Expected to meet and exceed the organization's performance and delivery goals. The Project Coordinator is responsible for knowing the project documents and relevant Legal Agreements, and relevant safeguards and gender approaches, policies and documents, and having a thorough knowledge of the terms, conditions and respective roles and responsibilities of the implementing partners and executing agencies to ensure that the project is able to achieve the expected changes. The coordinator will work in direct coordination with: FAO and UNDP and others implementing partners, provide regular updates and report to UNEP and MADES on the progress of the project. In addition, it will maintain a close relationship with all the government institutions involved in the Project. The Project Coordinator must be able to independently apply the following obligations and responsibilities of the project success criteria detailed below: A- Coordination with counterparts: • Establish a strong working relationship with the project board, government representatives, Indigenous Peoples representatives, and other key stakeholders. • Manage information flows between the Project Board/REDD+ Programme Officer and relevant partners and ensure that stakeholders are aware of activities and the progress of activities. • Lead the joint planning of the different implementing partners, promoting the coherence and integration of the work plans. • Ensure that activities are geared towards impact on reducing emissions and complying with environmental and social safeguards of the Green Climate Fund (GCF), UNEP and the UNFCCC for REDD+. • Promote the overall integration of the project into the National Strategy of Forests for Sustainable Growth (ENBCS) and with other existing activities and projects, as well as with national climate change policies and plans. • Ensure coordination and coherence of the activities implemented by the different implementing partners to ensure harmonization and avoid redundancy. B- Project Management • Lead the process of elaboration and approval of annual work plans and ensure the results according to the required quality standards and within the specified cost and time limits. • Advise the UNEP REDD+ Programme Officer and the Project Board on issues that may affect the achievement of their outcomes (including sustainability issues and safeguards compliance and participation requirements). • Develop capacity building and knowledge of key stakeholders in relation to climate finance, including actors within the private sector and civil society. • Coordinate and monitor the development and implementation of cross-cutting strategies on gender, communications and knowledge management, participation, and compliance with safeguards. • Ensure, together with the project team and the implementing partner agencies, the implementation of the monitoring plan for impact and process indicators. • Lead the project implementation support team. • Ensure the timely preparation and submission of required reports, including technical and financial reports. • Organize the meetings of the Steering Committee/Project Board, provide secretarial services of the same, which include calls, reports and distribution of minutes. • Monitors the operation and financial execution of the UNEP component of the project, including organization and development of workshops, studies, publications, consultancy and other activities such as managing procurement processes of goods and services and administrative support. • Provide technical input for the implementation of the different activities and products of the Project. • Ensure the capture of lessons learned and encourage shared learning with national partners. • Ensure good coordination between other projects and programs in the field of climate change, both in the country and by those managed by partners, the GCF Secretariat, and other organizations. • Implement approved project plans (including setting milestones) within the tolerances set by the project board. • Handles the delivery of required products to the Project Unit, taking responsibility for overall progress and resource usage and initiating corrective actions when necessary. • Inform the Project Board and Program Officer of any deviations from the plan. • Identify and monitors risks so that maximum benefit is achieved for the client and stakeholders. • Monitor and evaluate the performance of service providers. • Integrate sustainability dimensions, including social and gender inclusion, environmental and economic aspects into the project lifecycle. C- Procedures • Ensure compliance with the project management cycle and ensure compliance with all organizational policies (organization policies and administrative instructions). • Prepare/adapt the following plans for approval by the Project Board: Implementation plan; 11. Annual Operational Plans; 111. Procurement plans when required. D- Reports • Compile information from partner agencies in the execution and prepare semi-annual reports according to GCF formats. • Compile the information of the partner agencies in the execution and prepare the Annual Reports according to GCF formats. • Compile the information of the partner agencies in the execution and prepare the final report of the project. • Operational Closure Checklist. • Property Transfer Report. E- Administrative Management • Ensure that all expenditure complies with the Financial Rules and Regulations of the relevant organizations. • Monitors budgets, cash flow, and obligations to ensure deliveries are met and payments to contractors and staff are received on time. • Understand and advise the overheads of the relevant organizations. • Monitors budget expenditure (based on accurate financial reports). F- Personnel Management • Lead and motivate the project management team. • Ensure that behavioral expectations are set for team members. • Ensure that performance reviews are carried out, according to the stipulated time frames. • Know the modalities of staff contracts. • Perform the role of Team Driver/Director. • Play the role of supporting the project. • Ensure the safety and security of all personnel and comply with UNDSS standards. G- Monitoring and monitoring progress • Progress presentation meetings when required. • Reports requested by the direct supervisor when necessary. • Prepares responses to mid-term and end-of-project audits and reviews.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and acts as an authoritative advocate for the global environment. Its mandate is to coordinate the development of consensus on environmental policies by keeping the global environment under review and bringing emerging issues to the attention of Governments and the international community for action. The UNEP Office for Latin America and the Caribbean (LACO), located in Panama City, Panama, works closely with the 33 countries of the region and its activities are integrated into the Medium-term Strategy and Programme of Work approved by the United Nations Environment Assembly (UNEA). In November 2019 and with the support of UNEP, the Green Climate Fund approved a disbursement of $50 million to Paraguay in terms of results payments (RBPs) for deforestation avoided during the period 2015-2017. The implementation of the RBP programme in Paraguay, called "Paraguay + Verde", is carried out jointly by the agencies of the UN-REDD Programme (UNDP, UNEP and FAO) with the administrative support of the UNOPS office. The Paraguay + Verde project will support the generation of new CO2 emission reductions through the implementation of the National Strategy for Forests and Sustainable Growth (ENBCS). The program has a component to strengthen the capacities of state institutions for the monitoring and management of forests, including the development and implementation of early warning systems for fires and deforestation, territorial planning and the participation of indigenous peoples, the private sector and rural communities, and the promotion of sustainable forest management and the promotion of good agricultural and livestock practices. In addition, the program will give impetus to the National Climate Change Fund and the creation of economic development instruments for the implementation of activities that result in the reduction of emissions from deforestation and/or forest degradation. The project requires a Project Coordinator to lead the Paraguay + Verde project implementation. The Project Coordinator is responsible for the day-to-day operations of the project and provides services to the different partners and beneficiaries. The Project Coordinator will work under the supervision of the REDD+ Programme Management Officer for Latin America and the Caribbean and will present results reports, plan presentations and progress reports of the work plan to the Project Steering Committee chaired by MADES. The Project Coordinator will be based at the Ministry of Environment and Sustainable Development (MADES) in Asunción, Paraguay, working full-time for 40 hours per week.

Qualifications/special skills

ACADEMIC QUALIFICATIONS • Bachelor's degree in Earth Sciences, Climate Change, Project Management, Business Administration or other relevant discipline is required. • Advanced University Degree (Master's) preferably in Earth Sciences, Climate Change, Project Management, Business Administration or another relevant discipline is desirable. EXPERIENCE • 2 (two) years of project management experience in the following areas: forest management, climate change, land use and/or rural development) is required • Experience working with government and/or private sector environmental or rural performance is required. • Experience of work with multinational and/or, international organizations is required • Experience in conflict resolution is desirable. • Experience in strengthening government institutions is desirable. • Experience working with the development and use of trust funds is desirable.

Languages

• Fluency in the Spanish language is required • Confident knowledge of the English language is required • Working knowledge of Guarani is an advantage. .
