Job Description
Under UKFCDO and Italy projects, activities aims to strengthen beneficiary institutions capacities through a series of targeted capacity‑building workshops and advanced statistical training sessions. It focuses on enhancing participants’ technical competencies, improving data literacy, and promoting the use of robust analytical methods in decision‑making processes. As part of the initiative tailored training materials and guidance documents will be developed to support sustainable knowledge transfer and ensure consistent application of best practices across beneficiary institutions. Overall, the project contributes to building a more informed, skilled, and data‑driven operational environment.
Consultant will be contributing to the MDU and working for Statistics Unit of beneficiary.
All documents and data provided to the consultants are confidential and cannot be used for any other purpose or shared with a third party without any written approval from IOM and beneficiaries.
Responsibilities
First deliverable – Conduct preliminary meetings with beneficiary. Preparation of scope and content for basics of statistics training to beneficiary staff. Preparation of materials (leaflets, presentations, tests etc. )- First instalment payment, 13 days work in a calendar month. - Deliverable by email by 27 February 2026.
Second deliverable – Capacity building workshops. Two workshops in month of March 2026 (Number of workshops to be held can be changed by the beneficiary and IOM.)- Second instalment payment, 13 days work in a calendar month. - Deliverable by 28 March 2026.
Third deliverable – Meetings with beneficiary to draft roadmap and scope of increasing the beneficiary key personnel knowledge for statistics and data analysis – Third instalment payment, 10 days work in a calendar month - Deliverable by email by 30 April 2026.
Forth deliverable – Delivering roadmap and policy documents. Drafting and developing the training materials for trainers of essentials of statistics and data analysis – Fourth instalment payment, 10 days work in a calendar month - Deliverable by email by 29 May 2026.
Fifth deliverable – Meetings with beneficiary to mapping the enhance statistics capacity building workshops and materials. Drafting and developing the training materials of enhance statistics workshop, 8 days work in a calendar month – Fifth instalment payment - Deliverable by email by 26 June 2026.
Sixth deliverable Capacity building workshops. Two workshops in month of July 2026 – Sixth instalment payment, 8 days work in a calendar month - Deliverable by email by 31 July 2026.
Satisfactory completion of tasks indicated in the ToR.

Qualifications
Academic Qualifications
• Master's degree level in statistics, data analysis and data analytics or any other related fields; with
minimum 10 years of overall working experience.
• Possession of a PhD in any of these fields is highly desired.
Technical Experience
• At least 5 years of experience in coordinating or designing study and workshops in statistics and data analysis.
• Experience in developing data analysis/statistics tools and materials and establishing research methodology.
• Experience in data analysis lecturing.
• Strong communication and facilitation skills.
• Fluency in Turkish and English.
The activity might require travel when necessary. The consultant must have no travel restrictions within Türkiye and be able to ensure flexibility in their schedule accordingly. The travel costs, accommodation costs (bed and breakfast), and living costs (terminal expenses, intra-city travel costs, lunch, dinner, etc.) of the missions to other provinces of Türkiye will be arranged and borne by IOM. IOM will arrange economy-class round-trip flight or train tickets through its contracted Travel Agency.
As per UNDSS rules, the consultant is responsible for completing necessary online security training and submitting certificates and travel clearance prior to assignment-related travels.
