incumbent to reside in Sierra Leone. The consultant will carry out the following : - Review and document what was achieved/not achieved in the implementation of the 2018-2023 Plan;- Assess risks and opportunities involving SLMet;- Review the national and WMO strategic plans with a view of identifying the associated priorities;- Stakeholders' analysis and a brief evaluation of socio-economic benefits of SLMet services;- Identify and classify relevant stakeholder groups and conduct surveys and interviews (through meetings and consultations) to understand the needs and benefits of the stakeholder regarding meteorological, hydrological, and climate services. Propose options and recommendations for potential cost recovery of services from end-users; - Describe potential options for the co-development of meteorological, hydrological and climate services through collaboration.?Explore partnerships with related institutions and propose joint initiatives for the co-development of meteorological, hydrological and climate services;- Consultations and meetings with stakeholders, including actual and potential users of SLMet services. Organize meetings and carry out consultations with key ministries (Agriculture, Water, Energy, Transport, Disaster Management, Health, Environment, Fisheries, etc.) to align SLMet's service offerings with national priorities and convene targeted group discussions with actual and potential users (farmers' associations, hydropower operators, fisheries, local councils, etc.); - Support the preparation and delivery of workshops (usually one or two days) with SLMet and other relevant institutions to define the institutional strategic actions for improvement of services;- Assist the SLMet Director General and focal points in preparing the strategic plan related documents to be adopted or examined by the governing body of SLMet. It includes leading the consolidation of all related documents into a coherent folder, including references to WMO guidelines, and national documents that describe priorities for socio-economic development.
