BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
In 2018, WFP re-established its presence in the Caribbean with an office in Barbados. The WFP Caribbean Multi-Country Office (MCO) supports 22 countries and territories across the English- and Dutch-speaking Caribbean. WFP Caribbean’s capacity strengthening programme focuses on vulnerability analysis and mapping; end-to-end supply chain management; shock-responsive social protection; food systems strengthening; and climate risk financing. In times of crisis, WFP works with partners to provide direct assistance when events surpass national and regional capacities by delivering food, cash or voucher assistance, or through emergency logistics or emergency telecommunications service provision.
Over the last seven years, WFP has helped to improve emergency preparedness and response capacities, including emergency supply chain capacities within the Caribbean at regional and national levels which necessitated design and construction of a Regional Logistics Hub in Barbados. In addition, WFP is in the final stages of the design of the Centre of Excellence which is envisaged to becomes a central hub of knowledge and training in disaster management, catered to the Caribbean region. WFP is also supporting the Caribbean region in enhancement of their warehouse capacity through refurbishment, expansion or new construction.
To scale up its response, WFP Caribbean Multi Country Office is looking to recruit an Engineer (Civil or Structural) / Project Manager to be based in Bridgetown, Barbados.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the direct supervision of the Head of Enabling Services, the Engineer/Project Manager will be responsible for:
- Contribute to the implementation of WFP Policies, standards, norms and practices ensuring compliance with wider WFP policies, procedures, guidelines and operations. Apply and implement WFP Construction Manual procedures and processes.
- Provide engineering and project management services, apply best practices, standards and innovative technologies that comply with WFP standards and processes.
- Carry out complex data analysis to provide management and clients with the accurate information and reports for efficient planning and decision-making.
- Engage and manage external design review consultants.
- Develop project budgets or preliminary and detailed costs estimations to further expand the scope of the project in consultation with Supply Chain or other client units.
- Assist in the preparation of project proposals and technical input.
- Lead design reviews (reading, interpreting and critique/comment on technical drawings, schematics, and computer-generated reports) and giving advice and recommendations.
- Review of as built drawings of the planned structures (warehouses, training facilities etc, as part of the project and provide comments and recommendations.
- Undertaking technical activities including undertaking missions to the field in support of the Engineering projects including construction supervision as and when required.
- Manage the existing resources in the area of responsibility (e.g. Engineering design and construction management, WFP facilities, common premises, space planning, Lease management and Common Premises management etc.) and estimate new requirements aiming at efficiency, cost-effectiveness and timeliness of operations and services. - Facilitate the compliance of the services provided (e.g. WFP facilities management, Common Premisses etc.) with the corporate Occupational Safety and Health Policy and contribute to the provision of recommendations to the management on improvements/changes.
- Preparation of Terms of Reference (TOR), Scope of work (SOW), Leases and Purchase Orders (POs) for premises and other activities related to the facilities management as requested by supervisor.
- Support to organization of procurement processes including preparation of tender documents, receipt of quotations and their preliminary evaluation.
- Management of leases, preparation and management of Memorandum of Understanding (MOU)s for facilities and common premises.
- Processing and management of invoices and payments related to design and construction projects, facilities, common premises, maintenance works etc.
- Technical support and advice to WFP management in relation to the support infrastructure for operational continuity including inspection of hotel facilities.
- Maintenance of the filing system ensuring safekeeping of confidential materials.
- Extraction of data from various sources and preparation of reports.
- Research and retrieval of statistical data from internal and external sources; preparation of statistical charts, tables and reports in relation to WFP facilities and common premises.
- Follow up on deadlines, commitments made, actions taken and coordination of collection and submission of the reports to head of unit.
- Assistance in the preparation of budget, provision of information for audit.
- Support a culture of environmental sustainability throughout WFP by role modelling actions that drive sustainability in all administrative activities.
- Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
- Build and maintain the partnership with WFP stakeholders, other UN agencies and local government offices.
- Support the capacity building of WFP staff and partners through the organisation or design of trainings, workshops, daily interaction, etc. for efficient and effective delivery of food assistance to beneficiaries.
- Executing the planning, design and implementation of infrastructure and building projects in accordance with the WFP Construction Manual and ensuring adherence to WFP policies and procedures.
- Liaising with all relevant WFP departments to ensure a coordinated approach to infrastructure projects.
- Perform any other related activity as assigned by immediate supervisor.
DELIVERABLES AT THE END OF THE CONTRACT:
At the end of the contract, the Consultant will produce a report which will:
- Completed design and as built drawings, scope of work and costs for each project.
- Review the needs, plan and implement the compliance requirements for all WFP facilities in relation to Health and Safety, Accessibility and Environmental consideration.
- Preparation and issuance of bi-weekly reports to supervisor with regards to construction and engineering activities in the region.
OTHER POST REQUIREMENTS:
WFP provides emergency response support to the 22 English and Dutch-speaking countries in the Caribbean as needed. In this role, the incumbent may be required to:
- Support the Unit's emergency response activities.
- Deploy to affected countries to assist with Unit operations as required.
- Work beyond regular working hours to support emergency response efforts.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University degree in Engineering (Civil), Facilities Management (Civil, Structures)
Experience:
Ten or more years of progressively responsible work experience in the facilities management and other related administrative tasks including contract administration. Minimum 2 years of experience in working with international agencies and international locations is required.
Knowledge & Skills:
- Hold or be eligible to hold Professional, Chartered or equivalent professional engineering/ architecture accreditation from an internationally recognized professional supervisory body.
- Good communication and leadership skills.
- Knowledge and/or experience in engineering design
- Detailed knowledge of design and construction contract formats and contract management obligations.
- Good knowledge of public procurement procedures; international contract formats and construction management procedures.
- Experience of working within the Humanitarian Community and in field condition is required.
- Proven theoretical and practical knowledge and understanding of national rules, regulations and policies in the area of facilities management and construction
- Has gained experience in development of design and plans in AutoCAD and design software and applies this to all activities.
- Has managed small teams of staff with related areas of expertise.
- Has provided support in leading projects and input into function policies.
Languages:
- Fluency (level C) in English language.
- Knowledge of additional UN languages (French, Chinese or Portuguese) are an additional advantage.

- Travel Requirements: The WFP Caribbean Office cover the 22 English and Dutch speaking Caribbean countries. The selected candidate may be required to travel from time to time, both regionally and internationally, to support missions, emergency responses, training etc. As such full medical clearance will be required.
