Since 2017, IRC has supported Rohingya Refugees and Bangladeshi nationalities communities in Cox's Bazar, Khulna, Barisal, and Chittagong with integrated services. The organization also addresses climate change impacts by building resilience and promoting economic recovery, education, and protection.
Purpose of the Role
The Senior Officer - Ethics & Compliance will assist the Senior Coordinator - Ethics & Compliance in overseeing internal control and compliance functions across the country program, including compliance reviews of partners, support departments, and participation in ECU/In-Country Investigations.
The post holder is also involved with different capacity-building initiatives such as facilitating new staff induction sessions and providing training to partner staff, MSA/MPA suppliers, and others based on requirements on Ethics and Compliance overview and fraud sensitization.

Highlights of Key Responsibilities
Internal Control and Compliance:
Based on the work plan - conduct compliance, operational, and financial reviews of IRC partner and sub-partner (operation & program), IRC support departments to assess adequacy and effectiveness of Internal Controls, risk management, and compliance align with policies, procedures, and regulations
Share draft compliance review report with line manager, including findings and give appropriate recommendations for improvement of country program and related partners’ processes, systems, and procedures where relevant.
Misconduct Allegations and Investigations:
Contribute to investigations on a case-by-case basis under the guidance of the Senior Coordinator - Ethics & Compliance. This may include the following:
Undertake investigations of alleged fraud, waste, financial corruption, misconduct, and safeguarding issues, ensuring objectivity, impartiality, and fairness through investigative processes in accordance with generally recognized international investigation standards and IRC guidelines.
Prepare draft investigation report and share with line manager and preserve appropriate evidence in the working file.
Training:
Support training workshops to IRC staff, Partner Staff, MPA/MSA suppliers in collaboration with HR on Ethics and Compliance in particular the IRC Code of Conduct.
Others
Promote and actively participate in initiatives and efforts to build team engagement, inclusion and cohesion in IRC [team/office]
Foster ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.
Work Experience
At least 3 years of experience in investigation, finance, and auditing with NGOs
Preferably 1 year of working experience with INGOs/ IN organizations.
Competencies: Knowledge, Skills & Abilities
Excellent written and verbal communication skills in English and Bangla
Good understanding of Accounting and Internal Control Standards (COSO).
Familiarity with forensic accounting and both digital and paper-filed audits.
Familiarity with GoB compliance for INGO in Bangladesh.
Strong planning, organizational, and interpersonal skills.
Excellent analytical, presentation, and reporting skills
Evidence of successful experience in compiling and conducting training and workshop in an advantage
Excellent IT skills in Microsoft Word, Microsoft Excel, and Microsoft PowerPoint
Strong commitment to IRC’s mission, purpose, and values.
Specific Educational Qualification
Master’s degree in accounting/finance/law/management
CA course completed by a reputed CA firm is preferred.
