Organizational Setting and Reporting Relationship

The position of Project Analyst is assigned to the Pakistan Resident Mission (PRM) within the Central West Asia Department (CWRD). You will be based at our Resident Mission in Islamabad, Pakistan.

You will report to the Country Operations Head and designated technical International Staff and officer (senior/principal/lead, as applicable).


Your Role

As Project Analyst, you will support country operations in PRM. You will provide analytical support in the processing and implementation of projects and TAs in the assigned sectors. Additionally, you will offer analytical, statistical, and coordination support for programming and portfolio management. Furthermore, you will support the design, organization, and delivery of capacity development and other initiatives.


You will:

  • Contribute to the preparation of project and technical assistance (TA) processing, including concept papers and Project Administration Manual (PAM).
  • Contribute to project and technical assistance administration by (i) overseeing project and TA progress while updating performance details in ADB systems (eOps/SovOps); (ii) monitoring and analyzing contract awards and disbursements and conduct follow-up actions with executing agencies (EAs) and implementing agencies (IAs), as needed; (iii) participating in missions and project progress review meetings; (iv) maintaining records to track compliance with project and TA covenants and take follow-up actions, as needed; (v) ensuring compliance with outstanding obligations of EAs; (vi) following up with IAs on withdrawal applications, reviewing them for compliance, and updating financial systems; and (vii) and raising awareness of EAs and IAs on ADB guidelines and procedures and ensuring compliance.
  • Support the country programming exercise, maintain country program and strategy databases, visualize country program data, and coordinate with team leaders to ensure information is complete and up to date.
  • Help organize country and sectoral portfolio reviews by coordinating meetings, preparing minutes and inputs for reports, and following up on agreed actions and portfolio performance.
  • Monitor and support the data repository for PRM-related portfolio and programming by compiling and processing data and alert the Country Operations Head and Country Program Specialist about potential risks.
  • Be the focal point for data requests from government agencies and coordinate responses.
  • Support capacity development projects of PRM, assisting in the design and delivery of workshops conducted by the PRM's Capacity Development Resource Centre, and helping recruit and manage capacity supplementation experts for projects.
  • Perform additional tasks as assigned and required.

Qualifications

You will need:

  • Bachelor's degree in business administration, engineering, economics, accounting, computer science, data science, or related fields.
  • At least 5 years of experience in analytical and operational support for project or technical assistance processing, implementation, and monitoring; related experience in multi-lateral development bank funded projects or international agencies is preferred.
  • Experience undertaking background research, collecting and organizing data, evaluating notes, papers, and sections of reports.
  • Knowledge in maintaining productive professional relations within the workplace and externally with officials of the host government, donor agencies, EAs, and IAs.
  • Proficiency in using required information technologies; advanced skills in using Excel spreadsheets are an advantage.
  • Familiarity with local languages and institutions.
  • Experience guiding other junior colleagues on assigned areas of work, and working with individuals from different cultural/national backgrounds.
  • Experience supporting operational work that requires follow-up, coordination with stakeholders, and adherence to established procedures.
  • Written and verbal proficiency in English

This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and permanent residents of Pakistan.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
