Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into four main Divisions: (i) National Society Development and Coordination, (ii) Humanitarian Diplomacy and Digitalization, (iii) Management and Accountability and (iv) People and Strategy.
The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

Job Purpose
The SO, IM & GO Geospatial Services to join the GO team responsible for the development and maintenance of the IFRC GO platform and related products and services. The position aims at complementing the IM team with strong geodata analytics, geodata architecture and visualization, as well as business analysis and product design competencies and methodologies.
The SO, IM & GO Geospatial Services will evaluate the “as is” business processes and data model of GO geospatial services, as well as support the analysis and design of the “to be” business processes, data model, workflows and features to deliver/integrate geospatial services through the GO Platform. He/She will describe changes required in the business processes and data workflows, engage with key business and technical stakeholders to map their processes and workflows and liaise with key business and technical support units to integrate GO into their normal work patterns.
The SO, IM, GO Geospatial Services understands the operational geospatial data & analytical needs of the GO Platform and supports evidence-based decision making with geospatial data for operations, National Societies and IFRC leadership. He/She supervises, directs and produces geospatial data & analytics technical deliverables, ensuring adequate level of quality products.
During the development phase of new GO geospatial features, the SO, IM, GO Geospatial Services will participate in all GO geospatial development sprints with the purpose of improving/simplifying the business and data workflows/processes, as well as the geospatial features on the site. He/She we also ensure adequate testing is performed and provide support for the staff supporting the platform users using the relevant features.
Job Duties and Responsibilities
GO platform geospatial data collection, consolidation and visualisation
- Understand and document IFRC network geospatial business and data requirements by conducting brainstorming sessions, interviews, workshops, etc.
- Design the AS IS and TO BE GO geospatial data model and architecture, business processes and workflows, as well as the geospatial data specific requirements for the GO Platform and related services the platform will integrate and deliver
- Propose solutions, guidance and improvements on geospatial data management, analytics and business intelligence
- Ensure best practice is adhered to in terms of geospatial data handling, including error handling and data workflows
- Provide support during handover and training of GO users and provide feedback on technical areas under direct supervision
- Support the operational knowledge base for the GO platform, recording and updating guidance as necessary. Provide input and suggestions for improvements, as applicable.
- Lead on a project to review and improve how administrative boundaries are handled in the GO platform
- Support the design of mapping products and features on the GO platform, including map styles, templates and exports.
Geospatial services in support to situational awareness, analysis and needs assessment
- Support IFRC and National Societies in ensuring quality of data collection, management, and analysis of spatial data
- Lead on a project to enable automated reference mapping to support National Societies’ emergency operational planning and response, including development and maintenance of an IFRC GO geo-database
- Lead on mapping and spatial analysis service delivery through the IFRC GO platform, including developing templates and bespoke dashboards
- Act as technical advisor to IM focal points in each of the five IFRC Regional Offices and support with mapping requests as necessary
- Ensure timely preparation and generation of information products such as infographics, dashboards and maps for information sharing and dissemination to relevant stakeholders
Coordination and information exchange:
- Ensure alignment for mapping standards by co-chairing an IFRC Working Group on Maps and Territories
- Establish and maintain functional networks and coordination with Movement partners, UN agencies and other humanitarian actors to ensure that IFRC is up-to-date on best practices and emerging trends related to GIS and spatial analysis, including through the IASC IM sub-working group on GIS
- Research and explore partnerships to expand IFRC access to relevant data sources, including providers of satellite and remotely sensed data
- Represent IFRC at relevant GIS and remote sensing for disaster management events and bodies, including liaison with Humanitarian OpenStreetMap Team and Missing Maps communities
- Coordinate and collaborate with RCRC Movement actors on the harmonisation and alignment of GIS standards and approaches

Surge deployments in IM and Mapping and Visualization roles
- Be available to deploy for up to 6 weeks in a surge support capacity
Undertake any necessary training or accreditations to become deployable as surge IM, Mapping and Visualization role
Education
- University Degree or equivalent of qualifying experience in Computer Science, Information Systems and Management or a similar field (Required)
- Training in the RC/RC global disaster response tools (FACT, RDRT, ERU, SIMS, etc.) (Preferred)
- Technical training in information technology, demography, statistics, GIS, social sciences, analysis, needs assessments or a related field (Required)
Experience
- Experience in providing IM support in a disaster response and recovery operation (Preferred)
- 3 years’ experience working for the Red Cross/Red Crescent, preferably IFRC (Preferred)
- 5 years’ experience in the development and use of GIS and geographic products, data visualization and other information management tools, systems and procedures. (Required)
- Experience in interactive data visualization, e.g. PowerBI, Tableau, R Shiny, ArcGIS Online(Preferred)
- Knowledge/experience in database design and management, e.g. SQL, PostGIS. (Preferred)
- Experience building a network and/or team, especially a remote team.(Preferred)
- Experience facilitating training (Required)
- Data literate Knowledge/experience of data processing, manipulation and analysis.(Required)
- Experience/knowledge of data science tools, e.g., Python or R (Preferred)
- Experience/knowledge of GIS tools and technologies, such as QGIS and ArcGIS.(Required)
- Experience in project planning, monitoring and reporting. (Required)
