Job Overview/Summary: Under the direct supervision of the Grants Coordinator, the Senior Grants Officer will provide grant management for a small portfolio as well as business development (BD) support as part of the Grants Team in the IRC Jordan Country Program (CP). The Sr. Grants Officer will work closely with Program, Finance, Operations, Partnerships, and MEAL staff to ensure quality management of the assigned portfolio of awards as per the donors’ guidelines and requirements and IRC’s policies and procedures. The Sr. Grants Officer will ensure the awards are managed throughout the project cycle in line with donor agreements and IRC’s processes; all amendments to the contracts are carefully prepared, processed, and submitted; reports are written, reviewed, and edited to ensure quality and accuracy, and are afterwards submitted in compliance with donor requirements on a timely basis; and will work with the Partnerships Team to ensure that grant-specific requirements are met by partners. The Sr. Grants Officer will be responsible for the daily administrative work of the Grants Unit, maintaining grants files, grants trackers, and online systems (OTIS, Box, and SharePoint), supporting scheduling, organizing regular meetings, and taking meeting minutes.

Major Responsibilities:

Award Management & Coordination (60%)

  • Act as a focal point for the assigned grants portfolio. This includes coordinating and collaborating with colleagues in Jordan, including Programs, Finance, Partnerships, MEAL, and Supply Chain, as well as colleagues at the regional office (RO) and HQ colleagues in the Awards Management Unit (AMU) and External Relations.
  • Ensure appropriate award management throughout the Project Cycle, including:
  • Supporting reviews of donor agreements and communicating donor requirements before signing the awards, and coordinating the signatures required at the country level with the Senior Management Team (authorized staff with Power of Attorney).
  • Maintaining knowledge of grant agreement language and regulations, serving as a knowledge resource on assigned donors, and advancing questions where needed.
  • Coordinating any required agreement amendments, including programmatic commitments (amending logframes, workplans, proposal narratives) and financial commitments (budget revisions/realignments, requests for approvals above threshold limits, etc.).
  • Ensuring that all grant phases are tracked and approved in IRC’s opportunities tracking system.
  • Submit high-quality donor reports, narrative and financial, on a timely basis according to IRC and donor regulations and in line with IRC Jordan Report Writing SOPs. Review, edit, and highlight any non-compliance, underachievement, and other potential risks to the Program Managers and Coordinators. Ensure all required documents are included, complete, correct, and approved by the respective Program Coordinator(s) and country management. Liaise with the AMU team on reports that are directly submitted at RO or HQ levels.
  • Consistently review and advise on compliance requirements for respective donors to ensure all departments follow accordingly. Ensure sharing of compliance requirements as per the Project Cycle Meetings (PCMs), especially at the Project Opening and Project Closing Meetings. Log compliance questions and recommended actions in Compliance Trackers within Project Dashboards. Raise compliance issues proactively with the Grants Coordinator and the grants focal points at AMU, and respond to Jordan team enquiries in a timely manner.
  • Participate in meetings organized by the Partnerships Department with current and prospective local partners, when required.
  • Keep the Grants Coordinator informed of any projected inability to meet contractual obligations, report submissions, spending rates, and significant budget variances. Support the program budget holders in monitoring a balanced spending rate in line with donor rules and requirements, and advise them on spending plans as per the Budget Management SOPs. Proactively mitigate risks by proposing remedial solutions, in consensus with Program Coordinators, Program Managers, and the Senior Programs Coordinator, as well as with MEAL, Partnerships, Finance, Supply Chain, and other departments, where necessary.
  • Support the Project Leads and other relevant staff in facilitating the PCMs, especially the Project Implementation Meetings (PIMs), as well as filling in and applying Project Dashboards in line with the PCM guidelines.
  • Compile and respond to information requests from IRC’s regional AMU and Airbel teams. Prepare updates for the monthly grants meetings with the post-award management advisory teams at the AMU.
  • Ensure all relevant grants documents, as well as important correspondence, are filed appropriately on IRC’s online system, Box.
  • Support the Grants Coordinator in tracking spending on Technical Unit (TU) lines for the respective portfolio, in close collaboration with the Finance team.
  • Prepare any information or reports on the managed portfolio, as requested by the Grants Coordinator or the SMT.
  • Ensure regular updates for the respective portfolio in the relevant tools, including the grants tracker (open, closed, and pipeline grants), reporting calendar, and Project Dashboards (grant summary, donor liaison, and compliance tracker).
  • Conduct other duties as assigned by the supervisor.

Business Development (20%)

  • Support the Grants Coordinator in the timely collection and compilation of inputs for concept notes and proposals, including budget narratives and required annexes, from different departments, as assigned.
  • Create opportunities on OTIS and coordinate all approvals for open grants, as well as pipeline grants, on the platform, with the support of the Grants Coordinator. Ensure the approvals are received promptly. This includes, but is not limited to, following up on OTIS workflows with the correct staff, ensuring accurate and up-to-date OTIS filing, and project code (D1) requests and updates.

External Relationships & Coordination (20%)

  • Support the Grants Coordinator in preparing key information, sharing meeting invitations, preparing meeting agendas, and other communications, especially regarding the project’s progress and challenges, upon request.
  • Schedule and track all meetings throughout the Project Cycle Management (PCM) for all grants and support Project Leads in noting key action points in the Project Dashboard and following up on the actions with the responsible staff.
  • Take meeting minutes and distribute them to key staff for any assigned meetings by the Grants Coordinator.
  • Support the Grants Coordinator in any other requested coordination activities, internally and externally

Job Requirements:

Education

University certificate or equivalent experience in grants management, business development, humanitarian development, or other relevant fields.

Work Experience

Minimum of 4 years of professional experience in a relevant field with transferable skills, preferably in humanitarian or development organizations.

Demonstrated Technical Skills

  • Excellent report writing, review, and editing skills.
  • Professional fluency in spoken and written English and Arabic. Ability to take notes proficiently in English during meetings.
  • Highly organized, with the ability to manage time efficiently, excellent attention to detail, and willingness to perform repetitive tasks with focus and diligence. 
  • Highly motivated, fast learner with good interpersonal skills.
  • Ability to successfully meet deadlines in a fast-paced environment and prioritize tasks.
  • Willingness and motivation to lead on tasks and be accountable for deliverables.
  • Advanced skills in Microsoft Office package (Outlook, Word, Excel, PowerPoint, etc.) and familiarity with internet research are essential.
  • Ability to work independently while being a strong team player.
  • Excellent relationship-building and interpersonal skills.

Languages

  • Professional fluency in spoken and written English and Arabic is required.

Computer/Other Tech Requirements

  • Full professional competency in Microsoft Office Suite, especially Word, Excel, PowerPoint. 
  • Familiarity with file-sharing systems such as SharePoint is desirable.
