Organizational Setting and Reporting Relationship

The position of Financial Control Officer is assigned to the Loan and Grant Disbursement Section (CTLA-LGD) of the Loan Administration Division (CTLA) within the Controller's Department. You will be based at our Headquarters in Manila, Philippines.

You will report to the designated International Staff.

Your Role

As a Financial Control Officer, you will manage the team who will maintain sovereign portfolio financial systems data, ensuring effectiveness of fiduciary and internal controls and compliance to ADB policies and guidelines, with the aim to provide quality and reliable system information. You will lead in providing technical support in the Controller's focal team for monitoring and delivering sovereign portfolio's disbursement reports.

You will:

  • Coordinate and support the data analysis and preparation of sovereign portfolio and disbursement reports. You will verify the disbursement related reports for accuracy. Additionally, provide guidance to the team on client's requests and initiate improvements to the existing reporting framework.
  • Oversee the Disbursement Operations and Systems Support function. Review the profile data updates in the disbursement systems, ensuring compliance with ADB policies and procedures. Monitor system issues and take actions over them. Contribute to systems developments and enhancements.
  • Contribute to CTLA's IT system development, enhancements, and business process improvements.
  • Provide cooperation and input requested from other departments for digital transformation projects, special portfolio reports, and other occasions.
  • Manage client relations and ensure response to requests from all partners.
  • Manage the work of the team and contribute to knowledge sharing.
  • Perform other tasks as assigned and reflected in your workplan.

Qualifications

You will need:

  • Bachelor's degree in accounting, business administration, or finance; a Certified Public Accountant (CPA); preferably with advanced training,
  • At least 8 years of experience in technical assistance/grant/loan disbursements, or related work experience in accounting or auditing in financial institutions.
  • In-depth understanding of administrative and disbursement procedures especially in multinational organizations and working knowledge of international banking transactions; experience on financial systems.
  • Proficiency in ADB standard and similar software programs used by multilateral development banks.
  • Written and verbal proficiency in English.
  • Demonstrated experience collaborating in cross-cultural and diverse teams and ability to collaborate constructively as an active team participant.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
