Organizational Context and Scope
The International Organization for Migration (IOM) is the UN Migration Agency. With 175 member states it is committed to the principle that humane and orderly migration benefits migrants and society. Established in 1951 and now active in over 400 field locations worldwide, IOM works with partners, government and civil society to: 1. Assist in meeting the operational challenges of migration and human mobility; 2. Advance understanding of migration issues; 3. Encourage social and economic development through migration; and 4. Uphold the human dignity and well-being of migrants and mobile populations.
IOM has been working on migration, environment, climate change and disaster risk reduction (MECR) for over 30 years. IOM’s Migration, Environment, Climate Change and Risk Reduction activities bolster local and national initiatives to prevent and prepare for disasters and related population movements, provide emergency assistance and protection where displacement cannot be avoided, and foster post-disaster recovery solutions and resilience-building.
In line with the IOM Institutional Strategy on Migration, Environment and Climate Change 2021-2030, the Organization pursues three broad objectives in managing environmental migration, intervening at each stage of the migration cycle: 1. “Solutions for people to move” - Managing migration in the context of climate change, environmental degradation, and disasters due to natural hazards. 2. “Solutions for people on the move” - Assisting and protecting migrants and displaced persons in the context of climate change, environmental degradation, and disasters due to natural hazards. 3. “Solutions for people to stay” - Making migration a choice by building resilience and addressing the adverse climatic and environmental drivers that compel people to move.
The Regional Responses to Climate Displacements in Sub-Saharan Africa (RE2CLID) project aims to enhance the resilience and self-reliance of Displacement-Affected Communities (DACs) in Sub-Saharan Africa who face the risks of disasters, the adverse effects of climate change and environmental degradation. This initiative targets the highly vulnerable displacement affected communities in Southern Africa and the Indian Ocean Countries, namely Malawi, Mozambique, Madagascar, Comoros, Mauritius and Seychelles (i.e. Cluster 2).
The programme employs an area-based approach focusing on averting displacement, minimizing displacement impacts, and resolving existing displacement situations. It emphasizes gender-responsive disaster forecasts and management systems, sustainable natural resources governance, and enhancing the resilience and self-reliance of DACs to reach durable solutions. Key activities include strengthening early warning systems, promoting sustainable land use and natural resource management, and integrating DACs into national and local disaster response frameworks.
By addressing the root causes of climate-induced displacement and fostering inclusive, climate-resilient solutions, RE2CLID aims to reduce vulnerability and enhance long-term sustainability in affected communities. This initiative is aligned with regional and international frameworks, including the Paris Agreement, the Sendai Framework for Disaster Risk Reduction, and the Global Compact for Migration and Refugees.
Under the overall supervision of the IOM Malawi Chief of Mission, and direct supervision of the Programme Coordinator (Southern Africa and Indian Ocean), the Project Officer (CCCM and Durable Solutions) will be responsible for coordinating the successful implementation of Camp Coordination and Camp Management programmes and projects and related activities of IOM Malawi.
Responsibilities
1. Coordinate CCCM and Durable Solutions activities implemented by IOM in Malawi. Monitor and follow up on the timely implementation of all activities, as well as financial, administrative and technical aspects, in line with IOM’s policies and procedures, as well as donor requirements.
2. Monitor progress to ensure expected outputs and outcomes are delivered in line with the relevant project objectives and IOM rules and procedures.
3. Maintain close coordination and proactive reporting to the RE2CLID SAIO Programme Coordinator and Malawi project team. Promote alignment and synergies with related thematic activities (e.g. Shelter, DRR, DTM) under RE2CLID to ensure coherence across project components.
4. Supervise IOM CCCM and Durable Solutions staff on a daily basis.
5. Provide technical implementation support for CCCM and Durable Solutions activities implemented under the RE2CLID Programme in RE2CLID SAIO cluster countries, as required.
6. Collect, compile, analyze, and share information from the field on a regular basis with project team lead and support project managers to ensure timely preparation and submission of all reports.
7. Represent IOM in formal, informal, and ad-hoc emergency coordination meetings with national, regional, and local government counterparts and act as co-lead of the Shelter and CCCM humanitarian coordination system when required.
8. Maintain dialogue with IOM colleagues and the Global Shelter, Land and Site Coordination (SLSC) Cluster co-lead agency to facilitate the adoption of best practices in the implementation of activities in Malawi.
9. In close collaboration with relevant thematic units, develop technical guidance and tools on CCCM and Durable Solutions in Malawi’s humanitarian and coordination system, including protection mainstreaming in emergencies, with a focus on child protection mainstreaming.
10. Maintain close relations with government counterparts, specialized agencies and support the participation to and coordination with relevant inter-agency coordination mechanisms, clusters.
11. Build capacity of and supervise CCCM and Durable Solutions-related interventions by national and local implementing partners in Malawi, including Community Based Organizations (CBOs), Civil Society Organizations (CSOs), and government counterparts.
12. Support the development and rollout of the updated CCCM Manual and Durable Solution Strategy and related SOPs through national and district-level capacity strengthening.
13. Supervise, mentor and build capacity of team members in CCCM and Durable Solutions.
14. Undertake duty travel relating to project/programme assessment and implementation, liaison with counterparts, problem solving, and new project/programme development, as required.
15. Support the RE2CLID SAIO Programme Coordinator and Programme Support Unit in project development, monitoring and evaluation and up to date best practice and knowledge management initiatives.
16. Perform such other related duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
- Master’s degree in Humanitarian Affairs, Development Studies, Political Science, Social Science, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in coordination of information flows, and CCCM operations, Durable Solutions, including managerial experience in the fields of CCCM, Emergency and Humanitarian Response, Disaster Management, and other relevant areas;
- Experience in liaising with governmental authorities, donors, national and international institutions, UN agencies, Non-governmental organizations, local communities in a multi-cultural setting;
- Experience with gender and issues around gender-based violence; and,
- Preferred work experience in Malawi and/or Southern Africa.
Skills
- Familiarity with financial and administrative management, preferably in IOM or UN agencies;
- Good knowledge of project development, management, and evaluation concepts and procedures;
- Excellent managerial, communication, analytical, and organizational skills;
- Ability to deliver technical training to different audiences;
- Excellent interpersonal skills including negotiation, relationship management, influencing and networking;
- Ability for leadership in the context of partnership building, Implementing Partner Management and consensual decision making;
- Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds; and,
- Good level of computer literacy.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
