Project Background

The IRC is implementing a multi-sector humanitarian response in Eastern Libya to support communities affected by Storm Daniel and ongoing service gaps in primary healthcare, MHPSS, and protection. The project aims to strengthen health services, improve access to essential medical care, and support vulnerable groups—including women, children, migrants, and displaced families—across Shahat, Soussa, Derna, AlQuba, and AlBayda. As part of this intervention, the IRC seeks a Community Health Worker to strengthen community‑based health promotion, early identification of health concerns, referral to health services, and engagement with affected communities to improve health‑seeking behaviors.

Scope of Work

  • The Community Health Worker (CHW) will support community‑based health and MHPSS activities in designated health facilities, municipalities, and surrounding communities in Shahat, Soussa, Derna, AlQuba, and AlBayda, Libya (transportation between assigned locations will be managed by the staff themselves). This includes conducting community outreach and health education, supporting early identification of health and mental‑health needs, facilitating referrals to primary healthcare and MHPSS services, and strengthening communication between communities and health teams. The CHW will engage closely with medical teams, MHPSS staff, and community leaders to ensure continuity of care and timely access to services.

Expected Outcomes / Deliverables:

  • Deliver high‑quality community‑based health promotion and awareness activities, including health education, disease prevention messaging, basic mental‑health awareness, and referral to appropriate health or MHPSS services aligned with national guidelines and IRC health and MHPSS protocols.
  • Maintain accurate activity records, beneficiary tracking, and timely reporting, ensuring data quality and confidentiality.
  • Coordinate closely with community leaders, medical teams, psychologists, and referral facilities to ensure continuity of care while maintaining respectful communication with the community.
  • Support in modifying and disseminating health materials to beneficiaries as necessary.
  • Participate in Quality, Performance Improvement activities and program meetings as required.

Duration of the Work

The expected engagement duration for the Community Health Worker will be three months, with a possibility of extending the service contract as per the project timeline/need.

Anticipated start date for the Community Health Worker position will be March 1, 2026, with expected completion/end date May 31. 2026.

Key Working Relationships:

In addition to the relationship mentioned under the expected outcomes, the Community Health Worker is expected to engage with the health manager/ Senior health manager.

The Community Health Worker will not be line managing any internal staff.

Duty station: This service contractor is required to provide the above-mentioned services in Shahat, Soussa, Derna, AlQuba, and AlBayda.

Qualifications and requirements of a successful individual contractor:

  • Relevant background in health (e.g., public health, medical doctor, nurse, paramedic) or proven knowledge of basic public health topics.
  • A resident or native of the target community, with established trust and acceptance within the community.
  • Ability to work in a multi-cultural environment with daily travel to different field sites.
  • Good experience in Microsoft Office (Word, Excel, and PowerPoint) and ability to read and write in Arabic and English.
  • Ability to use basic graphic design software or applications (e.g., Photoshop or similar tools) is an advantage.
