Job Description
The International Organization for Migration (IOM) in Turkmenistan is implementing two regional projects: 1) “Comprehensive Action Plan for Afghanistan and neighboring countries” which aims to provide comprehensive integration support to Afghan nationals residing in Turkmenistan with a focus on the socio-economic empowerment of women and girls from Afghan and local communities to ensure long-term sustainable development at the local level; 2)“Enhancing Protection of Migrants from Violence, Exploitation and Abuse in Central Asia” which aims to enhance the protection of migrants from violence, exploitation, and abuse throughout Central Asia by focusing ensuring migrants in vulnerable situations can access and benefit from protection-related services and enabling governments and civil society stakeholders to provide gender and child-sensitive protection and assistance to migrants in vulnerable situations.
Guided by the principle that collaborative efforts result in more effective, rights-based and people-centred outcomes for migrants and society, IOM will partner with national NGOs/POs for implementation of project activities to fosters greater local ownership and sustainability of project outcomes. NGOs/POs will act both as implementing partners (IPs) and beneficiaries in project activities, including trainings, workshops, conferences, roundtables, identification, referral, case management and provision of direct assistance to migrants in vulnerable situation, victims of human trafficking, as well as other relevant project activities.
The NGO coordinator will be responsible for establishing, maintaining and coordinating partnership relations with national NGOs/POs for implementation of project activities in Turkmenistan, ensuring the efficient and compliant implementation of relevant project activities. NGO Coordinator will ensure that NGO/PO partners are consistently engaged, informed, and supported throughout implementation of the activities. NGO Coordinator will support consistent cross-sector collaboration within the country and ensure sharing of best practices and lessons learned.

Duty Station of the Consultancy: Ashgabat, Turkmenistan
Duration of the Consultancy: 6 months
Responsibilities
The national consultant will be responsible for, but not limited to the following tasks:
- Establish and maintain working relations with NGOs/POs in Turkmenistan;
- Identify new partner NGOs/POs throughout the country and expand the existing CT NGOs/POs network;
- Coordinate with partner NGO/PO and organize the vocational educational training as per the project AWP;
- Coordinate and organize trainings, seminars, workshops, roundtables, conferences, and other project activities for NGOs, POs, and relevant government entities to build and improve their capacities;
- Cooperate with NGOs/POs to identify the victims of trafficking, migrants in vulnerable situations and further coordinate the delivery of return, rehabilitation and reintegration assistances, including medical, psychological, educational, social, legal and other assistance;
- Conduct monitoring of the projects’ activities implemented by NGOs/POs;
- Provide support in development of press/releases and news on the conducted events of IOM in Turkmenistan;
- Assist in the development and editing of information and visibility materials and any other publications that are produced by IOM Turkmenistan within the project frames;
- Perform such other duties as may be assigned.

- Cooperated with NGOs and POs of Turkmenistan to identify victims of human trafficking, migrants in vulnerable situations, and further coordinated the provision of assistance upon return.
Qualifications
- Completed University Degree, preferably in Social Sciences, or in a related field. Or, alternatively, an equivalent combination of training and practical experience;
- More than 5 years of experience of working in or with NGOs/POs sector in Turkmenistan, familiarity with the challenges of NGO/PO sector and knowledge of NGOs/POs networking;
- Familiarity with IOM work in Turkmenistan and its mandate;
- Skills and knowledge in data security and data protection principles;
- Experience working with specialized international agencies (UN Agencies, International Organizations, and International specialized NGOs);
- Ability to lead and coach individuals and to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
- Experience working with specialized international agencies (UN Agencies, International Organizations, and International specialized NGOs); Knowledge of Russian language is a preference
- Excellent proven analytical skills
- Strong verbal and written communication skills.

- Skills and knowledge in data security and data protection principles.

- Fluency in Russian and Turkmen, good command of English language
- Travel is required to: regions of Turkmenistan. Participation in Regional Trainings, workshops and conferences.
