Organizational Setting and Reporting Relationship
The position of Operations Officer (Fragility and Engagement) is assigned to the Fragility and Engagement Division within the Climate Change and Sustainable Development Department (CCSD). CCSD leads thematic operations, knowledge innovation, and partnerships. You will be based at our headquarters in Manila, Philippines.
You will report to Unit Head, NGO and Civil Society Center (NGOC), CCFE, and actively support the entire division.
Your Role
As Operations Officer (Fragility and Engagement), you will support NGOC in its implementation of ADB's Civil Society Approach and also serve as a division focal for data management, responsible for the collection, analysis, and reporting of key indicators to support the division's units and teams. You will draw on both internal and external data sources and support the establishment and strengthening of CCFE's centralized data system.
You will:
- Support NGOC and the implementation of ADB's Civil Society Approach, providing analytical and technical support to the team and division.
- Serve as the division focal for data management in support of the division's mandates, operational approaches, work programs, and monitoring and reporting responsibilities;
- Coordinate and collaborate with staff and consultants with responsibilities for data collection, monitoring, and reporting and propose options to improve these processes;
- Support the conceptualization, development, and management of an integrated and centralized data management architecture for the division, in line with ADB's digital and data architecture standards, systems, and policies;
- Prepare user-friendly data outputs and products of various types, including dashboards, datasets, briefs, infographics, and other products serving internal and client needs;
- Support the division's teams and units in updating their results frameworks and related indicators, including for the ADB Corporate Results Framework, on a timely basis;
- Support the division's units in preparing data for their annual reports;
- Contribute to reports, research, presentations, and other knowledge products with relevant data inputs;
- Support the division's efforts to explore and secure new data sources (e.g., Earth observation, remote sensing, mobile data, and citizen-generated data) and data services;
- Work with staff and consultants responsible for communications to develop improved systems for monitoring client access to existing CCFE digital platforms and resources (e.g. webpages, internal shared sites, and social media); and
- Provide ongoing support to CCFE on data compilation, quality assurance, analytics, and reporting.
Qualifications
You will need:
- Bachelor's degree in data science, database management, statistics, business administration, or relevant fields preferably with advanced training.
- At least 8 years of relevant professional experience in database development, statistics and data analysis, results monitoring and similar roles.
- Ability to oversee CCFE's data architecture and troubleshoot technical issues with it.
- Experience in translating data results into applicable knowledge products for non-technical users.
- Written and verbal proficiency in English.
- Strong team collaboration capabilities.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
